Abstract<br />
This study it searchs to verify which accessibility criteria must be included<br />
in an instrument (checklist) of evaluation for the attendance to the necessities of all to<br />
the access and use of libraries. It presents as objective main the creation of an<br />
instrument of evaluation of the accessibility for libraries. The theoretical referencial<br />
understands general aspects of subjects such as access to information and social<br />
inclusion, accessibility and libraries. The carried through study it is of the type<br />
exploratory-description with a qualitative boarding. The collection of the data was<br />
carried through through the analysis of related official documents and technician with<br />
the accessibility. The data collected and analyzed during the research are presented<br />
through an instrument of evaluation structuralized in eight categories of accessibility<br />
(architectural, furniture and equipment, communicational, informational,<br />
methodological, instrumental, programmatic and attitudinal). The instrument, product<br />
of this study, consists, thus, of a compilation of criteria identified in the documentary<br />
analysis and transformed into direct questions for the context of the libraries. Finally,<br />
the study it presents considerations on the instrument, suggestions of new studies<br />
and verification of the validity of the instrument, as well as suggests the elaboration<br />
of a classificatory scale for the instrument in order to evidence the degree of<br />
accessibility of the libraries. Finally, the study presents considerations about the<br />
instrument and indicates the librarian as the main agent of the accessibility of<br />
libraries.<br />

1 Introdução<br />
O acesso à informação é um direito constitucional em nosso país, pois<br />
propicia desenvolvimento social, intelectual e econômico, além de ser fundamental à<br />
formação da cidadania e do senso crítico dos indivíduos. Contudo, o suporte<br />
inadequado da informação frente às necessidades especiais dos indivíduos a torna<br />
inacessível. Assim, usuários com necessidades especiais se deparam com vários<br />
