1. UFAHAMU<br />

Soma habari ifuatayo kisha ujibu maswali <strong>ya</strong>takayofuata<br />

Uchumi ni mfumo wa mapato, na matumizi <strong>ya</strong> watu katika nchi fulani. uchumi huu huhusisha<br />

sekta mbalimbali kama vile utalii, kilimo, sanaa miongoni mwa sekta nyingine muhimu. Ukuaji wa<br />

kiuchumi hutegemea mambo kadhaa ili kuzaa matunda. Katika nji zote ulimwenguni, sera za kisiasa<br />

huamua jinsi uchumi utakavyokua na kunawiri. Kama siasa hazitilii maanani sera za ukuaji wa<br />

kiuchumi, basi mapato <strong>ya</strong> nchi hiyo hugubikwa katika wingu kubwa la uchochole<br />

Nchini Ken<strong>ya</strong>, kwa mfano, kuna ulinganifu mkubwa kati <strong>ya</strong> siasa na ukuaji wa kuichumi.<br />

Ukuaji wa kiuchumi hutegemea uteuzi wa maafisa wanaosimamia asasi muhimu sana. katika<br />

usimamizi wa uchumi. Asasi hizi ni kama vile wizara <strong>ya</strong> fedha, Wizara <strong>ya</strong> Mipango <strong>ya</strong> kitaifa na<br />

Ruwaza <strong>ya</strong> 2030, Mamlaka <strong>ya</strong> Ukusan<strong>ya</strong>ji wa ushuru ( KRA), Benki kuu <strong>ya</strong> Ken<strong>ya</strong> (CBK), na tume<br />

<strong>ya</strong> kupambana na ufisadi (KACC). Usimamizi wa asasi hizi huwa muhimu sana katika kuamua<br />

hatima <strong>ya</strong> uchumi wa nchi hii<br />

Katika mwezi wa Juni kila mwaka, Waziri wa fedha husoma bajeti kwa Wabunge. Katika<br />

maelezo <strong>ya</strong>ke <strong>ya</strong>itwayo. nakisi <strong>ya</strong> bajeti hujitokeza. Kabla <strong>ya</strong> bajeti kuandaliwa, Wizara <strong>ya</strong> Mipango<br />

huandaa hati iitwayo Usorove<strong>ya</strong> wa kiuchumi. Baada <strong>ya</strong> kusomwa kwa bajeti ni jukumu la Wabunge<br />

kupitisha mswada wa kifedha unaohusisha wizara zote au kuutupilia mbali. Jukumu hili linafaa<br />

kutekelezwa kufikia tarehe 31 Oktoba <strong>ya</strong> kila mwaka kulingana na sheria<br />

Wakati huo huo, afisa anayejulikana kama Mhasibu Mkuu wa serikali huwa na jukumu la<br />

kuchunguza na kutathmini matumizi <strong>ya</strong> fedha <strong>ya</strong> Wizara mbalimbali na kutoa ripoti <strong>ya</strong>ke kwa kamati<br />

<strong>ya</strong> Uhasibu wa Umma bungeni (PAC). Kamati hii hutoa mapendekezo <strong>ya</strong>ke kwa mkuu wa sheria na<br />

pia kwa Tume <strong>ya</strong> kupambana na ufisadi ili haki iweze kutekelezwa mahakamani iwapo dosari za<br />

kifedha zimefanyika.<br />

Benki kuu <strong>ya</strong> Ken<strong>ya</strong> kupitia kwa Gavana wake huwa na jukumu la kutoa ushauri kwa serikali<br />

kuhusu usimamizi wa kifedha kuchunguza nguvu za shillingi <strong>ya</strong> Ken<strong>ya</strong> dhini <strong>ya</strong> sarafa za kigeni,<br />

kutoa sarafu za Ken<strong>ya</strong> kwa umma na usimamizi wa benki zote nchini miongoni mwa majukumu<br />

mengine.<br />

Kwa upande mwingine, mamlaka <strong>ya</strong> Ukusan<strong>ya</strong>ji ushuru Nchini huwa na jukumu la<br />

kuhakikisha kuwa malengo <strong>ya</strong> ushuru <strong>ya</strong>mefikiwa na pia kuhakikisha kuwa hakuna mtu binafsi au<br />

kampuni yoyote inayokwepa kulipa ushuru<br />

Iwapo kuna udanganyifu wowote, basi swala hili linafaa kuangaliwa na mahakama zetu na<br />

haki kutekelezwa<br />

Kwa ujumla , sisi kama wananchi tunafaa kusaidia asasi hizi zote kufikia malengo. <strong>ya</strong>ke ili<br />

tupate ukuaji wa kiuchumi utakaofaidi watu wote. Jambo hili litahakikisha kuwa pengo lililo kati <strong>ya</strong><br />

walalahai na walahoi liniezibwa. Sisi kama wananchi, tunafaa kuonyesha uzalendo wetu kwa nchi<br />

yetu kwa kulipa ushuru unavyetakikana , tukifuata mwito kuwa KULIPA USHURU NI<br />

KUJIITEGEMEA. Mwisho, tusaidie viongonzi wetu katika kuendeleza sera mwafaka za kiuchumi ili<br />

nchi yetu ipige hatua kubwa katika ukuaji wa kiuchumi. Iwapo afisa yeyote atatuhumiwa kushiriki<br />

2. MUHTASARI<br />

Suala la demokrasia na haki ni mambo ambayo <strong>ya</strong>mekuwa <strong>ya</strong>kisisitizwa, nchini ken<strong>ya</strong> tu,<br />

bali katika ulimwengu mzima . Tangu miaka 90 ,nchi imekuwa ikipata sura mp<strong>ya</strong> kila u<strong>cha</strong>o. mfumo<br />

mp<strong>ya</strong> wa v<strong>ya</strong>ma vingi v<strong>ya</strong> kisiasa uliwatia wananchi hamu <strong>ya</strong> kudai haki zao na kupinga udhalimu<br />

wa kila aina. Hata hivyo, baadhi <strong>ya</strong> wananchi huvuka mipaka <strong>ya</strong> kudai haki hii na kuwakosea<br />

heshima viongozi , jambo ambalo ni tisho kwa demokrasia yenyewe.<br />

Katiba <strong>ya</strong> Ken<strong>ya</strong> imeeleza vyema suala la haki za kibinadamu katika mswada wa haki -<br />

Mswada huu umeorodhesha haki za hiari ambazo mwana nchi anapaswa kuwa nazo. Kwa mujibu wa<br />

katiba <strong>ya</strong> Ken<strong>ya</strong> ,binadamu ana haki <strong>ya</strong> kuishi hivi ni kusema kwamba, hakuna mtu yeyote<br />

anayepasa kuukatisha uhai wa mtu mwingine , ama kwa kumuua au kwa kusababisba kifo hicho,<br />

kwa njia isiyo, moja kwa moja.<br />

Aidha, kila Mken<strong>ya</strong> ana haki <strong>ya</strong> kupata elimu. Elimu humsaidia Mja kuwa mwananchi bora<br />

na kuweza ku<strong>ya</strong>kidhi mahitaji <strong>ya</strong>ke na <strong>ya</strong> familia <strong>ya</strong>ke.Ingawa elimu ni muhimu, tunapata kuwa<br />

nchini humu kuna baadhi <strong>ya</strong> jamii ambazo huwaonjesha tu wana wao elimu. Utapata kwamba katika<br />

jamaa nyingi watoto, na hasa wa kike hupewa elimu <strong>ya</strong> kimsingi tu , <strong>ya</strong>ani kufikia darasa la nane.<br />

Jambo hili lazima likomeshwe kwa vyovyote vile.<br />

Mken<strong>ya</strong> yeyote yule ana haki <strong>ya</strong> kumiliki mali ama kwa kununua au hata kurithi kutoka kwa<br />

wazazi. Hata hivyo , utapata kwamba katika jamii nyingine watoto wengi , hasa wa kike , hunyimwa<br />

haki hii . Si ajabu kusikia mgogoro kupitia kwa vyombo v<strong>ya</strong> habari baina <strong>ya</strong> ndugu<br />

wa kiume na wa kike ; wakiume wakidai kuwa wa kike hapaswi kurithi mali <strong>ya</strong> wazazi. Hata baadhi<br />

<strong>ya</strong> wazazi wanapoena kuwa jua lao linakaibia kuchwa , huuza mali <strong>ya</strong>o bila kujali watoto.<br />

Mwananchi yeyote ambaye amefikisha umri wa miaka kumi na minane ana haki <strong>ya</strong> kupiga<br />

kura ku<strong>cha</strong>gua, viongozi awatakao.Haifai kwa mtu yeyote kumshurutisha mwingine kumpigia kura<br />

mtu asiyetaka. Hili ni jukumu muhimu mno kwa kila mwananchi.Watu wote wanapoona kuwa<br />

viongozi waliochukuliwa na wengine hawatekelezi wala kutimiza ahadi zao za kabla <strong>ya</strong> u<strong>cha</strong>guzi.<br />

Mken<strong>ya</strong> yeyote yu huru pia kushiriki katika dhehebu analotaka kuabudia. Ana uhuru wa<br />

ku<strong>cha</strong>gua ni marafiki gani atakaoandamana nao mradi tu asiwe anavunja sheria. Hata hivyo , kwa<br />

miaka mingi, watu wamekuwa wakikiuka haki za kibinadamu kwa njia mbalimbali . Kwa mfano ,<br />

utapata kwamba baadhi <strong>ya</strong> polisi huwashika washukiwa na kuwatesa bila sababu.<br />

Mshukiwa hapaswi kuteswa na kuchukuliwa kuwa. mhalifu hata<br />

kabla <strong>ya</strong> kuhukumiwa . Haupiti muda kabla <strong>ya</strong> kusikia kamsa mitaani <strong>ya</strong> mama aliyeibiwa. Badala<br />

<strong>ya</strong> wananchi kumshika mshukiwa huyo na kumpeleka kwa polisi, wao hujichukulia sheria mikononi<br />

mwao na kumpiga kitutu Wengine huvishwa magurudumu na kuchomwa kwayo bila huruma<br />

Baadhi <strong>ya</strong> washukiwa hata wanapopelekwa kwenye hifadhi <strong>ya</strong> polisi hupigwa viba<strong>ya</strong> iii<br />

kukiri makosa <strong>ya</strong>o. Wengi wa polisi hudhani kuwa jukumu lao kubwa ni kuadhibu hata pale<br />

ambapo hapana haja <strong>ya</strong> kuadhibu.<br />

Watoto wengi wamekuwa wakiteseka kwa sababu wazazi wao wamekosa kuwapa<br />

malezi.Wazazi wengine , baada <strong>ya</strong> kutofautiana kidogo, hutalikiana na kuwaa<strong>cha</strong> watoto chini <strong>ya</strong><br />

ulezi wa mmoja wao. Mara nyingine mzazi anayeachiwa watoto huwa hajimudu na huteseka sana<br />

kuwalea watoto hawa peke <strong>ya</strong>ke.Jambo hili huwakosesha raha watoto hawa na baadhi <strong>ya</strong>o huishi<br />

kukimbilia mitaani<br />

Binadamu ana haki <strong>ya</strong> kuishi vyema bila ubaguzi wala dhuluma za aina yoyote. Nijukumu la<br />

kila mwananchi kuhakikisha kwamba haki imedumishwa katika eneo lake.<br />
