The international security environment’s evolution during last decade<br />

of the century is characterized by security challenges as a globalization<br />

result and the ample mainstream of states scattering and also by classical<br />

pattern of already existing risks, threats and vulnerabilities.<br />

The clashing start of the third millennium was deeply influenced by the<br />

increasing contradictions and frequently use of military <strong>for</strong>ces, global terror,<br />

WMD proliferation, likely use of WMD, ethnic-religious conflicts and extremism,<br />

instability, frozen conflicts, provoked, particularly after 9/11 2001, the<br />

reshaping of policies and national security strategies.<br />

The new security strategic environment imposes NATO to a permanent<br />

change in its Strategic Concept meaning the achievement of ability to confront<br />

with nowadays asymmetric threats. Consequently, the North Atlantic<br />

Alliance body realized the need <strong>for</strong> new capabilities that would be able to fulfill<br />

the full scale of NATO missions. The end result was the launching of April<br />

1999 Defense Capabilities Initiative (DCI) which claimed development of<br />

rapid deployable <strong>for</strong>ces.<br />

The country’s evolving necessities, also the need <strong>for</strong> EU, NATO and<br />
