King, Bunte and Sen. Tsongas and Kennedy have supported project.<br />

These will be Section 8 buildings and will remain so for 15 years. A separate<br />

corporation will have to be ma<strong>de</strong> to carry through this project but it must be a<br />

profit making private enterprise. Steve K. is going to research our By-laws<br />

to see if they're any restrictions. He says there're legal .reasons to protect<br />

Alianza in case anything goes wrong with project.<br />

A. Diaz asked how these apartments will be given out? Steve replied that it will<br />

be owned by community and people living in building.<br />

D. <strong>Lam</strong> asked whether that amount of mortgage we're able to obtain is sufficient<br />

to renovate the buildings in their entirely. N. Merced replied that some basic<br />

repairs would be done to plumbing, etc., etc. Asking $500,000 for 26 units.<br />

Contractors will be a minority women's firm.<br />

N. Merced believes Nuestra Comunidad DC will gain credibility throughout state if<br />

this project is successful.<br />

A. Dlaz worries about length of project and our lack of control in neighborhood, etc.<br />

V. Lopez-Tosado wants to know if there's a study of all owners in neighborhood? Only<br />

eartially known. N. Merced says 45% of buildings in area have been abandoned because<br />

of conditions and fires. Majority of lots and buildings are owned by City. We must<br />

have a plan against the area becoming an "In" place with gentrification setting in.<br />

Changes occur rapidly but S. Klein says that what will happen to area is still subject<br />

to speculation.<br />

It was suggested Housing Committee make a presentation to the Board. Y. Camayd-Freixas<br />

and Elmo Ortlz feel that the MIT project data can help to give us a clearer picture<br />

as to who or what owns the vacant buildings in area. Many Cape Ver<strong>de</strong>ans own buildings<br />

in this neighborhood.<br />

V. Lopez-Tosado wants a report and presentation by Housing Committee. It was agreed<br />

that it will be discussed at December meeting. S. Klein ma<strong>de</strong> a motion that we give<br />

Executive Director authority to create a Housing Development Subsidiary to Alianza<br />

Hispana pending review of By-laws and provi<strong>de</strong>d Board or Executive Committee has<br />

approved. Secon<strong>de</strong>d by Y. Camayd-Freixas.<br />

B. <strong>Tregar</strong> wants agreement to be reviewed by lawyers. Carolyn Playter .feels is a big<br />

committment. S •. Klein says after December Boa1;'d meeting we will be appraised of all<br />

<strong>de</strong>velopments and before agreements are finalized.<br />

Question moved by Y. Camayd-Freixas. In favor of motion as read. Approved with one<br />

abstention.<br />
