Il 2003, nella vita dell'associazione, è stato un anno
durante il quale si è tentato di valorizzare le attività di
ricerca e di studio in nuovi ambiti quale quello di FI-
TA-Confindustria anche in vista dell'avvio operativo,
della replica e della disseminazione del primo progetto
pilota dimostrativo di Scampia, previsto prima per
dicembre 2003, e ora rinviato ai primi mesi del 2004.
Nonostante difficoltà concrete impediscano di avviare
la sperimentazione e il funzionamento di un Progetto
Pilota, l'iniziativa Piazze Telematiche resta
sempre attuale e numerosi sono i progetti che mirano
a realizzare infrastrutture simili a quella di pubblica
utilità delle Piazze Telematiche anche in altri
Paesi europei ed extra-europei.
Nel 2004 il nostro obiettivo principale dovrà essere
quello di collegare l'esperienza italiana delle Piazze
Telematiche appena agli inizi ad iniziative come
quella dell'associazione Villes-Internet in Francia
che promuove gli "Espaces Publiques Numériques o
NetPublic" (circa 2500 a fine 2003) o come quella
degli oltre 6.000 UK On-line Centers già realizzati in
Inghilterra o come il CAP(Community Access Pro-
gram) canadese, ecc..
In tutto ciò si dovranno tenere ben presente i risultati
e le istanze che stanno emergendo dai numerosi
progetti europei di R & D sulla società dell'informazione,
sull'economia della conoscenza, sullo sviluppo
delle PMI, ecc., a partire dal sesto Programma
Quadro (FP6) e dai precedenti (FP5 in particolare).

Creata nel 1995 dalla Commissione Europea, la rete IRC si estende oggi in 30 Paesi, collegando 228
centri di supporto all’innovazione articolati in 68 sottoreti regionali, per offrire alle imprese (in particolar
modo PMI) e centri di ricerca sul loro territorio opportunità di collaborazione a livello internazionale
per soddisfare le loro esigenze di innovazione o valorizzare le loro competenze.
Animata da oltre 1000 professionisti dell’innovazione e del trasferimento tecnologico che ne condividono
obiettivi e metodologie, la rete IRC può contare (ott.2003) su un portafoglio di circa 2500 profili
tecnologici redatti e controllati dai centri associati e su una rete di contatti che si estende agli oltre
60.000 enti e aziende che ne hanno utilizzato sinora i servizi.

Les espaces publics numériques sont, bien entendu,
un élément important de la politique de démocratisation
et d'initiation aux usages de l'internet
et ils remplissent des fonctions importantes:
- Permettre aux femmes qui s'initient au multimédia
et à Internet de voir leurs acquis et compétences
reconnues par exemple par le Passeport Internet
Multimedia;
- Recherche un emploi ou la formation;
- permettre un accès accompagné à internet, et
souvent l'utilisation d'internet est fondamentale
pour aider les handicapés à communiquer.
La charte Netpublic concrétise de manière effective
un partenariat entre l'Etat et les collectivités
locales et la politique des espaces publics numériques
est à mener dans le cadre de la décentrali-

sation, avec des collectivités locales qui comprennent
le bénéfice immédiat que peuvent en tirer
leurs administrés.
La charte repose sur un certain nombre de principes
simples comme :
- La simplification des appellations des espaces
publics numériques, regroupés sous un même label
Netpublic déposé par l'Etat.
- Le développement des synergies : faire fonctionner
en réseau plusieurs espaces publics numériques
dans une même ville ou un même département.
- L'adossement à des espaces physiques existants
comme des bibliothèques municipales ou des
agences ANPE, plutôt que créer des espaces exnihilo.
- La généralisation du passeport internet multimedia,
je l'ai mentionné.
- L'accès à tous, aux handicapés notamment, pour
qui Internet est souvent vital pour leur communication.
La Charte NetPublic permettra de relancer et d'harmoniser
le fonctionnement des 2500 points
d'accès publics à Internet en France. Par ailleurs
le site haut débit.gouv.fr accomplit la synthèse
d'une offre de contenus large, riche et grand public,
et le constat d'une progression importante de
l'accès à l'internet haut débit sur l'ensemble du
territoire (2 millions de foyers en octobre 2003).
En France l'Etat continue à jouer un rôle d'impulsion
et d'animation important dans cette dynamisation
des espaces Netpublic.
The overall objective of UK online centres is to enable everyone in the UK that wants it to have access
to the internet and e-mail near to where they live. It could be in an Internet Café on the High St, in a
public library, in a college, in a community centre, a village hall or anywhere available to the public.

promosso e realizzato da IFOA, centro di formazione e servizi delle Camere di Commercio.
Il portale ha l'obiettivo di riunire i centri di telelavoro esistenti in Italia per agevolarne la collaborazione.

Innovative Actions Network for the Information Society

IANIS main objectives are:
To sustain and further develop interregional networking, and particularly to provide network
support to regions with approved Innovative Actions projects, in the context of the
information society and Structural Funds’investments.
It aims to support widespread sharing of information, experience and good practice

seminars, annual conferences and policy fora and a study visits exchange scheme;

IPPI multilanguage Portal
"IPPI portal" objective is to render available
as primary output the knowledge for new
products, processes, services, etc. referred
to the design, realization and management
of new urban and telematic infrastructures
of Public Interest open to large public, citizens,
professionals, SMEs, etc. and managed
by mixed societies Public / Private.
Examples of such infrastructures are the
Urban Pilot Project (UPP) Piazza
Telematica already under exploitation in
Naples (Italy) or like other new urban infrastructures,
such as Multimedia Centers,
Electronic Cottages, Espaces Public
Numériques, UK ON-line Centers, Porto
Digital, etc. which are in an implementation
phase in EU-25 and in associated countries.
The UPP Piazza Telematica (financed in
1997 by the EU ex art. 10 - FESR - EU -
div. XVI - social cohesion and sustainable
development) aims to Regenerate the
Neighborly relationships, to improve the
citizen quality of life, the social cohesion
and the competitiveness of local economy
creating a "proximity effect" at global and
local level or a "glocal scenario", both
through the use of the most advanced h/w
and s/w tools and links in optical fiber and

wi. fi., both through the recuperation of
urban spaces for social life.
The "proximity effect" is the key driver to
transform public and private services into
economic and social developments and also
the EU Parliament recognizes (at the occasion
to the launch of the Knowledge
Regions call for proposals) that “geographical
proximity remains one of the most
powerful factors in favour of intellectual,
commercial and financial exchanges, heavily
influencing the innovation process".
IPPI multilanguage Portal will be based on
an hw/ and s/w platform and will be designed
in order to:
- integrate in a "web back end system" the
single "back office systems" belonging to
the urban and telematic infrastructures
mentiond above;
- integrate in a Pan European Network the
different EU urban and telematic infrastructures
mentioned above in order to compete
with similar international initiatives of
Public Interest under implementation in
Canada (CAP - Community A c c e s s
Programm), in USA(CTCnet - Community
Technology Centers Network) , in Australia
(Telecenters' Network), etc.;
- generate by a "bottom up" approach dynamic
knowledge, such as indicators, public
e-services's audiences, benchmarking, etc.,
at disposal of the EU-25 policy makers.
