In2001,Canadabecamethesecondcountryintheworldto<br />
recognizethemedicinalbenetsofmarijuanaandtoimplement<br />
agovernment-runprogram formedicalmarijuanaaccess.That<br />
program,theMarihuanaMedicalAccessRegulations(MMAR),<br />
permittedhomegrownproductionofmarijuanaforpersonal<br />
useorbyadesignatedindividual.Between2001and2014,the<br />
program registeredapproximately40,000patients.<br />
MMPR TheMMARprogram waseectivelyreplacedbytheMarihuana<br />
(2014-Present) forMedicalPurposesRegulations(MMPR)whichcameinto<br />
forceinJune2013.Theregulationscreatedconditionsfora<br />
commercialindustrythatisresponsiblefortheproduction<br />
anddistributionofmarijuanaformedicalpurposes.They<br />
alsomakesurethatCanadianswithamedicalneedcanaccess<br />
qualitycontroledmarijuanagrownundersecureandsanitary<br />
conditions.Undertheprogram marijuanaisproducedand<br />
soldbyLicensedProducers(LP)withdeliverytopatientsby<br />
directcourier.UndertheMMPR,LPsarenotpermittedto<br />
supplystorefrontdispensaries.Licensedmarijuanaproduction<br />
andsalesundertheMMPRbeganinearnestinthefirsthalfof<br />
2014,andbyMarch2016,HealthCanadareportedthatover<br />
56,000patientshadregistered.HealthCanadaestimatesthat<br />
themarketformedicalmarijuana,by2024,couldreachover<br />
450,000patientsand beworthover$1.3Bilion.
