K<strong>wa</strong>nza kabisa, ninapenda nichukue fursa hii kuushukuru uongozi <strong>wa</strong><br />

Manispaa <strong>ya</strong> Moshi k<strong>wa</strong> kuweza kuandaa mafunzo ha<strong>ya</strong> na kunipa<br />

nafasi <strong>ya</strong> kufungua mafunzo ha<strong>ya</strong> muhimu <strong>ya</strong>nayohusu suala zima la<br />

Uta<strong>wa</strong>la Bora.<br />

Ndugu <strong>wa</strong>nasemina;<br />

Kuwepo k<strong>wa</strong> mafunzo ha<strong>ya</strong> kunatokana na ukweli k<strong>wa</strong>mba Serikali<br />

iliyoko madarakani inaweka mkazo katika suala la Uta<strong>wa</strong>la Bora k<strong>wa</strong>ni ni<br />

kichocheo kikub<strong>wa</strong> cha maendeleo <strong>ya</strong> Taifa lolote lile. Dhana <strong>ya</strong> Uta<strong>wa</strong>la<br />

Bora ni ku<strong>wa</strong> na Serikali au chombo kinacho<strong>wa</strong>jibika k<strong>wa</strong> manufaa <strong>ya</strong><br />

<strong>wa</strong>le <strong>wa</strong>liokichagua au kukiunda. Aidha Uta<strong>wa</strong>la Bora unaozingatia haki,<br />

Sheria na misingi yote <strong>ya</strong> u<strong>wa</strong>zi na u<strong>wa</strong>jibikaji husaidia kuleta<br />

mabadiliko chanja na <strong>ya</strong> haraka. K<strong>wa</strong> mantiki hiyo, popote pale ambapo<br />

viongozi na <strong>wa</strong>tendaji <strong>wa</strong>mekiuka dhana na misingi <strong>ya</strong> Uta<strong>wa</strong>la Bora,<br />

tumeshuhudia kuwepo k<strong>wa</strong> malalamiko na kero nyingi za <strong>wa</strong>nanchi na<br />

kuendelea kuichukia Serikali.<br />

Ndugu <strong>wa</strong>na Semina,<br />

Nimeku<strong>wa</strong> nikifuatilia suala zima la Uta<strong>wa</strong>la Bora katika Halmashauri zote<br />

za <strong>mkoa</strong> huu na Manispaa hii iki<strong>wa</strong> ni moja<strong>wa</strong>po <strong>ya</strong> Halmashauri hizo. Yapo<br />

mambo mengi ambayo sijaridhika nayo kabisa. Mimi binafsi nimefan<strong>ya</strong><br />

mikutano <strong>ya</strong> hadhara, vikao maalum na makundi mbalimbali kama vile<br />

<strong>wa</strong>alimu na nimehudhuria vikao v<strong>ya</strong> WDC nimejionea hali ilivyo. Hali<br />

kadhalika taarifa <strong>ya</strong> timu <strong>ya</strong> Kitaifa na Ki<strong>mkoa</strong> iliyofan<strong>ya</strong> tathmini <strong>ya</strong><br />

utekelezaji <strong>wa</strong> vigezo v<strong>ya</strong> Uta<strong>wa</strong>la Bora inaonyesha ku<strong>wa</strong> utekelezaji uko<br />

katika ki<strong>wa</strong>ngo cha chini sana.<br />

Ndugu <strong>wa</strong>na Semina,<br />

Mapungufu mengi niliyo<strong>ya</strong>baini na <strong>ya</strong>le <strong>ya</strong>liyobainish<strong>wa</strong> na timu <strong>ya</strong> tathmini<br />

<strong>ya</strong>natokana na kufanyika vikao kimtindo, vikao kukosa agenda za msingi,<br />

vikao kusukum<strong>wa</strong> na matukio badala <strong>ya</strong> mikakati <strong>ya</strong> maendeleo, Maafisa<br />

na Wataalamu <strong>wa</strong> Halmashauri kutokushiriki kwenye vikao v<strong>ya</strong> ngazi za<br />

kata na mitaa ili kusaidia kujibu hoja na kero za <strong>wa</strong>nanchi. Matokeo <strong>ya</strong><br />

kasoro hii ni kupotea k<strong>wa</strong> haki na stahili za <strong>wa</strong>tumishi na <strong>wa</strong>dau wengine<br />

<strong>wa</strong> Manispaa ama kupuuz<strong>wa</strong> au kuchelewesh<strong>wa</strong> bila sababu yoyote <strong>ya</strong><br />

msingi, kufan<strong>ya</strong> kazi k<strong>wa</strong> mazoea na kuwepo k<strong>wa</strong> mikutano <strong>ya</strong> viongozi<br />

ambayo haipokei na kutoa majibu <strong>ya</strong> kero za <strong>wa</strong>nanchi. Na mahali pengine<br />

vikao kutokuwepo kabisa.<br />

Ndugu <strong>wa</strong>na Semina,<br />

Pia imebainika ku<strong>wa</strong> utaratibu <strong>wa</strong> ku<strong>wa</strong>pima <strong>wa</strong>tumishi k<strong>wa</strong> njia <strong>ya</strong> u<strong>wa</strong>zi<br />

(OPRAS) hautumiki. Watumishi ha<strong>wa</strong>jazi OPRAS, na pale zinapojaz<strong>wa</strong><br />

hakuna mapitio <strong>ya</strong> nusu m<strong>wa</strong>ka au m<strong>wa</strong>ka <strong>ya</strong> kupima ki<strong>wa</strong>ngo cha<br />

utekelezaji <strong>wa</strong> malengo na uwezo <strong>wa</strong> mtumishi husika. Matokeo <strong>ya</strong>ke ni<br />

kushind<strong>wa</strong> ku<strong>wa</strong>pandisha <strong>wa</strong>tumishi madaraja, kushind<strong>wa</strong> kutambua<br />

uwezo halisi <strong>wa</strong> <strong>wa</strong>tumishi, kufan<strong>ya</strong> kazi bila malengo, na ku<strong>wa</strong> na<br />

mipango/mikakati ambayo ki<strong>wa</strong>ngo cha utekelezaji hakipimiki. Vilevile<br />

husababisha kushind<strong>wa</strong> ku<strong>wa</strong>baini <strong>wa</strong>tumishi <strong>wa</strong>zembe ambao utendaji<br />

<strong>wa</strong>o hauridhishi na <strong>wa</strong>le ambao <strong>wa</strong>nastahili kuchukuli<strong>wa</strong> hatua za<br />

kinidhamu. Kando <strong>ya</strong> kukosekana k<strong>wa</strong> mfumo <strong>wa</strong> upimaji <strong>wa</strong> utendaji kazi<br />

k<strong>wa</strong> u<strong>wa</strong>zi pia tumeshind<strong>wa</strong> kutekeleza mkataba <strong>wa</strong> huduma k<strong>wa</strong> mteja.<br />

Hatuna sera <strong>ya</strong> huduma k<strong>wa</strong> mteja ndiyo maana matatizo na malalamiko<br />

mengi ha<strong>ya</strong>pokelewi na <strong>ya</strong>napopokele<strong>wa</strong> ha<strong>ya</strong>tolewi majibu k<strong>wa</strong> <strong>wa</strong>kati na<br />

kutumika k<strong>wa</strong> lugha chafu na majibu <strong>ya</strong>siyoridhisha k<strong>wa</strong> <strong>wa</strong>teja. Suala hili<br />

nilishalitolea maelezo <strong>wa</strong>kati <strong>wa</strong> ziara <strong>ya</strong>ngu na leo hii ninapenda kurudia<br />

kutoa wito k<strong>wa</strong> <strong>wa</strong>tumishi <strong>wa</strong> Manispaa hii <strong>wa</strong>naoendelea kutumia lugha<br />

chafu na kutoa majibu <strong>ya</strong>siyo saidia kutatua kero za <strong>wa</strong>teja kuacha tabia<br />

hiyo na nam<strong>wa</strong>giza Mkurugenzi kuanza kuchukua hatua za kisheria na<br />

kinidhamu k<strong>wa</strong> <strong>wa</strong>le wote <strong>wa</strong>takaobainika.<br />

Ndugu <strong>wa</strong>nasemina<br />

Jambo lingine ambalo ningependa nilizungumzie ni suala zima la<br />

u<strong>wa</strong>jibikaji. Uta<strong>wa</strong>la Bora unaendana na kuonyesha njia. Tukumbuke ku<strong>wa</strong><br />

uongozi ni dhamana, na tumechaguli<strong>wa</strong> katika nafasi mbalimbali kama<br />

<strong>wa</strong><strong>wa</strong>kilishi <strong>wa</strong> <strong>wa</strong>nanchi na wengine ni <strong>wa</strong>tumishi tulioajiri<strong>wa</strong> kama<br />

<strong>wa</strong>taalamu ndani <strong>ya</strong> Manispaa. Hivyo basi tunao <strong>wa</strong>jibu mkub<strong>wa</strong> sana <strong>wa</strong><br />

ku<strong>wa</strong>letea <strong>wa</strong>nanchi maendeleo. Hakuna namna tunaweza kufan<strong>ya</strong> hivyo<br />

bila <strong>ya</strong> kubadilisha mfumo <strong>wa</strong> kufan<strong>ya</strong> kazi k<strong>wa</strong> mazoea na kutegemea<br />

bajeti <strong>ya</strong> Serikali tu. Ni vema sasa tuanze kubadilika na kutumia fursa<br />

tulizonazo kubuni v<strong>ya</strong>nzo v<strong>ya</strong> kupata fedha, iki<strong>wa</strong> ni pamoja na kushirikiana<br />

na Sekta binafsi, kupitia mpango <strong>wa</strong> “Public Private Partnership”<br />

(PPP) katika kutekeleza miradi yetu <strong>ya</strong> maendeleo. Manispaa <strong>ya</strong> Moshi<br />

imejali<strong>wa</strong> ku<strong>wa</strong> na maeneo mbalimbali <strong>ya</strong> kuwekeza ambayo ha<strong>ya</strong>tumika<br />

ipasavyo. Napenda kutoa wito kwenu kuanza kubuni njia bora <strong>ya</strong> kutafuta<br />

<strong>wa</strong>bia kama vile NSSF, PSPF na TIB ili <strong>wa</strong>weze kushirikiana na Halmashauri<br />

hii katika kuwekeza katika miradi mikub<strong>wa</strong> itakayowezesha Halmashauri<br />

kuongeza mapato na ajira.<br />

Ndugu <strong>wa</strong>nasemina;<br />

Napenda ku<strong>wa</strong>fahamisha ku<strong>wa</strong> Serikali <strong>ya</strong> Chama cha Mapinduzi (CCM)<br />

imeku<strong>wa</strong> ikiongeza bajeti <strong>ya</strong> Manispaa <strong>ya</strong> Moshi m<strong>wa</strong>ka hadi m<strong>wa</strong>ka. K<strong>wa</strong><br />

mfano katika kipindi cha m<strong>wa</strong>ka 2011/2012 ruzuku <strong>ya</strong> maendeleo iliku<strong>wa</strong><br />

shilingi 2,122,113,200 na m<strong>wa</strong>ka 2012/2013 iliongezeka na kufikia Tshs.<br />

2,965,627,222. Madhumuni <strong>ya</strong> Serikali ni kuhakikisha ku<strong>wa</strong> huduma<br />

zinaendelea kuboresh<strong>wa</strong> ili <strong>wa</strong>nanchi <strong>wa</strong>weze kuishi maisha bora zaidi.<br />

Natoa wito k<strong>wa</strong> viongozi na <strong>wa</strong>tendaji <strong>wa</strong>lipo hapa kusimamia matumizi<br />

sahihi <strong>ya</strong> fedha za Serikali k<strong>wa</strong> kuzingatia sheria, kanuni na taratibu<br />

zilizowek<strong>wa</strong>. Waheshimi<strong>wa</strong> Madi<strong>wa</strong>ni tumieni fursa hii na dhamana<br />

mliyope<strong>wa</strong> na <strong>wa</strong>nanchi ku<strong>wa</strong>eleza ukweli na tusi<strong>wa</strong>potoshe <strong>wa</strong>nanchi<br />

ku<strong>wa</strong> Serikali haijafan<strong>ya</strong> kitu.<br />

Ndugu <strong>wa</strong>na semina;<br />

Ni kutokana na mapungufu hayo niliamua kutoa <strong>wa</strong>raka Na. 2 <strong>wa</strong> m<strong>wa</strong>ka<br />

2012 na <strong>wa</strong>raka Na. 3 <strong>wa</strong> m<strong>wa</strong>ka 2012 kuhusu uendeshaji wetu <strong>wa</strong> vikao<br />

v<strong>ya</strong> Kamati za Maendeleo za Kata (WDC) na u<strong>wa</strong>jibikaji <strong>wa</strong> <strong>wa</strong>kuu <strong>wa</strong> Idara<br />

na Vitengo katika kusimamia shughuli za maendelo ngazi za Kata na Mitaa.<br />

Ni matumaini <strong>ya</strong>ngu ku<strong>wa</strong>, baada <strong>ya</strong> mafunzo ha<strong>ya</strong> u<strong>wa</strong>jibikaji na utendaji<br />

wetu utabadilika. Tutahama kutoka kwenye kufan<strong>ya</strong> kazi k<strong>wa</strong> mazoea<br />

“Working with Experience” na kufan<strong>ya</strong> kazi zenye matokeo chan<strong>ya</strong> k<strong>wa</strong><br />

<strong>wa</strong>nanchi, “Working with Result Oriented”. K<strong>wa</strong> mantiki hiyo<br />

nategemea kupitia mafunzo ha<strong>ya</strong> mkazo zaidi utawek<strong>wa</strong> katika kuhakikisha<br />

mambo <strong>ya</strong>fuatayo <strong>ya</strong>nazingati<strong>wa</strong>:-<br />

i. Vikao vyote v<strong>ya</strong> kisheria v<strong>ya</strong> Idara na WDC vitafanyika. K<strong>wa</strong> mpango<br />

<strong>wa</strong> ku<strong>wa</strong> na Kikao kimoja cha Idara k<strong>wa</strong> kila mwezi na kikao kimoja<br />

cha WDC k<strong>wa</strong> kila kata kila robo m<strong>wa</strong>ka.<br />

Vikao vipokee taarifa za utekelezaji <strong>wa</strong> shughuli za Serikali<br />

zilizofany<strong>wa</strong> katika mitaa na taarifa hizo zikielekez<strong>wa</strong> kisekta kama<br />

vile Kilimo, Af<strong>ya</strong>, Uta<strong>wa</strong>la, Elimu, Maendeleo <strong>ya</strong> Jamii, Mifugo na<br />

Ushirika. Aidha kila mtaalamu aliyepo katika Kata ata<strong>wa</strong>jibika<br />

ku<strong>wa</strong>silisha shughuli zilizotekelez<strong>wa</strong> ndani <strong>ya</strong> Sekta <strong>ya</strong>ke na kushauri<br />

namna <strong>ya</strong> kutatua kero/malalamiko <strong>ya</strong> <strong>wa</strong>nanchi.<br />

Sekta ambayo k<strong>wa</strong> bahati mba<strong>ya</strong> haitaku<strong>wa</strong> na mtaalamu katika<br />

ngazi <strong>ya</strong> Kata, Katibu <strong>wa</strong> WDC baada <strong>ya</strong> kushauriana na Mwenyekiti<br />

<strong>wa</strong>ke a<strong>wa</strong>siliane na Mkurugenzi Mtendaji <strong>wa</strong> Halmashauri ili aweze<br />

kutuma mtaalamu huyo k<strong>wa</strong> kushiriki vikao husika k<strong>wa</strong> ufafanuzi na<br />

maelekezo <strong>ya</strong> kitaalamu k<strong>wa</strong> mujibu <strong>wa</strong> Sekta husika.<br />

Wakuu <strong>wa</strong> Idara na Vitengo kuhakikisha k<strong>wa</strong>mba kila mwezi<br />

<strong>wa</strong>naku<strong>wa</strong> na ratiba <strong>ya</strong> siku chache za kufan<strong>ya</strong> shughuli ndani <strong>ya</strong><br />

ofisi na ratiba nyingine yenye siku nyingi za kwenda katika kata na<br />

mitaa k<strong>wa</strong> lengo la kutambua kero/malalamiko <strong>ya</strong>nayo<strong>wa</strong>kabili<br />

<strong>wa</strong>nanchi na kutafuta njia bora <strong>ya</strong> kumaliza kero hizo.<br />

v. Mfumo <strong>wa</strong> upimaji <strong>wa</strong> utendaji kazi <strong>wa</strong> <strong>wa</strong>tumishi k<strong>wa</strong> u<strong>wa</strong>zi<br />

(OPRAS) utumike ipasavyo na Manispaa iwe na mkataba <strong>wa</strong> huduma<br />

k<strong>wa</strong> mteja iki<strong>wa</strong> ni pamoja na afisa anayeshughulika na malalamiko<br />

<strong>ya</strong> <strong>wa</strong>nanchi.<br />

Kabla sijahitimisha <strong>hotuba</strong> <strong>ya</strong>ngu napenda kutoa rai k<strong>wa</strong> Madi<strong>wa</strong>ni na<br />

wenyeviti <strong>wa</strong> mitaa ku<strong>wa</strong> karibu na <strong>wa</strong>nanchi k<strong>wa</strong> kufan<strong>ya</strong> mikutano<br />

ambayo itatumika kusikiliza kero/malalamiko <strong>ya</strong> <strong>wa</strong>nanchi na siyo<br />

kutoa <strong>hotuba</strong> na maelekezo <strong>ya</strong> mara k<strong>wa</strong> mara. Nataka<br />

ku<strong>wa</strong>dhihirishia ku<strong>wa</strong> tukifuata mtindo huu tutaweza kujifunza mengi<br />

na kuele<strong>wa</strong> matatizo <strong>ya</strong> msingi <strong>wa</strong>liyonayo <strong>wa</strong>nanchi.<br />

Mwisho;<br />

Kutekeleza dhana <strong>ya</strong> uta<strong>wa</strong>la bora ni pamoja na kuhakikisha mji wetu<br />

<strong>wa</strong> Moshi unaendelea ku<strong>wa</strong> safi. Nimefurahish<strong>wa</strong> ku<strong>wa</strong> Manispaa<br />

imetenga maeneo sita (6) ambayo <strong>ya</strong>tatumi<strong>wa</strong> na <strong>wa</strong>fan<strong>ya</strong>biashara<br />

ndogondogo ambao k<strong>wa</strong> sasa <strong>wa</strong>naonekana kuzagaa kwenye<br />

maeneo mengi <strong>ya</strong> mji. Napenda kusisitiza ku<strong>wa</strong> sheria ndogondogo<br />

(By-Laws) zitumike kuhakikisha maeneo ha<strong>ya</strong> <strong>ya</strong>natumika ili tuweze<br />

kuuweka mji katika hali <strong>ya</strong> usafi zaidi.<br />

Baada <strong>ya</strong> kusema hayo, napenda kutoa shukrani zangu k<strong>wa</strong> mara<br />

nyingine tena k<strong>wa</strong> uongozi <strong>wa</strong> Manispaa kuweza kunikaribisha katika<br />

Semina hii muhimu sana k<strong>wa</strong> maendeleo <strong>ya</strong> <strong>wa</strong>na-Moshi. Tumieni<br />

muda huu <strong>wa</strong> siku 10 kujifunza k<strong>wa</strong> makini ili kupata njia bora za<br />

kusimamia, kuelekeza na kutatua kero/malalamiko <strong>ya</strong> <strong>wa</strong>nanchi.<br />

Napenda sasa nitangaze ku<strong>wa</strong> Semina/mafunzo ha<strong>ya</strong> <strong>ya</strong>mefunguli<strong>wa</strong><br />

rasmi.<br />
