5. ABANDONED HOUSING PROJECTS<br />
The Ministry of Housing and Local Government<br />
(KPKT) has initiated the following to further reduce<br />
and curb the occurrence of housing projects being<br />
abandoned:<br />
(i) Home Completion Insurance/Guarantee<br />
Scheme; and<br />
(ii) Amendment to the Payment Schedule under<br />
Act 118 and other related Acts with the view<br />
of issuing Land Titles and Vacant Possession<br />
simultaneously.<br />
6. COMPETITION POLICY<br />
Malaysia Competition Commission (MyCC) will<br />
undertake various advocacy programmes in<br />
2012 to further enhance the understanding of the<br />
Competition Act 2010.<br />
Various guidelines will be published to assist<br />
stakeholders in understanding the provisions and<br />
terminologies in the Act. Public consultation was<br />
held beginning December 2011 for views and<br />
comments. Details of the public consultation of the<br />
guidelines are available on MyCC’s website (www.<br />
mycc.gov.my).<br />
7. REGISTERING PROPERTY<br />
National Land Code (NLC) Review<br />
The review of the National Land Code (NLC) is to<br />
reduce the number of fraudulent or forged land<br />
transactions through the control of legislation and<br />
enhancement of registration security. Proposed<br />
revisions are:<br />
(i) Introduction of the “Certificate of Correctness”<br />
(CoC) to control the integrity of attestation in<br />
land transactions;<br />
(ii) Insertion of the definition of “fraud and forgery”<br />
as a construed part of criminal offences;<br />
(iii) Allowing land owners to apply for entry of<br />
Registrar’s Caveat to safeguard against fraud<br />
and forgery in land dealings;<br />
(iv) Provision of assurance fund to compensate<br />
the victims of fraudulent land transaction; and<br />
(v) Streamlining all statutory forms in the NLC into<br />
a simplified and user-friendly format.<br />
