ASEAN-US PROGRESS: ESTABLISHING REGIONAL GUIDELINES
AND PROCEDURES TO ADDRESS NEEDS OF TIP VICTIMS
PROBLEM:
The ASEAN Convention on Trafficking in
Persons, Especially Women and Children
(ACTIP) is a monumental achievement for the
region, establishing a common understanding
of the problem and of what needs to be done.
HOWEVER, effective implementation is
critical:
How can ASEAN Member States
(AMS) draw upon the obligations laid
out in the ACTIP and implement it in
practice?
How is progress implementing the
ACTIP and its obligations monitored
and measured?
APPROACH:
Take time to build rapport and ownership:
process must be ASEAN-owned throughout
Bring in high-level technical and regional
expertise
Identify an appropriate sectoral body -
ASEAN Commission on the Promotion and
Protection of the Rights of Women and
Children (ACWC) - and, a strong champion
within
Ensure ACWC maintains responsibility
and leadership throughout the process
CHALLENGES:
OUTPUTS:
Insufficient understanding of what is
necessary and required to address the issue
and how best to implement the legal and
policy obligations in the ACTIP. Issues
pertaining to victim protection and support
are especially fraught.
Accessing accurate data
Assessing performance of AMS can be
difficult and sometimes controversial
AMS perspectives and motivations are
different as they include TIP source,
destination and countries that are both
ACHIEVED
ASEAN-endorsed regional guidelines
and procedures to address the needs
of victims
Guidelines and procedures designed
to be further tailored and socialized at
the national level
ASPIRATIONAL
Development of training modules to
help AMS implement guidelines and
procedures at the national level
