<strong>ASEAN</strong>-<strong>US</strong> <strong>PROGRESS</strong>: ESTABLISHING REGIONAL GUIDELINES<br />
AND PROCEDURES TO ADDRESS NEEDS OF TIP VICTIMS<br />
PROBLEM:<br />
The <strong>ASEAN</strong> Convention on Trafficking in<br />
Persons, Especially Women and Children<br />
(ACTIP) is a monumental achievement for the<br />
region, establishing a common understanding<br />
of the problem and of what needs to be done.<br />
HOWEVER, effective implementation is<br />
critical:<br />
How can <strong>ASEAN</strong> Member States<br />
(AMS) draw upon the obligations laid<br />
out in the ACTIP and implement it in<br />
practice?<br />
How is progress implementing the<br />
ACTIP and its obligations monitored<br />
and measured?<br />
APPROACH:<br />
Take time to build rapport and ownership:<br />
process must be <strong>ASEAN</strong>-owned throughout<br />
Bring in high-level technical and regional<br />
expertise<br />
Identify an appropriate sectoral body -<br />
<strong>ASEAN</strong> Commission on the Promotion and<br />
Protection of the Rights of Women and<br />
Children (ACWC) - and, a strong champion<br />
within<br />
Ensure ACWC maintains responsibility<br />
and leadership throughout the process<br />
CHALLENGES:<br />
OUTPUTS:<br />
Insufficient understanding of what is<br />
necessary and required to address the issue<br />
and how best to implement the legal and<br />
policy obligations in the ACTIP. Issues<br />
pertaining to victim protection and support<br />
are especially fraught.<br />
Accessing accurate data<br />
Assessing performance of AMS can be<br />
difficult and sometimes controversial<br />
AMS perspectives and motivations are<br />
different as they include TIP source,<br />
destination and countries that are both<br />
ACHIEVED<br />
<strong>ASEAN</strong>-endorsed regional guidelines<br />
and procedures to address the needs<br />
of victims<br />
Guidelines and procedures designed<br />
to be further tailored and socialized at<br />
the national level<br />
ASPIRATIONAL<br />
Development of training modules to<br />
help AMS implement guidelines and<br />
procedures at the national level
