1. Objectives<br />

The objective <str<strong>on</strong>g>of</str<strong>on</strong>g> the workshop is to promote the <str<strong>on</strong>g>IAEA</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> <str<strong>on</strong>g>Standards</str<strong>on</strong>g> <strong>on</strong> Management<br />

System (GS-R-3, GS-G-3.1 and DS349) and to provide a practical approach <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an Integrated Management System in existing Management System<br />

(MS) in nuclear facilities and activities.<br />

2. Background<br />

The previous workshop in 2007 <strong>on</strong> "<str<strong>on</strong>g>Implementati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>IAEA</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> <str<strong>on</strong>g>Standards</str<strong>on</strong>g> <strong>on</strong><br />

Management System" focused <strong>on</strong> the understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> the GS-R-3 requirements and <strong>on</strong><br />

providing informati<strong>on</strong> <strong>on</strong> the transiti<strong>on</strong> from traditi<strong>on</strong>al QA approaches towards Integrated<br />

Management System (IMS) in facilities and activities.<br />

GS-R-3 integrates all management processes and activities into <strong>on</strong>e coherent system so<br />

as to enable the organizati<strong>on</strong> to achieve its purpose and missi<strong>on</strong>, such as safety, health,<br />

envir<strong>on</strong>mental, security, quality and ec<strong>on</strong>omic MS requirements, whilst maintaining the<br />

paramount focus <strong>on</strong> safety at all nuclear facilities and activities from nuclear power<br />

generati<strong>on</strong> to the safe use <str<strong>on</strong>g>of</str<strong>on</strong>g> radioactive sources.<br />

When developing the new set <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>IAEA</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> <str<strong>on</strong>g>Standards</str<strong>on</strong>g> for MS it was recognized at an<br />

early stage that with an integrated approach to management systems it was necessary<br />

to include the aspect <str<strong>on</strong>g>of</str<strong>on</strong>g> culture. With an integrated approach, the aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> the MS that<br />

define processes and practices need to be combined with people's values, attitudes and<br />

behaviors in order for the organizati<strong>on</strong> to fully reach its goals and objectives. The<br />

management system will both influence and be influenced by the overall culture <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

organizati<strong>on</strong>.<br />

As a result <str<strong>on</strong>g>of</str<strong>on</strong>g> the revisi<strong>on</strong> process the new set <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Safety</str<strong>on</strong>g> <str<strong>on</strong>g>Standards</str<strong>on</strong>g> <strong>on</strong> MS were approved<br />

and were published in September 2006. Since they will introduce a new c<strong>on</strong>ceptual<br />

approach to MS it is beneficial to hold a workshop to launch the c<strong>on</strong>cepts and to raise<br />

understanding and awareness.<br />

3. Participants<br />

The participants should be senior managers and pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>als with resp<strong>on</strong>sibility for<br />

establishment, improvement and assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> IMS; particularly those involved in any<br />

projects transforming QA/QM systems into IMS based <strong>on</strong> the approach described in the<br />

<str<strong>on</strong>g>IAEA</str<strong>on</strong>g> safety standards. The participants should come from nuclear power plants, nuclear<br />

power companies, regulatory bodies, research institutes, research reactor operating<br />

organizati<strong>on</strong>s, radwaste companies, fuel cycle facilities and from other organizati<strong>on</strong>s<br />

dealing with radioactive sources. Participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> supplier organizati<strong>on</strong>s (manufacturers,<br />

designers, engineering companies, etc) is also desirable. The participants should have<br />

experience in the establishment and c<strong>on</strong>tinual improvement <str<strong>on</strong>g>of</str<strong>on</strong>g> MS and <str<strong>on</strong>g>Safety</str<strong>on</strong>g>/Organizati<strong>on</strong>al<br />

Culture.<br />

4. Program key issues<br />

The workshop will c<strong>on</strong>sist <str<strong>on</strong>g>of</str<strong>on</strong>g> plenary presentati<strong>on</strong>s focusing <strong>on</strong> main aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> the key<br />

issues and discussi<strong>on</strong>s in parallel working groups where all participants are expected to<br />

share experiences and less<strong>on</strong>s learned. The emphasis will be <strong>on</strong> the following four key<br />

5. Workshop approach<br />

The workshop will provide a forum for exchanging experiences and informati<strong>on</strong> related<br />

to the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> management system elements. The main focus will be <strong>on</strong> comm<strong>on</strong><br />

difficulties, possible soluti<strong>on</strong>s and good practices to improve overall performance with<br />

regard to safety. It will also address improvement in the Management System and<br />

<str<strong>on</strong>g>Safety</str<strong>on</strong>g>/Organizati<strong>on</strong>al Culture. The workshop will seek to exchange practical less<strong>on</strong>s<br />

learned in the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> IMS. The workshop will c<strong>on</strong>sist <str<strong>on</strong>g>of</str<strong>on</strong>g> a series <str<strong>on</strong>g>of</str<strong>on</strong>g> leading<br />

lectures given by <str<strong>on</strong>g>IAEA</str<strong>on</strong>g>-FORATOM and other experts, followed by working sessi<strong>on</strong>s <strong>on</strong><br />

specific topics discussing the issues raised and difficulties envisaged (see below). Feedback<br />

from the working sessi<strong>on</strong>s will be provided in a plenary sessi<strong>on</strong> at the end <str<strong>on</strong>g>of</str<strong>on</strong>g> each day.<br />

All participants will be expected to be involved in discussi<strong>on</strong>s and workshop activities.<br />

At the workshop plenary opening sessi<strong>on</strong>, representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> the organizing instituti<strong>on</strong>s<br />

(<str<strong>on</strong>g>IAEA</str<strong>on</strong>g> and FORATOM) will address the audience to set the scene by explaining the<br />

interrelati<strong>on</strong>ship <str<strong>on</strong>g>of</str<strong>on</strong>g> the four key issues.<br />

During the morning <str<strong>on</strong>g>of</str<strong>on</strong>g> each day key issue presentati<strong>on</strong>s will be made by <str<strong>on</strong>g>IAEA</str<strong>on</strong>g>/FORATOM<br />

invited lecturers. For each key issue, the lectures will describe tangible situati<strong>on</strong>s, focusing<br />

<strong>on</strong> difficulties, possible soluti<strong>on</strong>s and less<strong>on</strong>s learned from their experience.<br />

Each day during the afterno<strong>on</strong> there will be separate, parallel working group sessi<strong>on</strong>s.<br />

Each participant will be requested to identify <strong>on</strong>e working group sessi<strong>on</strong> per day in<br />

which they wish to participate. This will be possible up<strong>on</strong> arrival at the workshop. The<br />

facilitators <str<strong>on</strong>g>of</str<strong>on</strong>g> the working group sessi<strong>on</strong>s will prepare material to promote discussi<strong>on</strong><br />

and the exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> knowledge <strong>on</strong> the subject matter. This may be through the use<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> case studies, exercises, questi<strong>on</strong>s or examples related to the subject matter. One<br />

participant from each working group will be nominated to present the output <str<strong>on</strong>g>of</str<strong>on</strong>g> each<br />

working group.<br />

Dem<strong>on</strong>strati<strong>on</strong> sessi<strong>on</strong>s <strong>on</strong> informati<strong>on</strong> technology (IT) applicati<strong>on</strong> for Management<br />

System will be organized during the workshop.<br />

The language <str<strong>on</strong>g>of</str<strong>on</strong>g> the workshop will be English.<br />

The results <str<strong>on</strong>g>of</str<strong>on</strong>g> the workshop sessi<strong>on</strong>s, the working group discussi<strong>on</strong>s and a feedback<br />

questi<strong>on</strong>naire will be used to aid in the planning <str<strong>on</strong>g>of</str<strong>on</strong>g> future workshops.<br />

The "Workshop Registrati<strong>on</strong> Form" is requested to be filled in and returned to Guy Parker<br />

by e-mail or fax not later than May 15th, 2009.<br />

Workshop locati<strong>on</strong><br />

The workshop will take place at the AREVA NP GmbH, Kaiserleistraße 29, 63067 Offenbach/Germany<br />

(see below: Transportati<strong>on</strong>). Participants are kindly requested to be at the<br />

recepti<strong>on</strong> at least half an hour before the meeting starts to allow adequate time for the<br />

AREVA NP recepti<strong>on</strong> to issue identificati<strong>on</strong> badges. To facilitate your entrance into the<br />

AREVA NP please bring al<strong>on</strong>g your nati<strong>on</strong>al passport.<br />

Registrati<strong>on</strong> and opening event<br />

The workshop registrati<strong>on</strong> will start <strong>on</strong> June 22nd, 2009 from 5:00 - 6:30 p.m. at the<br />

AREVA NP GmbH facilities.<br />

A social event will follow from 7:00 - 8:30 p.m. at the AREVA NP GmbH facilities to mark<br />

the opening <str<strong>on</strong>g>of</str<strong>on</strong>g> the workshop.<br />

Workshop fee<br />

includes materials, meals, refreshments, social programs and special events, all participants<br />

have to pay a workshop fee <str<strong>on</strong>g>of</str<strong>on</strong>g> 250 Euro (€).<br />

The AREVA NP sp<strong>on</strong>soring organizati<strong>on</strong>s invite the participants to a special Wednesday<br />

evening workshop dinner.<br />

Workshop logistics and accommodati<strong>on</strong><br />

Each participant is resp<strong>on</strong>sible for booking her/his own hotel and transportati<strong>on</strong> between<br />

the airport, hotel and meeting place. AREVA NP has reserved 100 (<strong>on</strong>e hundred) hotel<br />

rooms in the following hotel which the participants are encouraged to use:<br />
