THE RENTAL SCHEME IS WELCOMED IN MITROVICA<br />
Over 4600 properties a<strong>re</strong> put under<br />
KPA Administration and included<br />
in the Rental Scheme. 647 properties<br />
a<strong>re</strong> al<strong>re</strong>ady <strong>re</strong>nted out in the<br />
whole <strong>Kosovo</strong> and the number is<br />
being inc<strong>re</strong>ased every day.<br />
This Scheme enables all the owners<br />
or the <strong>Property</strong> Right Holders, who<br />
<strong>for</strong> whatever <strong>re</strong>ason a<strong>re</strong> not able to<br />
live in their properties, to get monthly<br />
incomes from these properties. Many<br />
of those who put properties under<br />
the Rental Scheme state that they<br />
a<strong>re</strong> satisfied and they thank KPA <strong>for</strong><br />
starting the practical implementation<br />
of this project. Mitrovica, conside<strong>re</strong>d<br />
until now as the most problematic<br />
and complicated city in <strong>re</strong>lation to the<br />
property issues, due to the political<br />
and security circumstances, <<strong>strong</strong>>has</<strong>strong</strong>> now<br />
started to get incorporated in the implementation<br />
of the Rental Scheme.<br />
We talked with two citizens from<br />
Mitrovica, which is being published<br />
in this edition of “KPA Gazette”, an<br />
Albanian and a Serb, who explained<br />
the <strong>re</strong>asons of putting their properties<br />
under the Rental Scheme as well as<br />
the profit they get from this Scheme.<br />
At the same time they have no hesitation<br />
to show their trust towards KPA,<br />
as an Agency that works <strong>for</strong> in favor<br />
of all <strong>Kosovo</strong> citizens, in complying<br />
with the applicable laws..<br />
However, both citizens from Mitrovica,<br />
displaced from their houses <strong>for</strong><br />
mo<strong>re</strong> than 8 years, do not hide the<br />
wish and the will to <strong>re</strong>turn back and<br />
live in their properties some day.<br />
Whe<strong>re</strong> they we<strong>re</strong> born and lived during<br />
all their lives.<br />
VIOLETA SYLA: KPA<br />
keeps the promise<br />
Violetë Syla, a 46-years-old lady<br />
stated that she was displaced from<br />
the northern part of Mitrovica to the<br />
northern one since eight years ago.<br />
She seems very sad, as she <strong>re</strong>counts<br />
on <strong>re</strong>gard to living as a <strong>re</strong>fugee inside<br />
her own town. She <<strong>strong</strong>>has</<strong>strong</strong>> moved into a<br />
house belonging to a Serbian person<br />
and she is living the<strong>re</strong> and she states<br />
that she <<strong>strong</strong>>has</<strong>strong</strong>> found good understanding<br />
from the owners side <strong>re</strong>garding<br />
her temporary accommodation in that<br />
house. “I, due to the political and security<br />
circumstances, was not able to<br />
live in my house in the north since 8<br />
years”- stated Violeta, who exp<strong>re</strong>ssed<br />
her wish and will to <strong>re</strong>turn back to her<br />
house some day, whe<strong>re</strong> she was born<br />
and g<strong>re</strong>w up <strong>for</strong> many years.<br />
Once she was in<strong>for</strong>med of KPA<br />
Rental Scheme, Violeta filed a <strong>re</strong>quest<br />
to put her property in the Scheme.<br />
“I was waiting since last year, then<br />
I lost my hopes, but yesterday, on<br />
3 October I was notified that the 6<br />
months <strong>re</strong>nt was paid by the person<br />
who is cur<strong>re</strong>ntly living in my property<br />
on temporary basis. This was as<br />
a nice surprise to me, in a time when<br />
I did not expect” indicated Violeta.<br />
On her opinion, KPA <<strong>strong</strong>>has</<strong>strong</strong>> launched<br />
an appropriate project, which enables<br />
people to get at least few incomes in<br />
order to ease their poor economical<br />
situation, which most of them a<strong>re</strong> living<br />
in. Mrs. Syla stated that she have<br />
had many offers to sell her property<br />
in the north or to exchange it with<br />
another in the south, however she did<br />
not do such a thing as she hopes that<br />
some day she would <strong>re</strong>turn back to<br />
her house and live the<strong>re</strong> peacefully.<br />
“It is good that the other people, who<br />
due to known <strong>re</strong>asons can not live<br />
in their own properties, can put their<br />
properties under the KPA Rental<br />
Scheme. Initially I was skeptical, but<br />
now I am convinced that KPA keeps<br />
the promise and it works <strong>for</strong> the good<br />
of all <strong>Kosovo</strong> citizens” – ended her<br />
story Violeta Elezi, one among many<br />
of those persons who put their properties<br />
under KPA Rental Scheme and<br />
who have <strong>re</strong>gularly started <strong>re</strong>ceivingmoney<br />
in their bank accounts.<br />
Slobodan Aksentijevic:<br />
Full confidence in KPA<br />
“All property that <<strong>strong</strong>>has</<strong>strong</strong>> been nationalized<br />
and confiscated, which <<strong>strong</strong>>has</<strong>strong</strong>> been<br />
expropriated in the <strong>for</strong>mer SFRY<br />
<<strong>strong</strong>>has</<strong>strong</strong>> been decided upon, everywhe<strong>re</strong><br />
except in Serbia,” these we<strong>re</strong> the first<br />
words of Mr. Slobodan Aksentijevic<br />
during our conversation with him.<br />
Mr. Aksentijevic is in a possession<br />
of property in the South Mitrovica,<br />
cur<strong>re</strong>ntly his property is being used<br />
by somebody else, and he wanted<br />
his property to be vacated. However,<br />
person who cur<strong>re</strong>ntly occupies the<br />
property <strong>re</strong>fuses to vacate it and after<br />
moving out <strong>re</strong>occupied the property<br />
again, he decided to put property<br />
under the KPA administration. According<br />
to Mr.Aksentijevic, this was<br />
<strong>re</strong>ported to the police, which said that<br />
they will evict the person from the<br />
property again. However, everything<br />
<<strong>strong</strong>>has</<strong>strong</strong>> been postponed since property is<br />
under the KPA administration.<br />
According to Mr. Aksentijevic, since<br />
HPD/KPA <strong>for</strong>ming, he had full confidence<br />
in this organization, <strong>for</strong> this<br />
<strong>re</strong>ason he decided to put property under<br />
administration. He adds that if the<br />
person <strong>re</strong>fuses to pay <strong>re</strong>nt, property is<br />
vacated, and the owner would sell the<br />
property.<br />
“I was among the first willing to pay<br />
the <strong>re</strong>nt. Until now I had no problems<br />
with paying <strong>re</strong>nts, the problem will<br />
occur only in case the owner <strong>re</strong>quest<br />
from me to vacate the property, because<br />
my family and I have no other<br />
alternative accommodation, says Mr.<br />
Aksentijevic.<br />
“I am hearing many comments<br />
<strong>re</strong>garding the <strong>re</strong>nt payments, the<strong>re</strong><br />
is always an issue about who will<br />
be the first person paying the <strong>re</strong>nt,<br />
<strong>for</strong> that <strong>re</strong>ason I started to pay <strong>re</strong>nt.<br />
So far I completed 6 payments, and<br />
will continue paying <strong>re</strong>nt,” says<br />
Mr.Aksentijevic.<br />
Finally, Mr.Aksentijevic added that<br />
he <<strong>strong</strong>>has</<strong>strong</strong>> full support from KPA <strong>for</strong> his<br />
property issue in South Mitrovica.
