THE CHAIRMAN

Gone are the days of a one-size-fits-all membership package.

For the upcoming year, we are looking forward to getting back

to a bit more like business as usual and restarting our in-person

events. I am sure I feel the same as most of you and have been really

looking forward being able to do so. With that said, we recognize

that we are not out of the woods yet with COVID-19 and we

must keep our members’ health and safety as our top priority. We

ask for your patience and support on these decisions. Please be on

the lookout for communications from the Chamber as there will be

times where we will have to react quickly to changing conditions

and may need to reschedule or restructure events as the situation

calls for.

Those that read last year’s community guide may be

asking, “Didn’t Ryan write this letter last year?” If you

are wondering that, no worries, you will not be alone.

Yes, in fact due to the strangeness that was 2020, our

Chamber Board of Directors has elected me to serve a

second term as chairman for 2021-22. It is an honor to serve again

as chairman of the Effingham County Chamber of Commerce for

2021-22. On behalf of the Effingham County Chamber of Commerce

Board of Directors, I would like to say just how grateful we

are to the Effingham business community for sustaining us and

supporting each other during the past year. Together, we have

come through a difficult time even stronger than before. We look

forward to our continued local growth and building stronger connections

in the coming year.

Since we haven’t had a chance to be together in person, I would

like to take this as an opportunity to point out some of our accomplishments

achieved during 2020-21.

• Our board and staff made the safety and prosperity of our

members their top priority during the COVID pandemic. Unfortunately,

this meant cancelling all public events, but it also gave

us an opportunity to be a trusted source of information through

the launching a Coronavirus Resource Page at www.effinghamcounty.com.

We shared important business recovery resources

and rapidly changing safety guidelines on social media and in the

weekly Business News Briefing newsletter.

• We are also very proud to have played a role in the passage of

the TSPLOST last year. Our Chamber coordinated regularly scheduled

meetings between the leaders of Guyton, Rincon, Springfield,

and the county to facilitate discussions and clarify scheduling

needs to get the TSPLOST vote on the ballot last November. Then,

you and the other citizens of Effingham saw us to the finish line

and passed the effort. We are already seeing long-delayed road

projects underway, some already nearing completion.

• We implemented a new tiered membership structure which

provides many more options and much control to our members.

The Chamber this fall will inform Effingham County voters

about the “E-Commerce” Freeport Exemption referendum on the

November 2 election ballot. The exemption will remove an onerous

inventory tax on goods held in a fulfillment center to be sold

online. The exemption will also remove a competitive disadvantage

for Effingham County in attracting e-commerce employers.

The Chamber has also moved temporarily for this year, and we

look forward to an exciting transition as we plan to relocate our offices

to the planned Co-Op Business Center in downtown Springfield

in the spring of 2022. The board of directors reviewed multiple

proposals and approved the plan, pending final lease terms,

at its strategic planning retreat on June 24. When complete, the

Co-Op Business Center will house store front businesses, rental

offices with private entrances, and additional business offices to

serve small business startups.

In closing, I would like to say a few words of thanks. Andy and

Chelsie have done a wonderful job this year and have achieved

wonderful growth in our membership. We have three board members

who finished their terms in this past year: Freddy Long, Ed

Vance and Carrie Thompson.

Thank you all for your dedication and the insight you brought

to this Chamber. To our three new board members, Tina Browning,

Tamela Mydell and Darold Ford, thank you for being willing

to dedicate your time and committing to serving our Chamber

members. Joe Marchese for agreeing to stay on the board for an

additional year (seven total, wow!) as our immediate past chairman

and to continue to provide such valuable input to the executive

committee. And finally, to Dr. Fran Witt, vice chairman of the

Chamber and President and Chief Executive Officer of Effingham

Health System, for her wisdom, insight, and leadership she has

brought to our board.

While this has been a challenging time to be chairman, they

have been made so much easier with her guidance. Our board,

members and county are very lucky to have her and her team at

Effingham Health Systems in our community.

Chamber History

Founded in 1986, the Effingham County Chamber of Commerce

made a commitment to support its existing businesses and attract

new enterprises to its thriving business climate. What began as a

need to address individual concerns evolved into a well-rounded

program touching several segments of the community. As a team

of business and community leaders, we have an ability to

accomplish together what non one business owner could alone.

Today’s Chamber consists of more than 300 members from a

wide variety of business types and sizes. Its 14-member Board of

Directors represents small and big businesses alike – all with an

eye on collective achievements that benefit Effingham

businesses, local citizens and our quality of life.

We are a consensus building organization reaching out

throughout the community to build a better future for us all.

As the largest municipality in Effingham County, Rincon

is a vital part of the county’s economic growth and

development. According to the city’s website, the town

boasts a high level of resident services with no current

city property taxes, provides continuous training for city

staff that ensures efficient city government, maintains

the lowest city service fees in the county, has a police

response time of less than three minutes, has the best

equipped fire department in the county, and a rapidly

growing recreation department.

Rincon began as a Salzburger New Ebenezer

settlement along the Savannah River, but once the

railroad came to town, the sleepy town was awakened.

The town’s line and grid street system, like that in use

in Savannah, helped the town to settle in an organized

manner. Sawmills, cotton gins and turpentine stills

popped up, bringing with them a booming economy.

Rincon was incorporated in August 1927.

The town is now home to more than 4,000 people

who enjoy a wide variety of businesses, retail outlets,

restaurants and grocery stores. The public services and

town infrastructure provide the potential for growth and

business development, making Rincon a great place to

live and work.

Known as the heart

of Effingham County,

Springfield has a

population closing in

on 3,000. The idyllic

little town boasts some

big names: Paul Carrington, Artie Ulmer and Dusty Zeigler,

all professional football players; as well as Josh Reddick, professional

baseball player, and Charlton W. Tebeau, historian.

Fall Festival

The city is the county seat for Effingham County, and flourished in

the wake of the railroad and sawmill industries. The town follows

the conventional “square town plan,” with its reach spreading from

the town hall square to houses, network foundations and other open

structures.

The appearance of the railroad in the mid-1900s carried along with it a

flourishing business, which brought a 500 percent population growth.

The town hall and the old jail are still considered historic gems,

preserved lovingly through the years.

Businesses began booming in 1900 in Springfield, with B.E.

Mingledorff’s one retail location. Other businesses followed

suit, including a medication store, staple goods, meat store,

banks and apparel stores. Family businesses are a longstanding

tradition in Springfield, including Snooks IGA, in

business since 1948.

Springfield is also home to the Mars Theatre, which draws

tourists from all over the Southeast, along with the Effingham

Living History Museum. The downtown area is booming,

with lots of new businesses open and more on the way.

Guyton, named for Archibald Guyton, a prominent local citizen, was an affluent

town by the time of the Civil War. During the war, the Confederacy built a hospital

in Guyton, and when Sherman marched from Atlanta to Savannah on his burn and

destroy mission, he came through Guyton, looting, burning and stealing.

In 1887, Guyton was incorporated. Little is known about the Guyton family, for whom

the town was named, and there are no families carrying the name living there today.

The last Guyton family home is located just north of the city limits, and is still in

excellent condition.

Each December, the town celebrates Christmas with an annual tour of homes, a

community sponsored event that sees about 3,000 visitors.

Today, Guyton is still a small town, with a current population of more than 2,000

people. The town was listed in Sperling’s Best Places to Live, listing its historic

interest, pleasant winters and attractive downtown areas as the top reasons.

Effingham Health System’s (EHS) transformational

journey is being recognized both statewide

and nationally. Not only has the healthcare system

developed an innovative approach to manage the

care of COVID-19 patients, but they continue their

commitment to expand access to quality healthcare,

close to home. Expansion that is critical to

the growth of our county.

Managing the pandemic has taken the commitment

of the entire healthcare system and almost

500 healthcare heroes. Accomplishments include:

• Implementing Best Practices to care for patients during

the pandemic. EHS approached COVID-19 protocols

as a much larger healthcare system would, realigning

expectations on the level of professionalism and innovation

a critical access hospital can deliver. EHS was

recognized nationally for their approach with the prestigious

MCG Doyle Award: "Effingham Health System,

a Critical Access Hospital in rural Georgia with a reputation

for innovative thinking, leveraged MCG Acute

Viral Illness criteria to develop an algorithm for their

providers to use when admitting COVID-19 patients,"

— MCG news release.

• Quickly expanding EHS's school-based telehealth platform

to serve 22,000 primary care patients during the

COVID shut-down beginning in March of 2020.

• Quickly implementing clinical guidelines minimized

the impact of COVID-19 on the 105-bed nursing home

attached to the hospital.

• Utilizing technology to connect families with hospital

patients and residents of the Effingham Care and Rehabilitation

Center.

• Committing to provide the community ongoing access

to free COVID-19 vaccines.

Along with management of the pandemic, EHS also

continues to expand services:

• Launching a three-year Digital Transformation Initiative

to create an integrated, single-source Electronic Health

Records (EHR) and financial ecosystem across all patient

care locations.

• Assuring 24/7 Cardiology Services through a new Effingham

Cardiology Center partnership.

• Introducing Pain Management specialty care as part of

an ongoing dedication to reduce reliance on pain medications

in the community.

• Celebrating a milestone of over 500 robotic surgeries for

the first rural healthcare system in the state to invest in da

Vinci robotic surgery technology.

• Expanding school-based telemedicine to serve all public

elementary and middle schools in the county for the 2021-

22 school year.

• Activating the Effingham Health System Foundation to

help support the growth of critical services through a capital

fundraising campaign.

In addition to the MCG Doyle Award, EHS received

several patient safety recognitions:

• The Georgia Hospital Association Partnership for Health

and Accountability, Patient Safety and Quality Award for

First Place in the Critical Access Category. The award recognizes

significant improvement in EHS ER triage times

and patient satisfaction scores.

• The Joint Commission's "High Performing Organization"

status for a Quality Journey reducing rehospitalizations

in the nursing home through a data-driven process.

• Georgia Hospital Association’s “Circle of Excellence

Award,” an honor given to hospitals and health systems

that have demonstrated a sustained commitment to quality

and patient safety.

Recognizing the level of transformation Effingham Health System

has achieved in the past few years, Modern Healthcare

John Adam Treutlen Awards

The John Adam Treutlen Award recognizes an individual or individuals for significant

contribution to Effingham County.

It is the Chamber of Commerce's most prestigious annual

award. It is named in honor of John Adam Treutlen, born

Hans Adam Treuettlen (January 16, 1734 – March 1, 1782),

who arrived in Colonial America as an indentured servant

and rose to become a wealthy merchant and landowner. He

was a leader in Georgia during the American Revolution

and helped write Georgia's first constitution. In 1777, he

was elected Georgia's first (post-British) governor.

The Effingham County Chamber will present the 2021 award

at its Annual Meeting and Awards Banquet, which has been

postponed due to a surge in the COVID pandemic.

The first John Adam Treutlen award, presented

to John Hilton Kight in 1986. Mr. Kight was

co-owner of Kight Ford in Springfield. and

operated several other successful enterprises

in Effingham County. He was chairman of the

Industrial Development Authority, retiring

from his chairman's position in 1991, after the

announcement of Fort Howard Paper (now

Georgia Pacific) coming to the county.

Legislative Session. Plans include a briefing at the Georgia

Department of Transportation, a welcoming reception,

our legislators and state department heads.

to be if you want to escape —

on its rivers, trails and backroads,

you’ll find nirvana as

you enjoy natural beauty,

history and hospitality.

Effingham is the home of great shopping

and historic sites to explore, as well

as bike routes and trails, wineries, fishing

and farms. There are restaurants providing

fantastic fare to suit even the most

sophisticated palate. And you’ll find that

there are seasonal festivals and events,

as well as an old-time movie theater, the

Mars Theatre, which is the home of the

best popcorn you’ve ever tasted, and is a

great family-friendly destination for movies

and live shows.

If the outdoors is your jam, you won’t

be disappointed in Effingham County.

There are plenty of places to launch a

boat for fishing, kayaking or canoeing,

and the Savannah and Ogeechee rivers

are prime spots for it all. Be sure you hook

up with Backwater Expeditions. They offer

tours on Ebenezer Creek, and taking a

leisurely ride along one of the most pristine

swamps you’ll ever see is something

everyone should experience at least once.

You can enjoy viewing wildlife, and even

take a night tour under the stars.

You can also enjoy the beauty along the

Springfield-Ebenezer Greenway, a Georgia

Scenic River and National Natural

Landmark. It’s a great place to see even

more wildlife and enjoy the natural beauty

of the cypress trees that stand tall in the

water, like timeless guardians.

In Guyton, you’ll find the Guyton Walking

Trail, which extends .75 miles from the

red caboose in downtown Guyton to the

Pilgrim Park walking trail, and runs along

part of the abandoned corridor of the Central

Georgia Railway. The trail is the site

for the annual Sale Along the Trail event.

The Effingham Living History Museum,

located in Springfield, will bring the county’s

history to life for young and old alike.

On display you’ll find items from the local

30th Military Police Division, along with

uniforms from local veterans, and general

store and turpentine tool displays. There

is also a library and research center, a

great tool for researching your family tree.

The historic Effingham-Ebenezer Scenic

Byway is a great way to check out the

beauty of one of Georgia’s eight original

counties. Ebenezer was founded by German

Lutherans seeking religious freedom

through 60 miles of state and local roads

through Guyton, Springfield and Rincon.

For the golfers out there, Lost Plantation

Golf Club, a Joe Lee designed championship

course, features an 18-hole,

6,800 yard, Par 72 layout. The dense treelined

holes on the front and back nine are

a unique experience for even the seasoned

golfer, and one that every golfer should

witness. There is a full kitchen and pro

shop nestled in the center of the course.

Agri-tourism is big in Effingham County,

home of the Honey Ridge Agricenter.

Located in Guyton, Honey Ridge is owned

and operated by the Effingham County

Board of Education as a working farm, and

is the site for field trips for local school

children, enabling them to learn about forestry,

crop production and animal science.

It also affords middle and high school students

the opportunity to work on projects

in animal science or food production.

The facility is also used for events each

year such as a fall festival and a spring

fling, as well as fun runs, livestock shows

and mini-tractor pulls. A plantation house

on the property is currently being remodeled

inside and out, which will be used for

conferences, meetings and board retreats

when finished.

Butterducks Winery provides a secluded

and relaxed getaway, where you can enjoy

wine tastings, choose some great gifts

in their on-site gift shop, and see how the

wines are made. Located in Guyton, Butterducks

creates award winning white,

red, sweet and semi-sweet wines, as well

as dessert wines. There are also reserve

wines available.

Other agri-tourism attractions in the

county include Studier’s Honey Pot and

The Vintage Bee Company, which both

produce local honey-based products; Faith

Equestrian Therapeutic Riding Center;

Savannah National Wildlife Refuge; and

Roberts Shooting Preserve in Springfield,

which offers hunting for quail, pheasant,

turkey and deer, as well as sporting clays

and a gun range.

This only scratches the surface of all

that you can find in your own backyard. So

get out, explore and discover Effingham

Recreation is of

utmost importance

in Effingham

County,

and the facilities

governed by the Effingham

County Recreation and Parks

Department are scattered

throughout the county, offering

opportunities for involvement

no matter where you

live.

The Effingham County Recreation

and Parks Department

offers a wide variety of activities,

including a youth sports

program that offers young

athletes the chance to develop

both a love for the game and

their abilities. The programs

are all family-focused, and include

baseball and softball in

the spring; baseball, softball,

soccer, football and cheering

in the fall; and basketball in

the winter.

In Rincon, the facilities include

Abercorn Landing and

Tommy Long Landing. In

Springfield, there is the Annex

Ball Park, Baker Lake, and the

Effingham County Recreation

Complex, which includes

baseball and softball fields.

There is also the Long Bridge

Landing and Ulmer Ball Park,

as well as the Veterans Park,

which honors local veterans

from Effingham County. You

can also play tennis at Patriots

Park, or tee off for a round

of golf at Lost Plantation Municipal

Golf Course.

In Guyton, recreation enthusiasts

will enjoy the Sand

Hill Complex, Steel Bridge

Landing, and the Pineora Ball

Park. In Clyo, you can enjoy

the Clyo Community Center,

located on Fair Street, as well

as the Tuckasee-King Landing.

The ribbon was cut in 2017

on the Clarence E. Morgan

Sports Complex, named

for the longtime Effingham

County Recreation and Parks

Department director, Clarence

Morgan. The complex includes

an artificial turf baseball

field, featuring an outfield

wall reminiscent of Fenway

Park’s Green Monster. The

wall, called The Red Monster,

is in honor of local World Series

champ Josh Reddick, who

plays for the Houston Astros,

and who donated nearly $1

million toward to the field

that carries his name. Josh

Reddick Field opened in 2018

with a stadium that seats

about 500 people.

The Industrial Development

Authority in Effingham

County voted to serve as a

conduit for the County Commissioners

in the issuance

of a $5 million bond that was

used to construct a gym at the

complex. The move provided

a nearly 30,000 square foot

facility that houses almost

18,000 square feet of playing

surface. The facility includes

two full-court basketball

courts, a concession area,

bathrooms, work area and office

space.

There is also a softball diamond

at the complex that is

artificially surfaced and built

for special-needs children,

made possible by a $1 million

donation from Reddick.

There are many opportunities

to find your bliss outdoors

in Effingham County. On land,

you can hike several scenic

trails. The Mary Kahrs Warnell

Forest Education is located

in Guyton, as well as the

Pilgrim Trail, part of the Rails

to Trails project along Highway

17. If you’re into cycling,

you can ride in the Springfield

Century Ride, held each April,

which winds its way through

the roads of Effingham County.

If you enjoy fishing or canoeing,

there are plenty of

opportunities to enjoy. You

can launch a canoe at one of

the many landings and paddle

down historic waterways,

including Ebenezer Creek,

which is a Natural National

Landmark, and listed as a

Wild and Scenic River. •

SUCCESS

The Effingham County School

District is among the top 10

percent of school districts

across the state of Georgia, due

to the effective collaboration

between all the stakeholders in the community’s

children: teachers and staff, students,

parents and the community at large. It does,

in effect, take a village.

The Effingham County School System

is comprised of eight elementary schools,

three middle schools, two high schools, and

a state-of-the-art career academy serving

the communities of Guyton, Rincon and

Springfield. The system currently serves

more than 12,000 students, and that number

is continually growing, with an expected annual

growth of about 250 students. But even

as the system grows, the district is continually

working to stay true to its mission statement:

“Make every moment count, because

every student matters.”

opportunities in order

to prepare students

towards the ultimate

goal of earning a high

school diploma.”

Once students achieve this milestone,

those pursuing post-secondary options such

as college, military service or immediate entrance

to the work force are still recognized.

The district embraces a number of programs

that support these efforts by providing

rigorous and relevant instruction to students.

Both Effingham County High School

and South Effingham High School provide a

number of Advanced Placement classes offering

college level instruction to students as

well as an opportunity to earn college credit

during their high school careers. The Effingham

College and Career Academy (ECCA),

Georgia’s 2016 College and Career Academy

of the Year, is helping students successfully

complete pathways and achieve certification

towards employment across a number of

career fields. Programs such as work-based

learning and internship opportunities give

participating students an edge in society’s


increasingly competitive employment

market. The district’s STEM Academy

(Science, Technology, Engineering and

Math) provides advanced studies to students

interested in pursuing occupations

in the fields of computer science,

technology, engineering and health care.

Whether a student intends to start a career

immediately after graduation, enter

the military or pursue advanced degrees

in a post-secondary setting, each will

have the support needed to achieve his or

her goal.

In addition to the programs listed

above, ECSD is also very proud of its

growing agricultural program. In an effort

to expand opportunities for handson

agricultural experiences, the school

district purchased property at Honey

Ridge Plantation. The field of agriculture

offers a number of opportunities to incorporate

all aspects of a STEM education.

Because of the great potential for the use

of this property, access will not be limited

strictly to students of agriculture. It will

also be utilized for other school programs

such as elementary field trips, ROTC and

school athletic activities. Honey Ridge

is also open to the public during several

events throughout the year.

Engage 2025, the district’s Strategic

Plan, introduces the system’s philosophy

as well as the specific measures identified

towards educating the whole child. The

plan’s development involved a six-month

process that included input from school

district representatives as well as stakeholders

across the community, and the

result of this joint effort was a plan that

clearly identifies ECSD’s vision, mission

and beliefs. It further outlines primary

areas of focus, strategic goals identified

to support those areas of focus, and action

steps necessary to fulfill each of the

strategic goals.

Engage 2025 includes three primary

areas of focus that serve as the umbrella

for the district’s 11 strategic goals and

54 action steps: Purpose, Direction, and

Leadership; Teaching and Developing the

Learner; and Learner Support Systems.

The first focus area, Purpose, Direction

and Leadership, concentrates on

goals that promote effective school and

district-level leadership, support organizational

effectiveness, encourage partnerships

with families and community

members, and foster a culture of creativity

and collaboration.

The second area, Teaching and Developing

the Learner, focuses on expectations

for educators to provide students

with engaging learning experiences,

prepare students for future success, and

participate in professional learning opportunities

that support a shared understanding

of expectations.

The third and final area, Learner Support

Systems, addresses resources outside

of the classroom that serve to finetune

student and staff experiences.

The ECSD and its faculty and staff believe

that student engagement is the key

to success and high expectations for each

student is crucial. From Superintendent

Dr. Yancy Ford down to each and every

employee of the district, all share the responsibility

of learning and supporting

the whole child, and all believe that a positive

and caring staff makes a difference,

along with a safe learning environment,

where everyone is treated with respect.

Working together to create this type of

environment means that learners, from

the youngest to those about to graduate

and head out into the world, will be
