IMPORTANT POINTS OF PROVISIONS OF BYELAWS FOR NOMINATION FOR GOVERNING COUNCIL Note: The Board of Scrutineers for this year Governing Council Election consist of Lt Gen AKS Chandele, PVSM,AVSM (Retd) as Returning Officer, Col Balraj Anand(Retd), Shri P S Sundaram, Dr M H Kori, Prof (Col) S L Kapoor (Retd) as members. Extract of Byelaw 36 … All members of the Governing Council shall belong to the class not below that of a Fellow on the roll of the Institution with continuous membership as Fellow and/or above for the previous five years, and citizens of India… Extract of Byelaw 40…. (c) So far as re-election is concerned, members ….. shall not be eligible for re-election until the expiry of one year from the date of their retirement. The period of one year shall be reckoned from the retirement at the Annual General Meeting of that year to the subsequent one. A member who has served the Governing Council for three tenures of three years each, shall not be eligible for re-election to the Governing Council. (d) The Corporate Members on the pay rolls of the Institution can be nominated for election to the Governing Council (as well as to elected offices at Centres) after the expiry of one year from the date of their relinquishing the office held at IETE HQ or Centres. (e) The Chairmen of Centres, who are ex-officio members in the Governing Council, shall not be eligible for election as elected members of the Governing Council until the expiry of one year from the date of their retirement as ex-officio member in the Governing Council. Extract of Byelaws as amended during 1st (2011-12) Special General Meeting held at 1800 hours on Friday, the 28 Sep 2012 at Bangalore Byelaw 41 (b)… (i) Once in five years, not later than the last working day of January, the Secretary General shall send a Directory of the Corporate Members in good standing and entitled for nomination(s), as on 31st December of the preceding year. For the remaining four years, not later than the last working day of January of each year, the Secretary General shall send a list of Corporate Members enrolled up to 31st December of the preceding year and entitled for nomination(s) along with a list of Corporate Members whose names were deleted as on 31st December of the preceding year. Along with this list, he shall indicate the number of vacancies that are to occur in the year for the election to the Governing Council. (ii) Thus, the total number of Corporate Members in good standing and entitled for nomination(s) as on 31st December each year, will be the Corporate Members listed in the Directory plus the list(s) of corporate members in good standing and enrolled, which are added subsequently up to 31st December of that year and minus the list(s) of members deleted up to 31st December of that year. (iii) The Secretary General shall, not later than the last working day of January in each year, update the list of Corporate Members in good standing and entitled for nomination(s) as on 31stDecember of the preceding year on the IETE Website. Byelaw 43 (a)… In the event of there being an election, the Returning Officer shall, prepare ballot papers required for both postal Ballot system and for on-line voting system simultaneously. The Secretary General shall, supply to the Returning Officer, the list of Corporate Members participating in postal ballot system and another list of Corporate Members participating in the on-line voting system along with their postal addresses and email addresses. The Returning Officer shall, not later than the 15th May in each year or such date as the Council may approve, post the ballot papers along with the bio-data to the Corporate Members in good standing and entitled to vote as on 31st March at their recorded addresses issued by the Secretary General. The Returning Officer shall also not later than the15th May in each year or such date as the Council may approve, put up the ballot papers along with the bio-data on the IETE Website. The present postal ballot system shall be discontinued by the Governing Council in three years of time both for Governing Council elections at IETE Head Quarters and Executive Committee elections at IETE Centres.
