The Framework Programme <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> has l<strong>on</strong>g aimed to promote<br />

ambitious <strong>research</strong> <str<strong>on</strong>g>with</str<strong>on</strong>g> realistic potential to achieve tangible impact <strong>on</strong> ec<strong>on</strong>omy<br />

and society. The mandate for <strong>in</strong>ternati<strong>on</strong>al cooperati<strong>on</strong> broadens <str<strong>on</strong>g>the</str<strong>on</strong>g> scope <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Programme, while <str<strong>on</strong>g>the</str<strong>on</strong>g> mandate for a substantial participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> small or medium<br />

enterprises favours competitiveness and <strong>in</strong>novati<strong>on</strong>.<br />

With<strong>in</strong> such a <strong>research</strong>-fund<strong>in</strong>g framework transnati<strong>on</strong>al cooperati<strong>on</strong> can <str<strong>on</strong>g>focus</str<strong>on</strong>g> <strong>on</strong><br />

real-life challenges and opportunities and allow for <str<strong>on</strong>g>the</str<strong>on</strong>g> most suitable expertise to<br />

be employed <strong>in</strong> order tackle current or emerg<strong>in</strong>g problems.<br />

In this, 3 rd issue <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Research @ TC <str<strong>on</strong>g>publicati<strong>on</strong></str<strong>on</strong>g>, we have <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to<br />

present diverse examples <str<strong>on</strong>g>of</str<strong>on</strong>g> applied <strong>research</strong> across <str<strong>on</strong>g>the</str<strong>on</strong>g> world, all <str<strong>on</strong>g>of</str<strong>on</strong>g> which are highly relevant to <str<strong>on</strong>g>the</str<strong>on</strong>g> EU<br />

societies. The developments regard<strong>in</strong>g fermented food producti<strong>on</strong> (Canada), for <strong>in</strong>stance, could be <str<strong>on</strong>g>of</str<strong>on</strong>g> value<br />

to most central-European countries; legume and – <strong>in</strong> general – crop producti<strong>on</strong> <strong>research</strong> (Morocco, South<br />

Africa) is <str<strong>on</strong>g>of</str<strong>on</strong>g> high importance to a large number <str<strong>on</strong>g>of</str<strong>on</strong>g> countries, especially where envir<strong>on</strong>mental or ec<strong>on</strong>omic<br />

factors force for changes <strong>in</strong> agricultural practices or policies; <strong>research</strong> <strong>on</strong> crops for biomass/ bi<str<strong>on</strong>g>of</str<strong>on</strong>g>uel<br />

producti<strong>on</strong> (Argent<strong>in</strong>a) becomes <strong>in</strong>creas<strong>in</strong>gly relevant as <str<strong>on</strong>g>the</str<strong>on</strong>g> debate <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> susta<strong>in</strong>ability <str<strong>on</strong>g>of</str<strong>on</strong>g> land use<br />

progresses.<br />

Trans-regi<strong>on</strong>al or trans-nati<strong>on</strong>al debate can also help <strong>in</strong> identify<strong>in</strong>g synergies. In this issue we host<br />

announcements for two scientific network<strong>in</strong>g events <strong>on</strong> pesticide registrati<strong>on</strong> and use (Ukra<strong>in</strong>e) and<br />

susta<strong>in</strong>able h<strong>on</strong>ey producti<strong>on</strong> (Morocco). Through such events, stakeholders have <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to<br />

highlight specific fields, where cooperati<strong>on</strong> would br<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> highest mutual benefit. If d<strong>on</strong>e systematically,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> result<strong>in</strong>g “cooperati<strong>on</strong> maps” could simplify <strong>in</strong>ternati<strong>on</strong>al cooperati<strong>on</strong> both at <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong>-mak<strong>in</strong>g and<br />

practical levels. To that end, this issue hosts a current “cooperati<strong>on</strong> map” <strong>on</strong> “Food, Agriculture, Fisheries<br />

and Biotechnology” for Mexico, which gives an easy-to-process view <strong>on</strong> practical topics identified via a –<br />

mostly – bottom-up approach.<br />

Canada – Scientific Partnership <str<strong>on</strong>g>with</str<strong>on</strong>g> Industries: Develop<strong>in</strong>g new<br />

fermented foods<br />

Dr. T<strong>on</strong>y Savard (photo) is a lead<strong>in</strong>g scientist <strong>in</strong><br />

vegetable fermentati<strong>on</strong> and his career has been<br />

driven by his str<strong>on</strong>g support to <strong>in</strong>dustries. His<br />

understand<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> different <strong>in</strong>teracti<strong>on</strong>s<br />

between microorganisms and vegetables from<br />

food-borne pathogens to lactic ferments led his<br />

laboratory succeeded <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> isolati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> some <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> most effective stra<strong>in</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> lactic acid bacteria<br />

which can be comb<strong>in</strong>ed to create adapted starters<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> fermentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> vegetables <strong>in</strong>novat<strong>in</strong>g a<br />

better way <strong>in</strong> partnership <str<strong>on</strong>g>with</str<strong>on</strong>g> <strong>in</strong>dustries.<br />

Ferment<strong>in</strong>g vegetables for l<strong>on</strong>g-term preservati<strong>on</strong><br />

has been around for a l<strong>on</strong>g time — <strong>in</strong> some Asian<br />

and African countries, it’s been used for<br />

thousands <str<strong>on</strong>g>of</str<strong>on</strong>g> years. Today, more and more people<br />

are look<strong>in</strong>g to fermented vegetables as a tastier,<br />

more natural and healthier alternative to <str<strong>on</strong>g>the</str<strong>on</strong>g> usual<br />

commercial methods like pasteurizati<strong>on</strong> and<br />

chemical preservatives used to produce uniform<br />

products <str<strong>on</strong>g>with</str<strong>on</strong>g> a l<strong>on</strong>g, stable shelf life.<br />

The problem <str<strong>on</strong>g>with</str<strong>on</strong>g> commercially produced<br />

fermented vegetables, at least until very recently,<br />

is <str<strong>on</strong>g>the</str<strong>on</strong>g> short shelf life — not more than a m<strong>on</strong>th<br />

<str<strong>on</strong>g>with</str<strong>on</strong>g>out pasteurizati<strong>on</strong>.<br />

While producers that limit distributi<strong>on</strong> to small,<br />

regi<strong>on</strong>al markets can work around that, it was a<br />

real challenge for <strong>on</strong>e Canadian company that had<br />

its eyes <strong>on</strong> a much bigger market. The company<br />

had started export<strong>in</strong>g fermented organic<br />

vegetables to Europe and <str<strong>on</strong>g>the</str<strong>on</strong>g> United States. The<br />

trouble was, l<strong>on</strong>g-distance transportati<strong>on</strong> allowed<br />

time for sec<strong>on</strong>dary fermentati<strong>on</strong> to take place, and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> packag<strong>in</strong>g had an unwelcome tendency to<br />

explode before <str<strong>on</strong>g>the</str<strong>on</strong>g> product could get to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>sumer.<br />

Caldwell Bio Fermentati<strong>on</strong> Canada Inc, is a<br />

company which enjoys an <strong>in</strong>ternati<strong>on</strong>al reputati<strong>on</strong><br />

<strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> food <strong>in</strong>dustry for its preservative-free<br />

products. It needed help if it was go<strong>in</strong>g to<br />

repositi<strong>on</strong> itself <strong>in</strong> order to take advantage <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

grow<strong>in</strong>g worldwide demand for fermented<br />

vegetables.<br />

Under <str<strong>on</strong>g>the</str<strong>on</strong>g> directi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Dr. Savard, and work<strong>in</strong>g <strong>in</strong><br />

close collaborati<strong>on</strong> <str<strong>on</strong>g>with</str<strong>on</strong>g> Caldwell, <str<strong>on</strong>g>the</str<strong>on</strong>g> team set out<br />

to f<strong>in</strong>d a new process. Their <strong>research</strong> led to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

discovery <str<strong>on</strong>g>of</str<strong>on</strong>g> mixed lactic ferments that are<br />

capable <str<strong>on</strong>g>of</str<strong>on</strong>g> stabiliz<strong>in</strong>g products that have been<br />

subjected to lacto-fermentati<strong>on</strong>. This elim<strong>in</strong>ates<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> sec<strong>on</strong>dary fermentati<strong>on</strong> and<br />

explosi<strong>on</strong>s, provid<strong>in</strong>g better preservati<strong>on</strong> — up to<br />

<strong>on</strong>e year — for vegetables fermented by <str<strong>on</strong>g>the</str<strong>on</strong>g> new<br />

process.<br />

Two patents for <str<strong>on</strong>g>the</str<strong>on</strong>g> new process were issued <strong>in</strong><br />

Canada <strong>in</strong> 2002, and patent applicati<strong>on</strong>s have been<br />

filed <strong>in</strong> a number <str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries. Caldwell Bio<br />

Fermentati<strong>on</strong> holds two exclusive market<strong>in</strong>g<br />

licenses for <str<strong>on</strong>g>the</str<strong>on</strong>g> fermented vegetables, and AAFC<br />

and Caldwell have c<strong>on</strong>cluded a number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

partnership agreements (sub-licenses) <str<strong>on</strong>g>with</str<strong>on</strong>g> several<br />

countries <strong>in</strong>clud<strong>in</strong>g Hungary, Japan, Germany, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

United States, <str<strong>on</strong>g>the</str<strong>on</strong>g> United K<strong>in</strong>gdom and Latvia.<br />

At <str<strong>on</strong>g>the</str<strong>on</strong>g> moment, eight products based <strong>on</strong> seven<br />

vegetables are available <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> natural food<br />

market, <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> unpasteurized organic vegetable<br />

niche. The ma<strong>in</strong> products available commercially<br />

are sauerkraut, kimchi (a spicy c<strong>on</strong>diment made<br />

<str<strong>on</strong>g>with</str<strong>on</strong>g> Ch<strong>in</strong>ese cabbage, daik<strong>on</strong> radishes and<br />

cucumber that is very popular <strong>in</strong> Korea) carrots,<br />

black radishes, garlic blossoms and beets.<br />

Total annual sales <str<strong>on</strong>g>of</str<strong>on</strong>g> fermented vegetables are<br />

approximately $2 milli<strong>on</strong> for Caldwell Bio<br />

Fermentati<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> three o<str<strong>on</strong>g>the</str<strong>on</strong>g>r Canadian<br />

companies that use <str<strong>on</strong>g>the</str<strong>on</strong>g> method (Le Petit Mas, La<br />

Choucroute TAPP and Les Jard<strong>in</strong>s de Sa<strong>in</strong>t-<br />

Félicien). Close to 80 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> Caldwell's<br />

producti<strong>on</strong> is exported, chiefly to <str<strong>on</strong>g>the</str<strong>on</strong>g> United<br />

States.<br />

Accord<strong>in</strong>g to company president Gary Caldwell,<br />

"In <str<strong>on</strong>g>the</str<strong>on</strong>g> natural foods market, c<strong>on</strong>sumers are<br />

look<strong>in</strong>g for ferments that are not pasteurized. That<br />

is why this year we are tak<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>in</strong>novative step<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> sell<strong>in</strong>g ferments <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> retail market for<br />

c<strong>on</strong>sumers who would like to make <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own<br />

fermented vegetables.” Mr. Caldwell says he<br />

expects sales <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘do-it-yourself’ product to<br />

reach $100,000 <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> first year.<br />

Accord<strong>in</strong>g to AAFC’s Dr. Savard, "C<strong>on</strong>sumers<br />

are show<strong>in</strong>g a keen <strong>in</strong>terest <strong>in</strong> functi<strong>on</strong>al foods.<br />

Now, all vegetables that are fermented us<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

lacto-fermentati<strong>on</strong> process are functi<strong>on</strong>al foods, as<br />

def<strong>in</strong>ed by Health Canada, and fit perfectly <strong>in</strong>to<br />

this new trend. These vegetables are rich <strong>in</strong> lactic<br />

bacteria, and <str<strong>on</strong>g>the</str<strong>on</strong>g>y do not require pasteurizati<strong>on</strong> or<br />

any added chemical preservatives. They truly are<br />

liv<strong>in</strong>g vegetables!" said Dr. Savard.<br />

While fermented vegetables are currently a niche<br />

product appreciated especially by healthc<strong>on</strong>scious<br />

c<strong>on</strong>sumers, <str<strong>on</strong>g>the</str<strong>on</strong>g> new process also has<br />

dist<strong>in</strong>ctly practical advantages <strong>in</strong> terms <str<strong>on</strong>g>of</str<strong>on</strong>g> safe<br />

food preservati<strong>on</strong>. The Canadians are already<br />

look<strong>in</strong>g at opportunities <strong>in</strong> African and Asian<br />

countries, where refrigerati<strong>on</strong> is not available to<br />

large segments <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong>.<br />

South Africa – The Agricultural Research Council: Research Relevance<br />

and Excellence<br />

As <str<strong>on</strong>g>the</str<strong>on</strong>g> Executive Director for Research and<br />

Development at <str<strong>on</strong>g>the</str<strong>on</strong>g> Agricultural Research<br />

Council (ARC), Dr Mohammed Jeenah is<br />

resp<strong>on</strong>sible for ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a f<strong>in</strong>e balance<br />

between produc<strong>in</strong>g knowledge that is relevant to<br />

agriculture <strong>in</strong> South Africa today, and that will<br />

advance <str<strong>on</strong>g>the</str<strong>on</strong>g> sector <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> future.<br />

At any given time, South Africa’s lead<strong>in</strong>g re-<br />

search <strong>in</strong>stituti<strong>on</strong> <strong>in</strong> agriculture has about 1<br />

000 <str<strong>on</strong>g>project</str<strong>on</strong>g>s <strong>in</strong> progress, underp<strong>in</strong>ned by a<br />

<strong>research</strong> team <str<strong>on</strong>g>of</str<strong>on</strong>g> some 800 scientists and a<br />

budget <str<strong>on</strong>g>of</str<strong>on</strong>g> some R800-milli<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> current<br />

f<strong>in</strong>ancial year. The ARC has committed to<br />

deliver<strong>in</strong>g excellence <strong>in</strong> four dist<strong>in</strong>ct<br />

programmes: field crop producti<strong>on</strong>; horticulture<br />

producti<strong>on</strong>; animal health and livestock<br />

producti<strong>on</strong> and improvement; and natural<br />

resources and eng<strong>in</strong>eer<strong>in</strong>g services. “We are<br />

work<strong>in</strong>g <strong>on</strong> all <str<strong>on</strong>g>the</str<strong>on</strong>g> critical products and<br />

commodities necessary to ensure food security,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> growth <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> South African agriculture<br />

sector and job creati<strong>on</strong>” says Dr Jeenah.<br />

My visi<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> ARC is firstly, for it to be<br />

am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> top five <strong>research</strong> councils globally.<br />

Sec<strong>on</strong>dly, I would like to see <str<strong>on</strong>g>the</str<strong>on</strong>g> ARC work<strong>in</strong>g<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> major problems <str<strong>on</strong>g>of</str<strong>on</strong>g> food security, poverty<br />

and malnutriti<strong>on</strong> <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> global c<strong>on</strong>text, and<br />

play<strong>in</strong>g a critical role <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> soluti<strong>on</strong> <str<strong>on</strong>g>with</str<strong>on</strong>g><strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

nati<strong>on</strong>al c<strong>on</strong>text. Given our mandate to deliver<br />

<strong>on</strong> our own critical issues, and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>project</str<strong>on</strong>g>i<strong>on</strong>s<br />

to feed <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> answers lie <strong>in</strong><br />

<strong>research</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> agricultural<br />

technology to <strong>in</strong>crease food productivity. We<br />

have a very real c<strong>on</strong>tributi<strong>on</strong> to<br />

A Career <strong>in</strong> Research: Dr<br />

Mohammed Jeenah<br />

Mohammed Jeenah has a Ph.D. <strong>in</strong> biochemistry from<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> University <str<strong>on</strong>g>of</str<strong>on</strong>g> Natal. His <strong>research</strong> career was<br />

developed <strong>in</strong> Biotechnology and Cardiovascular<br />

<strong>research</strong> before he moved to <str<strong>on</strong>g>the</str<strong>on</strong>g> world <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>research</strong><br />

management and nati<strong>on</strong>al policy development and<br />

implementati<strong>on</strong>. Mohammed has managed and<br />

m<strong>on</strong>itored <strong>in</strong>stituti<strong>on</strong>al budgets <str<strong>on</strong>g>of</str<strong>on</strong>g> some R300-milli<strong>on</strong><br />

at <str<strong>on</strong>g>the</str<strong>on</strong>g> Medical Research Council <str<strong>on</strong>g>of</str<strong>on</strong>g> South Africa and<br />

University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pretoria, and nati<strong>on</strong>al budgets at <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

The ARC was established by <str<strong>on</strong>g>the</str<strong>on</strong>g> Agricultural Research<br />

Act 86 <str<strong>on</strong>g>of</str<strong>on</strong>g> 1990 (as amended) and is <str<strong>on</strong>g>the</str<strong>on</strong>g> pr<strong>in</strong>cipal<br />

agricultural <strong>research</strong> <strong>in</strong>stituti<strong>on</strong> <strong>in</strong> South Africa. The<br />

This functi<strong>on</strong> is carried out through 11 <strong>research</strong><br />

<strong>in</strong>stitutes whose activities are grouped under five<br />

divisi<strong>on</strong>s: Field Crops (Gra<strong>in</strong> and Industrial Crops),<br />

Horticulture, Animal Producti<strong>on</strong> and Health, Natural<br />

Resources and Eng<strong>in</strong>eer<strong>in</strong>g as well as Technology<br />

Transfer. The ARC is also resp<strong>on</strong>sible for ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

nati<strong>on</strong>al assets and undertak<strong>in</strong>g programmes or<br />

render<strong>in</strong>g services that are required from time to time<br />

by <str<strong>on</strong>g>the</str<strong>on</strong>g> department and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r stakeholders.<br />

Bioref<strong>in</strong><strong>in</strong>g <strong>in</strong> Argent<strong>in</strong>a<br />

The transiti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>in</strong>tensive use <str<strong>on</strong>g>of</str<strong>on</strong>g> biomass,<br />

apart from its traditi<strong>on</strong>al use <strong>in</strong> human food and<br />

animal feed, is already underway and <str<strong>on</strong>g>the</str<strong>on</strong>g>re is<br />

clear evidence <str<strong>on</strong>g>of</str<strong>on</strong>g> its potential impact <strong>in</strong> a broad<br />

scope <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>in</strong>dustries rang<strong>in</strong>g from food and health<br />

to transportati<strong>on</strong>, c<strong>on</strong>structi<strong>on</strong> and enterta<strong>in</strong>ment<br />

<strong>in</strong>dustry, <strong>in</strong> which <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> bioproducts<br />

(products or chemical compounds <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>in</strong>dustrial or<br />

commercial use) is grow<strong>in</strong>g rapidly. In general<br />

terms bioproducts may be divided <strong>in</strong>to two types:<br />

a) low value bulk chemical <str<strong>on</strong>g>of</str<strong>on</strong>g> simpler structures<br />

that represent a c<strong>on</strong>siderable volume <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> market<br />

total<strong>in</strong>g thousands <str<strong>on</strong>g>of</str<strong>on</strong>g> t<strong>on</strong>s per year, and<br />

b) specialty chemicals, corresp<strong>on</strong>d<strong>in</strong>g to<br />

compounds <str<strong>on</strong>g>of</str<strong>on</strong>g> more complex structure and high<br />

market value, but represent a smaller percentage<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> world producti<strong>on</strong> (Zwart, 2006).<br />

Indeed, as shown <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Figure, below, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a<br />

pyramid that represents this process <str<strong>on</strong>g>of</str<strong>on</strong>g> generat<strong>in</strong>g<br />

value based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> different stages <str<strong>on</strong>g>of</str<strong>on</strong>g> biomass<br />

process<strong>in</strong>g.<br />

In this process <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> bioref<strong>in</strong>ery- <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

similar nature <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> oil ref<strong>in</strong>ery- where multiple<br />

fuels are produced and derived us<strong>in</strong>g<br />

hydrocarb<strong>on</strong>s as a sole source <str<strong>on</strong>g>of</str<strong>on</strong>g> raw material<br />

plays a central role. In general terms, bioref<strong>in</strong>ery<br />

encompasses "susta<strong>in</strong>able process<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> biomass<br />

<strong>in</strong>to a spectrum <str<strong>on</strong>g>of</str<strong>on</strong>g> marketable products and<br />

energy producti<strong>on</strong>" (IEA Bioenergy Task 42 <strong>on</strong><br />

bioref<strong>in</strong>eries) and represents a critical <strong>in</strong>terface for<br />

agro-<strong>in</strong>dustrial development and, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore, is<br />

extremely attractive for implementati<strong>on</strong> <strong>in</strong><br />

countries like Argent<strong>in</strong>a, where <str<strong>on</strong>g>the</str<strong>on</strong>g> recovery <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

agricultural producti<strong>on</strong> is crucial for ec<strong>on</strong>omic<br />

The Argent<strong>in</strong>e potential for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> bioref<strong>in</strong>eries<br />

The exist<strong>in</strong>g bioref<strong>in</strong>eries <strong>in</strong> Argent<strong>in</strong>a so far<br />

work <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> whole crop, ma<strong>in</strong>ly based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

biomass generated from <str<strong>on</strong>g>the</str<strong>on</strong>g> cultivati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> soy and<br />

sugar cane. They are first-generati<strong>on</strong> facilities,<br />

where <str<strong>on</strong>g>the</str<strong>on</strong>g> ma<strong>in</strong> product is bi<str<strong>on</strong>g>of</str<strong>on</strong>g>uels (biodiesel, <strong>in</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> case <str<strong>on</strong>g>of</str<strong>on</strong>g> soybeans, ethanol, <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> case <str<strong>on</strong>g>of</str<strong>on</strong>g> sugar<br />

cane), <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> which is <strong>in</strong>tended both<br />

for domestic c<strong>on</strong>sumpti<strong>on</strong> and exports. These two<br />

crops are now show<strong>in</strong>g <strong>in</strong>creased pr<str<strong>on</strong>g>of</str<strong>on</strong>g>itability for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> bi<str<strong>on</strong>g>of</str<strong>on</strong>g>uels. Therefore, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

tendency is that <str<strong>on</strong>g>the</str<strong>on</strong>g>y c<strong>on</strong>stitute <str<strong>on</strong>g>the</str<strong>on</strong>g> raw material<br />

chosen for bioref<strong>in</strong>eries because <str<strong>on</strong>g>the</str<strong>on</strong>g>y are available<br />

<str<strong>on</strong>g>with</str<strong>on</strong>g><strong>in</strong> a short time and at less cost. However, <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />

raise <str<strong>on</strong>g>the</str<strong>on</strong>g> competiti<strong>on</strong> between food and<br />

bioproducts and, for now, <str<strong>on</strong>g>the</str<strong>on</strong>g> producti<strong>on</strong> cost <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

bi<str<strong>on</strong>g>of</str<strong>on</strong>g>uels made from such materials exceeds <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

cost <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al <strong>on</strong>es, so that to achieve<br />

ec<strong>on</strong>omic viability, subsidies or tax advantages<br />

should be provided for <str<strong>on</strong>g>the</str<strong>on</strong>g>m.<br />

In this sense, <str<strong>on</strong>g>the</str<strong>on</strong>g> ideal source <str<strong>on</strong>g>of</str<strong>on</strong>g> biomass are<br />

residues and forage crops, wood and wood waste,<br />

waste from pastures, animal waste, municipal and<br />

<strong>in</strong>dustrial waste, and <str<strong>on</strong>g>the</str<strong>on</strong>g> so-called "energy crops",<br />

which provides a good yield <str<strong>on</strong>g>of</str<strong>on</strong>g> sugars and oils.<br />

Accord<strong>in</strong>g to <str<strong>on</strong>g>the</str<strong>on</strong>g> analysis c<strong>on</strong>ducted by <str<strong>on</strong>g>the</str<strong>on</strong>g> FAO<br />

(FAO, 2009), from <str<strong>on</strong>g>the</str<strong>on</strong>g> supply <str<strong>on</strong>g>of</str<strong>on</strong>g> available<br />

biomass for wood energy <strong>in</strong> Argent<strong>in</strong>a derived<br />

from various agro-<strong>in</strong>dustries, v<strong>in</strong>eyards, olive<br />

groves, citrus and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r agricultural plantati<strong>on</strong>s<br />

<strong>in</strong>dicated that <str<strong>on</strong>g>the</str<strong>on</strong>g> biomass available and<br />

potentially available is <str<strong>on</strong>g>of</str<strong>on</strong>g> 124,020.200 t<strong>on</strong>nes.<br />

The annual susta<strong>in</strong>able wood producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

country c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> native and planted forests and<br />

was estimated at 193 milli<strong>on</strong> t<strong>on</strong>nes, <str<strong>on</strong>g>of</str<strong>on</strong>g> which 143<br />

milli<strong>on</strong> are physically accessible and potentially<br />

available for energy uses. For this estimate, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

current use <str<strong>on</strong>g>of</str<strong>on</strong>g> soil and current <strong>in</strong>dustry practices,<br />

exclud<strong>in</strong>g potential crops for bi<str<strong>on</strong>g>of</str<strong>on</strong>g>uel producti<strong>on</strong> or<br />

o<str<strong>on</strong>g>the</str<strong>on</strong>g>r specific forms <str<strong>on</strong>g>of</str<strong>on</strong>g> bioenergy was c<strong>on</strong>sidered.<br />

To <str<strong>on</strong>g>the</str<strong>on</strong>g>se resources, 2.7 milli<strong>on</strong> t<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> wood<br />

biomass by-products from sawmill waste and<br />

olive plantati<strong>on</strong>s, sugar cane and rice, v<strong>in</strong>eyards,<br />

citrus and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r fruit orchard are added. From <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

orchards, and about 2.3 milli<strong>on</strong> t<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

products derived from agro-biomass data, thus<br />

giv<strong>in</strong>g a total <str<strong>on</strong>g>of</str<strong>on</strong>g> potentially available resources<br />

amount<strong>in</strong>g to 148 milli<strong>on</strong> t<strong>on</strong>nes, <str<strong>on</strong>g>of</str<strong>on</strong>g> which 124<br />

milli<strong>on</strong> are derived from potential commercial<br />

sources. For its part, <str<strong>on</strong>g>the</str<strong>on</strong>g> most promis<strong>in</strong>g energy<br />

crops <strong>in</strong>clude jathr<str<strong>on</strong>g>of</str<strong>on</strong>g>a curcas, sorghum bicolor,<br />

arundo d<strong>on</strong>ax, and panicum virgatum.<br />

Frameworks to promote <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> bio-ref<strong>in</strong>eries <strong>in</strong><br />

Argent<strong>in</strong>a<br />

The promoti<strong>on</strong> and development <str<strong>on</strong>g>of</str<strong>on</strong>g> bioref<strong>in</strong>eries<br />

<strong>in</strong> Argent<strong>in</strong>a would:<br />

• Develop agribus<strong>in</strong>ess locally and<br />

regi<strong>on</strong>ally through a revaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

agricultural producti<strong>on</strong>.<br />

• Promote <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> SMEs and<br />

ec<strong>on</strong>omic networks at local and territorial<br />

levels, where bioref<strong>in</strong>eries may be<br />

established<br />

• Increase <str<strong>on</strong>g>the</str<strong>on</strong>g> supply <str<strong>on</strong>g>of</str<strong>on</strong>g> jobs for rural<br />

residents by reduc<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> migrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

rural to urban areas.<br />

• Increase <str<strong>on</strong>g>the</str<strong>on</strong>g> value capture by producers<br />

The bioref<strong>in</strong><strong>in</strong>g c<strong>on</strong>cept is highly flexible <strong>in</strong><br />

regard to structure and scale producti<strong>on</strong>, and<br />

allows adaptati<strong>on</strong> to local c<strong>on</strong>diti<strong>on</strong>s where <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />

might be established.<br />

In <str<strong>on</strong>g>the</str<strong>on</strong>g> framework <str<strong>on</strong>g>of</str<strong>on</strong>g> public policies already<br />

implemented and to be carried out <strong>in</strong> Argent<strong>in</strong>a,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> bioref<strong>in</strong>eries are established as <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Strategic Socio Productive Nuclei (NSPE) around<br />

which <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al Plan for Science, Technology<br />

and Innovati<strong>on</strong> 2012-2015 <strong>in</strong> Argent<strong>in</strong>a will be<br />

<str<strong>on</strong>g>focus</str<strong>on</strong>g>ed.<br />

The Institute <str<strong>on</strong>g>of</str<strong>on</strong>g> Agricultural and Veter<strong>in</strong>ary<br />

Medec<strong>in</strong>e Hassan II (IAV Hassan II) is a<br />

multidiscipl<strong>in</strong>ary Institute <str<strong>on</strong>g>of</str<strong>on</strong>g> tra<strong>in</strong><strong>in</strong>g and <strong>research</strong><br />

<strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> fields <str<strong>on</strong>g>of</str<strong>on</strong>g> agriculture, food technology,<br />

OPTIMA is a large-scale <str<strong>on</strong>g>project</str<strong>on</strong>g> funded by <str<strong>on</strong>g>the</str<strong>on</strong>g> 7 th<br />

Framework Programme under <str<strong>on</strong>g>the</str<strong>on</strong>g> KBBE Theme,<br />

which was made possible <str<strong>on</strong>g>with</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> assistance <str<strong>on</strong>g>of</str<strong>on</strong>g> an<br />

producti<strong>on</strong> cha<strong>in</strong> that will provide stable source<br />

for both biomass and new plant derived bioproducts.<br />

OPTIMA will explore <str<strong>on</strong>g>the</str<strong>on</strong>g> potential<str<strong>on</strong>g>of</str<strong>on</strong>g><br />
