THE RENTAL SCHEME IS WELCOMED IN MITROVICA
Over 4600 properties are put under
KPA Administration and included
in the Rental Scheme. 647 properties
are already rented out in the
whole Kosovo and the number is
being increased every day.
This Scheme enables all the owners
or the Property Right Holders, who
for whatever reason are not able to
live in their properties, to get monthly
incomes from these properties. Many
of those who put properties under
the Rental Scheme state that they
are satisfied and they thank KPA for
starting the practical implementation
of this project. Mitrovica, considered
until now as the most problematic
and complicated city in relation to the
property issues, due to the political
and security circumstances, <strong>has</strong> now
started to get incorporated in the implementation
of the Rental Scheme.
We talked with two citizens from
Mitrovica, which is being published
in this edition of “KPA Gazette”, an
Albanian and a Serb, who explained
the reasons of putting their properties
under the Rental Scheme as well as
the profit they get from this Scheme.
At the same time they have no hesitation
to show their trust towards KPA,
as an Agency that works for in favor
of all Kosovo citizens, in complying
with the applicable laws..
However, both citizens from Mitrovica,
displaced from their houses for
more than 8 years, do not hide the
wish and the will to return back and
live in their properties some day.
Where they were born and lived during
all their lives.
VIOLETA SYLA: KPA
keeps the promise
Violetë Syla, a 46-years-old lady
stated that she was displaced from
the northern part of Mitrovica to the
northern one since eight years ago.
She seems very sad, as she recounts
on regard to living as a refugee inside
her own town. She <strong>has</strong> moved into a
house belonging to a Serbian person
and she is living there and she states
that she <strong>has</strong> found good understanding
from the owners side regarding
her temporary accommodation in that
house. “I, due to the political and security
circumstances, was not able to
live in my house in the north since 8
years”- stated Violeta, who expressed
her wish and will to return back to her
house some day, where she was born
and grew up for many years.
Once she was informed of KPA
Rental Scheme, Violeta filed a request
to put her property in the Scheme.
“I was waiting since last year, then
I lost my hopes, but yesterday, on
3 October I was notified that the 6
months rent was paid by the person
who is currently living in my property
on temporary basis. This was as
a nice surprise to me, in a time when
I did not expect” indicated Violeta.
On her opinion, KPA <strong>has</strong> launched
an appropriate project, which enables
people to get at least few incomes in
order to ease their poor economical
situation, which most of them are living
in. Mrs. Syla stated that she have
had many offers to sell her property
in the north or to exchange it with
another in the south, however she did
not do such a thing as she hopes that
some day she would return back to
her house and live there peacefully.
“It is good that the other people, who
due to known reasons can not live
in their own properties, can put their
properties under the KPA Rental
Scheme. Initially I was skeptical, but
now I am convinced that KPA keeps
the promise and it works for the good
of all Kosovo citizens” – ended her
story Violeta Elezi, one among many
of those persons who put their properties
under KPA Rental Scheme and
who have regularly started receivingmoney
in their bank accounts.
Slobodan Aksentijevic:
Full confidence in KPA
“All property that <strong>has</strong> been nationalized
and confiscated, which <strong>has</strong> been
expropriated in the former SFRY
<strong>has</strong> been decided upon, everywhere
except in Serbia,” these were the first
words of Mr. Slobodan Aksentijevic
during our conversation with him.
Mr. Aksentijevic is in a possession
of property in the South Mitrovica,
currently his property is being used
by somebody else, and he wanted
his property to be vacated. However,
person who currently occupies the
property refuses to vacate it and after
moving out reoccupied the property
again, he decided to put property
under the KPA administration. According
to Mr.Aksentijevic, this was
reported to the police, which said that
they will evict the person from the
property again. However, everything
<strong>has</strong> been postponed since property is
under the KPA administration.
According to Mr. Aksentijevic, since
HPD/KPA forming, he had full confidence
in this organization, for this
reason he decided to put property under
administration. He adds that if the
person refuses to pay rent, property is
vacated, and the owner would sell the
property.
“I was among the first willing to pay
the rent. Until now I had no problems
with paying rents, the problem will
occur only in case the owner request
from me to vacate the property, because
my family and I have no other
alternative accommodation, says Mr.
Aksentijevic.
“I am hearing many comments
regarding the rent payments, there
is always an issue about who will
be the first person paying the rent,
for that reason I started to pay rent.
So far I completed 6 payments, and
will continue paying rent,” says
Mr.Aksentijevic.
Finally, Mr.Aksentijevic added that
he <strong>has</strong> full support from KPA for his
property issue in South Mitrovica.
