The international security environment’s evolution during last decade
of the century is characterized by security challenges as a globalization
result and the ample mainstream of states scattering and also by classical
pattern of already existing risks, threats and vulnerabilities.
The clashing start of the third millennium was deeply influenced by the
increasing contradictions and frequently use of military forces, global terror,
WMD proliferation, likely use of WMD, ethnic-religious conflicts and extremism,
instability, frozen conflicts, provoked, particularly after 9/11 2001, the
reshaping of policies and national security strategies.
The new security strategic environment imposes NATO to a permanent
change in its Strategic Concept meaning the achievement of ability to confront
with nowadays asymmetric threats. Consequently, the North Atlantic
Alliance body realized the need for new capabilities that would be able to fulfill
the full scale of NATO missions. The end result was the launching of April
1999 Defense Capabilities Initiative (DCI) which claimed development of
rapid deployable forces.
The country’s evolving necessities, also the need for EU, NATO and
