Sub: Request for investigation of scam by illegal grant of calls beyond the limits
of free calls on FSRTC of certain officers in BSNL Maharashtra, to recover the
said amount waived in monthly bills causing loss of lakhs of rupees to BSNL and
to take immediate action against erring officers.

Respected Sir,
With reference to above subject and matter, the guidelines under reference
issued by the BSNL Corp Officers certain limits of free calls on FSRTC are fixed for
different category of the BSNL officers and after these free limits everyone has to pay
for the extra calls.
It has been clearly mentioned under clause no. 4 of the letter under reference
that ‘the entitlement of calls per month given will not be enhanced under any
circumstances and additional usage will have to be paid by the concerned
officer/official.’ Further the clause No. 7 of said letter states that ‘the calls limit
prescribed are for individual telephone connections and transfer of balance
calls from one phone to other or from one month to other month is not
permitted’.
This makes it clear that any officer regardless of cadre and position of the officer
has to pay the amount after free calls. But it has been brought to our notice about
such instances that certain officers in Maharashtra Circle have granted waiver of
lakhs of rupees in individual cases of certain officers in their good books. This is
happening for years together in an unofficial capacity and no one cares about BSNL
guidelines on this subject.
Now question arises when no one is authorised to waive off such extra amount
under what circumstances these free calls of lakhs of rupess have been waved off

creating doubts on the integrity of such officers asking for wavier & also about the
officers who are granting such waiver and hence needs detail investigation of such
cases for recovery of said amount with penal interest and action against such officers
for misapprobation of BSNL funds and powers for personal benefits.
It is understood that this has caused loss of lakhs of ruppes to BSNL over the
years and hence needs immediate action on this matter so that all other officers can
take lesson from same and further loss to BSNL is stopped. We are worried about such
selfish policies making loss to BSNL for personal benefits of individual officers knowing
that it is not permitted.
We are surprised to see that our Account Officers concerned who are caring for
single rupee and dare to disconnect telephone for single day delay for bill payment by
our beloved customers and even other loyal BSNL officers who are paying bills from
their salary, have kept their eyes dam closed in this illegal waiver of extra calls and
supporting such illegal move by some selfish officers by misuse of powers.
SNEA (I) Maharashtra demands detailed inquiry of this issue since
12/10/2006 i.e. date of orders issued by BSNL with immediate steps to recover
all such amount waived illegally throughout Maharashtra Circle. It is further
requested to take action against all such erring officers who claimed such waiver,
who granted waiver and the concerned account officers who allowed it knowing
that no one is authorised for grant of such waiver of any amount after limit of
free calls that to be in lakhs of rupees.
Hoping for timely action on this issue to safeguard interest of BSNL and stopping
further misuse of BSNL fund by these erring officers.
