KST MODUS IN KEEVS
TUESDAY JANUARY 15 1SS9
WHOOPING CODGH
We are glad that Mrs Hall has
written the letter which appeared in
Wednesdays Bulletin It covers
perfectly the whole ground both of
fact and inference It disposes effec¬
tually of the reports half idle and
half malicious which have been so
persistently kept in circulation by
parties too cowardly to avow their
own agency in the matter At the
same time it administers a very neat
rebuke to the impertinence which
would invade the privacy of family
life and hold tip estimable ladies
and gentlemen in a false light before
the public for the purpose of making
a little political capital We pre- ¬
sume the authors of these reports
will be silenced for a while AVo do
not suppose anything could make
them ashamed
TEE PORITY OF OUR WATER SUPPLY
A Workingman alleges m the
Bulletin that the water supply of
the city is contaminated by a heavy
body of decaying grass on the up
i I it
TgjQpfc U
J i
¬
lands This has accumulated under
the growing grass since the cattle
were removed This would particu ¬
larly apply to the upper portion of
Nuuanu valley known as Luakaha
a Crown Land comprising some
seven hundred acres of valley pas
turage the larger part of which is
drained by streams flowing into the
npper reservoir About twelve years
ago we believe the milk ranch then
occupying that tract was bought
out by the Government and the
stock removed The grass jungle
and forest have since grown undis- ¬
turbed and there are large accumu- -
J F lations of dead vegetable matter un
derneath No evidence is presented
by A Workingman that the Lua
kaha water derived in large part
from this source is impure A thor ¬
ough analysis of the water supplies
of Honolulu was made not very long
ago by Prof Tan Slyke He found
the Luakaha water in the reservoir
below the electric light works to be
of the highest quality for purity
That in the lower reservoir to the
watersheds supplying which cattle
have access was in comparison
quite impure
Workingmans allegation there- ¬
fore appears to be fanciful Decay- ¬
ing animal matter breeds poison
Decaying vegetable matter if undis ¬
turbed rarely does so If other- ¬
wise how is it that the purest
streams are those draining vast for- ¬
ests with their thick beds of rotting
leaves and wood As soon as this
Iw5 01 V keavT mass is torn llP u7 the plough
miasm Left to nature it seems to
act as a purifying filter detaining
the rainfall upon the land and de ¬
livering the water gradually and in
purity to the streams This is what
cow goes on at Luakaha Formerly
tne catue tore up tne decaying vege
tatien with their tramping in multi- ¬
tudinous trails fouling the streams
with deleterious matter Large
spaces at the heads of the foothills
were entirely denuded and enor- ¬
mous quantities of earth were car- ¬
ried into our harbor by the floods
In the present undisturbed condi ¬
tion of Luakaha the rank vegetation
is natures efficient disinfecting
agent for purifying the water sup ¬
plied to the town
The action of the Government at
that time met with general approba- ¬
tion as did subsequent measures of
like character We think that this
plan of action continues to be ap ¬
proved and will stand as a wise
and necessary method of dealing
with the matter In any case the
Administration would deserve the
severest censure if it altered so well
approved an arrangement which
has stood the test of years of trial
without the fullest investigation of
the subject and a general consensus
of opinion from competent special- ¬
ists to guide them
Workingmans letter is an ex- ¬
cellent illustration of the readiness
of some persons to undertake to en ¬
A rule is attempted to bo laid
down by those who appear to wor- ¬
ship theories regardless of practical
considerations that all vacancies in
the public service should bo filled
by the appointment of the person
next Jbelow Now this mode of proceeding
is in many instances right
and proper just to individuals as
wellas beneficial to the public But
it is by no means always so nor
even generally in such conditions as
have oxisled in the public service of
this country for the last year and a
half
The appointment of Mr Foster
as Police Justice may be admitted
to be an excellent one though we
have never understood that clerks of
courts were iu the direct line of
promotion to the bench If he
makes a good judge as we have no
doubt he will it will be mainly by
reason of his mental and moral
qualifications and of a legal educa- ¬
tion which ho did not get in the
position ho has just vacated We
presume Messrs Smith and Reist
are perfectly qualified for the posi- ¬
tions to which they have been re- ¬
spectively advanced Such being
the case their promotion is to bo
commended But we denv that any
possible length of service in the
routine of clerical work will afford
any presumptive evidence of either
of them being qualified to exercise
judicial functions They may or
may not be but nothing can be
proved either one way or the other
by any such test We have nothing
to say against Judge Bickertons
record in his present position but
the fact that he had been Police
Justice for three or four yaars or
even ten times as long could neither
make him nor prove him qualified
to deal with the higher nioro com- ¬
plicated and very different questions
which come before the highest legal
tribunal in the Kingdom If he has
proved a good judge let us bo
thankful but wo suppose the hon- ¬
orable gentleman himself would bo
quite willing to admit that equally
good appointments have often been
made direct from the ranks of the
profession According to these
theorists a great injustice was
done and the public service received
a vicious blow when upon the death
of Judge Fornander Judge Dayton
was passed over and S B Dole
Esq who had never had any judi- ¬
cial experience was appointed to
fill the vacancy For our own part
although we have a high regard for
Judge Dayton we fail to see either
the injustice or the impolicy
JLt may ue admitted that among
those doing ordinary routine work
of a similar character in any of the
departments promotions should be
made generally though by no means
invariably in the regular line of
succession But when we get out- ¬
side the range of these cases of
which the Clerks1 Office of the Su- ¬
preme Court furnishes a very good
example we shall find this much
vaunted rule subject to so many and
such striking exceptions as to be
practically no rule at all It is a
rule which men of ability and sue
cess are never found adopting in
their own business except in a very
limited and modified way
As regards most branches of the
public business there is a deal of
humbug about the wonderful value
of
lighten the public upon subjects
which they do not themselves un- ¬
derstand His real animus appears
in his vigorous but ill directed little
tirade against the Ministry He
had better try again He is doubt- ¬
less very much in earnest but he
will hardly get np another revolu- ¬
tion on the dead grass question
--years
FOREIGN GRASSES
The question of grasses has not
occupied tho minds of our ranchers
and dairy farmers hero as much as
it should havo done or rather we
would say as widely as it should
havo done There have been re- ¬
cently some careful experiments
made which havo gone far towards
proving what can be done in this
direction
It is well known to all country
residents that tho native grasses
havo been steadily ousted by two
foreign intruders viz Hilo grass
and manienie The ordinarv ob
server believes the former to bo
utterly worthless and the latter to
havo every good property This is
not entirely true for if not too rank
cattle will eat Hilo grass readily
though it makes very poor beef
while the latter is not by any means
the best material to fatten animals
upon
The question has therefore come
up before some of our stock raisers
as to what to do to improve the feed
especially has it come before thoso
who have small herds runuing on
limited pasture The grasses that
havo been tried are cocksfoot and
rye grass from England rib grass
from Australia prairie and Johnson
grass from America and Guinea
grass from Africa besides red and
Spanish clover These can all bo
seen growing luxuriantly on at least
two ranches in this Ivingdom There
are two methods of planting One is
to sow free over a field already con
taining Hilo grass and manienie
Wo had recently an opportunity of
seeing the result of such a sowing
The foreign grasses in spite of a
luxuriant growth of Hilo grass were
holding their own famously the
cocksfoot in several places or
patches having come out victorious
over the Hilo grass Of course such
a method of sowing is comparatively
inexpensive moreover it shows what
an imported grass can do fdr itself
when loft to fight its own way The
other method is to plough out the
worthless grass froni a field harrow
it well and then sow the imported
grass Tho results from such a plan
are much more rapidly obtained but
of course the process is much too
expensive to be carried out on any
very large scale On small butter
farms however it will be found to
pay very well as by sowing at inter- ¬
vals a constant supply of excellent
fodder for cattle will always be on
hand
Not only however has the experi- ¬
ment of sowing imported grasses
been tried on a small scale but on
one ranch a considerable tract of
open land has been free sown and
in spite of the fact that the cattle
and horses naturally go for the
new grass it is beginning to hold its
own both against its animal and
vegetable foes
Experiments such as these are of
great value to the country Wo are
or havo been so wrapped up in the
of practical training in the cultivation of sugar that every other
service and the superlative results industry has been allowed to get
of long training in subordinate along in a happy go lucky fashion
positions in the same department In the last few years there has cer- ¬
Very fine words certainly but they tainly been a great improvement in
represent a very moderate amount our stock breeding but we are not
of fact In all the ordinary routine going to keep up the best of stock
positions in the public service there unless we supply it with the best of
is nothing mysterious complicated feed Just as a great general once
or profound Any man possessed of said that a soldier marched on his
a fair degree of aptitude and good stomach so does a horse or a bullock
powers of application can master the work on the same necessary mem
details of such work in a short time ber We have no business to go
and be just as efficient with a few abroad in the feed line every pound
months of experience as ho would in of hay every portion of feed for our
as many years Another class of animals ought to be raised right
positions considerable in number here and can be raised here if peo- ¬
and vital in importance require ple will only set about it systemati- ¬
either special professional training cally
or the possession of certain personal
qualifications such as energy organ- ¬ The news from Washington re- ¬
izing power executive ability the ceived by the Australia furnishes
gift of handling and controlling strong confirmation of the correct- ¬
men or other special aptitudes of ness of the position taken by this
various kinds These things are journal in an article entitled A
born in men not- - acquired in offices Republican Congress and Duties on
Of co use these qualities can be Sugar It will be noticed that the
greatly developed and improved by Senators and Representatives from
practice and experience But unless California have decided as we pre
the foundation is well laid in the
nature of the man no amount Of
long training in subordinate posi¬
tions5 can ever supply the deficiency
To shove a man along np in a
purely routine and matter of course
wayt simply because the next place
above him happens to be vacant is
