Summary
With 12 of Magsaysay’s 22 barangays being upland, residents in these areas
have severely-limited access to government services. The Paglilingkod Abot-
Kamay or PAK program was thus conceived by the municipal government to
make government services more accessible to these remote areas.
Under this program, key LGU departments hold
simultaneous one-day offi ces in each barangay
until all the barangays are visited. The LGU also
implements a “no noon break” policy at the
municipal hall so that a skeletal force in each
offi ce can accommodate clients even during
lunch breaks.
Along with making government services more
accessible to the barangays, PAK also aims to
increase local revenue collection and expose
LGU personnel to different realities in the barangays, in the process enhancing their
capacity to respond to people’s problems.
In a matter of two years, the program has helped strengthen Magsaysay residents’ trust
in the local government. It has heightened the LGU’s sensitivity to the concerns of
residents, by helping them identify and support more responsive priority projects for
the barangays. Today, barangay offi cials and local residents request for more visits and
for an expanded range of services by the municipal government. In turn, municipal
employees are more enthusiastic about each visit since these have added meaning and
satisfaction to their work.
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
ABOUT THE PAGLILINGKOD ABOT KAMAY PROGRAM OR PAK
Project History: Recognizing the Need for Improved Services Delivery
1. The Need
Magsaysay is a 4th class agricultural
municipality in the province of Davao
del Sur. Majority of its 22 barangays
are upland barangays that are diffi cult
to reach from the poblacion (town
center). Upland residents need to
spend a considerable amount of time
and money to reach the municipal
hall when they need permits, pay
taxes or conduct other transactions
with the LGU.
Real property tax assessment/billing inquiries under PAK program
In the meantime, the municipal
government faced several problems
including: 1) poor local revenue generation because of poor collection and lackluster tax
campaigns; and 2) the lack of clear understanding among LGU employees of the real situation
of the barangays because of their limited exposure to farfl ung barangays, especially as 70%
of LGU personnel are confi ned to the municipal hall doing clerical and/or administrative
work every day.
2. Initiating PAK
Mayor Arthur P. Davin initiated and championed the PAK program in 1999. Six years as a
Sanguniang Bayan member made him see the importance of bringing government services
closer to the people and providing the LGU with avenues for barangay immersion.
As a fi rst step, LGU departments sat with the mayor to brainstorm on the possible components
of such a program. The mayor then issued an executive order on March 10, 1999 creating the
program. By virtue of Executive Order No. 99-04. the Mayor outlined the components of the
program and organized a task force made up of representatives of key LGU departments
to hold simultaneous one-day offi ces in every barangay for at least once a year until all
barangays are visited.
Since LGU personnel were to take their respective functions to the barangay, there was not
much need for re-orientation or orientation. The mayor also endorsed the program to the
Sangguniang Bayan, which in turn provided the necessary legislative support and approved
to the required budget.
“Bringing Government Services Closer to the People”
Project Description : Bringing Government Services to the People: The PAK Framework
To ensure ease in implementation, PAK’s objectives, components and features were kept
simple and straightforward.
1. PAK Objectives
Its objectives are:
1. Provide people with better access to government services
2. Increase tax collection
3. Develop rapport between government offi cials / employees and barangay offi cials/
constituents
Along with providing regular municipal government services, the program also hoped to
tap available partner agencies that could extend related critical services like the Red Cross
and the Integrated Bar of the Philippines.
2. The Management Team: Composition and Tasks
The management team is composed of four key offi ces:
Municipal Administrator - has the authority over all other offi ces
Civil Security Offi cer (CSO) - internal security in-charge
CDIO - center for community organization and information dissemination
Mayor’s Offi ce Staff - access to involved departments (especially GSO)
Members of the management team have the following tasks:
Information dissemination
Preparation of the community and Brgy. Offi cials
Appear during barangay sessions and present the program
Ensure information dissemination up to purok and household level
Facilitation of schedules - If possible, schedules must be made with prior consent of the
brgy. ffi cials
Venue preparation- Look for an area where the program may be conducted like Brgy. Hall
or School
Data collection / consolidation - ensures that the prepared forms are properly fi lled- up
4

3. PAK Components
a. The critical municipal departments
to be involved in PAK
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
While all municipal government
offi ces are required to deliver their
mandated services during the barangay
visit, in Magsaysay’s experience, the
most critical offi ces have been the
following:
1) Municipal Health Offi ce to provide:
- Medical consultations
- Dental services
- Distribution of medicines
Free medical services under PAK program
- Laboratory examination: Urinalysis, sputum smeering
2) Municipal Civil Registrar to provide
- Late registration of live birth
- Applications for Marriage Licenses (under Art. 34 of FC)
- Registration of death
- Legitimation of of birth certifi cates
3) Municipal Treasurer’s Offi ce to provide
- Issuance of Community Tax Certifi cate
- Real Property Tax Collection
- Issuance of Credentials for large cattle
4) Municipal Agriculture’s Offi ce to provide
- Vaccination and other programs
b. Implementing PAK
Preparatory Phase. Each department is asked to identify the services they would provide
during the barangay visit. This helps determine the number of staff needed from each
department as well as the resources or materials that they would need to bring with them.
This is followed by information dissemination about the barangay visit at the level of the
Association of Barangay Captains (ABC) League and a formal presentation made to each
barangay council by the management team.
5

“Bringing Government Services Closer to the People”
6
Barangay offi cials, in turn, take
charge of disseminating information
about the visit, including the date
of visit and the services that will be
offered to the barangay residents
so that they can come and avail of
these services.
Actual Visit. During the actual visit,
LGU staff are encouraged to bring
their own food or “baon” so as not
to burden the host barangay. A
Agricultural services (de-worming, seedlings distribution,
barangay visit usually carries the
consultations, etc.)
following government services:
Medical and dental services
Agricultural services (deworming, seedlings distribution, cooking demonstration,
consultations with the Ats, distribution of Biologics
Civil Registration/Wedding services
Real property tax assessment/billing/collection
Lectures (capacity building) – from all other local agencies pertaining to their respective
offi ces
Free legal consultation services
Free haircut services
Other services solicited from government agencies and NGOs
Post Visit Activities. After the barangay visit, each department has to evaluate the experience
and generate data on the following:
Number of services provided
Number of benefi ciaries
Amount collected
Number of newly registered persons
Sustaining PAK through Bayanihan
To sustain the projects initiated during the barangay visits, barangays are commit to
implementing and monitoring these projects. In the implementation of these barangay
development projects, the “bayanihan” system is used to reduce expenses in labor component.
In this way, the people gradually develop a sense of ownership and responsibility towards the
LGU projects implemented in their community.

Project Results: Abot-Kamay na Serbisyo, Abot-langit na Biyaya
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
The returns of the Paglilingkod Abot Kamay Program of Magsaysay have been manifold,
including:
1. Improved Access to Basic Service Delivery at less Cost
With the municipal government coming to visit them in their barangay, residents were able
to avail of services without having to spend for transportation. As a result, from 1991 to
2001,
a total of 16,893 individuals have availed of medical/dental services
285 couples were civilly married
1,563 heads of animals were vaccinated
1,269 cattles were registered
7,115 adults were issued community tax certifi cates
26,344 seedlings (forest and fruit trees) distributed for agro-forestry projects and barangay
tree parks;
P1.2M was provided for micro-enterprises
15,061 people were assisted;
more people were made aware of LGU programs and services
Entrepreneurial orientation provided
Water systems, energy resources developed
2. Serving as a counter measure against insurgency
The regular presence of government offi cials/personnel in the barangays and more visible
services served as effective counter measure to the insurgency.
3. Improved tax collections and increase in income
Real Property Tax (RPT) collection increased, registering a 200% collection effi ciency in
2000 while total delinquency and penalties in RPT for the prior years were updated; barangay
issuance of CTC through its deputized treasurer increased yearly income by an average of
5%.
Magsaysay’s total annual income has grown from P22,744,011.22 in 1998 to 36,178,806.19
in 2001, a 15% average increase per year. This increase has been largely attributed to tax
information drives and payment of the taxes by the people during PAK Operations.
The increase in income has enabled the LGU to establish additional economic enterprises
in the community. The LGU has opened up 3 more economic enterprises in the hope of
beefi ng up its revenue generation.
7

“Bringing Government Services Closer to the People”
4. Economic mainstreaming
A total amount of 1.2 Million were provided in the form of livelihood assistance to cooperatives
and various organizations/associations coming from the sectors of women, youth, senior
citizens, indigenous people, and the persons-with-disabilities.
5. Improved Government Employee Morale and Government Services
The program increased the awareness and appreciation of LGU personnel of the real
problems in the barangays. It alo provided more opportunities for LGU personnel and
barangay offi cials and residents to interact. This increased government effi ciency by
strengthening initiatives and commitment of employees and offi cials in delivering better
services and legislation.
6. Peace and Unity in the community promoted
Through PAK, the LGU has regained people’s trust and confi dence in the government. It has
revived the “bayanihan” spirit among barangay people who were encouraged to identify and
implement community development after seeing the support of the LGU.
LGU personnel, barangay offi cials and the community members have also established
better relations and more active interaction. Municipal offi cials have learned to consult with
various people’s organizations while municipal employees had deepened their commitment
to public service out of the positive insights they obtained in the area. Barangay ffi cials and
community members were able to air their problems and identify effective recommendations
to address them.
7. More women availing of LGU services
With the LGU providing gender responsive orientation and values clarifi cation inputs during
the visits, more women are encouraged to avail of barangay services.
8. Gains for the environment
PAK has identifi ed community-driven projects to help more effectively address poverty and
environmental issues. LGU personnel are able to inform barangays of environment-related
ordinances, including those concerning the protection and preservation of bufferzones,
watershed areas, and tree parks. The LGU has also helped map out remaining forest covers
and draw out plans to protect them. As a result, 34 cases of illegal cutting of trees have been
reported and violators were apprehended.
8

9. Gain in people empowerment
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
PAK has helped build stronger
community structures by utilizing
existing structures in the barangay to
ensure that projects are sustained and
monitored. People’s skills in fi nancial
management and budgetary processes
were enhanced through orientations
by members of the Municipal Finance
Committee, composed of the Mun.
Budget Offi cer, the Mun. Treasurer and
the Mun. Accountant. Members of the
Free haircut services under PAK program
Lupon, together with the barangay captains, were also briefed on effective settlement of
cases under the Katarungang Pambarangay Law.
The LGU has also helped build partnership among groups by tapping private and public
agencies to provide services during the barangay visits. These include the Integrated Bar
of the Phil.-Davao del Sur Chapter, volunteer doctors and nurses from various hospitals in
Davao City and the province, and local NGOs like MAPHEC. Line agencies like PENRO ,
the Population Commission, the Department of Trade and Industry and the Department of
Agriculture also contributed their services.
B. REPLICATING PAK
Key Implementation Steps
In replicating the Paglilingkod Abot Kamay (PAK) Program of Magsaysay, the following
implementation steps have to be undertaken:
1. Preparatory Work
In the preparatory phase, the local chief executive has to provide the foundation for the PAK
program. S/he needs to:
a. Issue an Executive Order Creating the PAK Program
b. Develop an outline of the project containing the main features of the program, including
the program’s rationale, objectives, main strategies and the key stakeholders to be
involved.
9

“Bringing Government Services Closer to the People”
Free legal consultation services under PAK program
2.Implementing PAK: Barangay Visit
a. Pre-visit Activities
10
c. Work for legislative support by:
presenting the Program and budget to
the Sangguniang Bayan during their
regular session
rallying for their approval of the
necessary budget
encouraging their participation during
the operation by conduction consultation
with the people in aid of legislation.
d. Organize the management structure and
encourage close collaboration among
the members of the management team
for appropriate follow-up.
Departmental Planning and Logistical Preparations
Each department has to plan and prepare for the barangay visit; including who goes and
what materials/equipment need to be brought to the barangay.
Some Materials to Bring during Barangay Visits
Municipal Health Offi ce
- Referral Form
- Anesthesia
- Common medicines
Municipal Civil Registrar
- Forms
- Application Form
Municipal Treasurer’s Offi ce
Presentation by the Management Team to Barangay Council and Purok Leaders

Sample outline of the presentation to ABC and Barangay Councils:
1. General Description of the Program
2. Program Strategy
3. Services Offered
4. Necessary preparations of the Barangay
5. Scheduling of PAK Visit
As part of the information dissemination to the barangay:
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
Barangay offi cials must be responsible for information dissemination at the purok and
household level
They should clearly identify the services to be offered or made available during the visit
so that citizens are aware and prepared to avail of the respective services
Encourage the constituents to avail the services
Information dissemination is a crucial part of the PAK program. The quality of information
dissemination will determine the number of residents who will eventually be able to avail
of the services and take advantage of the PAK program.
In scheduling the visits, departments must also take into account special days in the barangays
like fi estas, anniversaries, harvest season, rainy season, etc.
Interdepartmental Meeting and Finalization
The management committee should call a meeting with all department heads to ensure
their respective offi ces are ready to provide their services. Here all departments confi rm
their plans and schedules are fi nalized. In fi nalizing the details, the management team may
need to send out offi cial invitation to partners & stakeholders who would be involved in
the barangay visit and secure all logistical needs of the LGU employees who will go to the
barangay including food, transportation and security.
b. Actual PAK visit
During the actual visit, it is important that barangay level offi cials are involved as they would
be needed to provide some logistical and physical support for the PAK operations (e.g, tables,
chairs, etal)
c. Post Visit
Departments need to register the number of clients they accommodated or the amount
collected. Then, they undertake an evaluation with the help of the management team.
11

“Bringing Government Services Closer to the People”
3. Implementing the “No-noon break policy”
a. Provide an orientation to LGU employees regarding such policy.
b. Issue a memorandum order to institutionalize the policy.
c. All departments in the LGU must be directed to come up with a schedule their employees
that would allow everybody to experience being part of the skeletal working force that
would remain in the offi ce during lunch breaks to accommodate clients.
Lessons and Insights for Replication
The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur
Based on the experience of Magsaysay, the program, in its simplicity, is easily replicable
provided that the following factors are ensured:
1. Supportive and competent municipal offi cials and employees
2. Consistency in the implementation of the program
3. Available of support equipment and supply
4. Linkages with other agencies
5. Proper information dissemination of the PAK visit to the barangay
6. Keeping scheduled visits to avoid confusion
7. Conducting PAK at the barangay level during the planting season (for farming communities)
not productive
8. Being awarene that residents have better paying capacity during the harvest season
