We are glad that Mrs Hall has<br />
written the letter which appeared in<br />
Wednesdays Bulletin It covers<br />
perfectly the whole ground both of<br />
fact and inference It disposes effec¬<br />
tually of the reports half idle and<br />
half malicious which have been so<br />
persistently kept in circulation by<br />
parties too cowardly to avow their<br />
own agency in the matter At the<br />
same time it administers a very neat<br />
rebuke to the impertinence which<br />
would invade the privacy of family<br />
life and hold tip estimable ladies<br />
and gentlemen in a false light before<br />
the public for the purpose of making<br />
a little political capital We pre- ¬<br />
sume the authors of these reports<br />
will be silenced for a while AVo do<br />
not suppose anything could make<br />
them ashamed<br />
TEE PORITY OF OUR WATER SUPPLY<br />
A Workingman alleges m the<br />
Bulletin that the water supply of<br />
the city is contaminated by a heavy<br />
body of decaying grass on the up<br />

the growing grass since the cattle<br />
were removed This would particu ¬<br />
larly apply to the upper portion of<br />
Nuuanu valley known as Luakaha<br />
a Crown Land comprising some<br />
seven hundred acres of valley pas<br />
turage the larger part of which is<br />
drained by streams flowing into the<br />
npper reservoir About twelve years<br />
ago we believe the milk ranch then<br />
occupying that tract was bought<br />
out by the Government and the<br />
stock removed The grass jungle<br />
and forest have since grown undis- ¬<br />
turbed and there are large accumu- -<br />
J F lations of dead vegetable matter un<br />
derneath No evidence is presented<br />
by A Workingman that the Lua<br />
kaha water derived in large part<br />
from this source is impure A thor ¬<br />
ough analysis of the water supplies<br />
of Honolulu was made not very long<br />
ago by Prof Tan Slyke He found<br />
the Luakaha water in the reservoir<br />
below the electric light works to be<br />
of the highest quality for purity<br />
That in the lower reservoir to the<br />
watersheds supplying which cattle<br />
have access was in comparison<br />
quite impure<br />
Workingmans allegation there- ¬<br />
fore appears to be fanciful Decay- ¬<br />
ing animal matter breeds poison<br />
Decaying vegetable matter if undis ¬<br />
turbed rarely does so If other- ¬<br />
wise how is it that the purest<br />
streams are those draining vast for- ¬<br />
ests with their thick beds of rotting<br />
leaves and wood As soon as this<br />

act as a purifying filter detaining<br />
the rainfall upon the land and de ¬<br />
livering the water gradually and in<br />
purity to the streams This is what<br />

tudinous trails fouling the streams<br />
with deleterious matter Large<br />
spaces at the heads of the foothills<br />
were entirely denuded and enor- ¬<br />
mous quantities of earth were car- ¬<br />
ried into our harbor by the floods<br />
In the present undisturbed condi ¬<br />
tion of Luakaha the rank vegetation<br />
is natures efficient disinfecting<br />
agent for purifying the water sup ¬<br />
plied to the town<br />
The action of the Government at<br />
that time met with general approba- ¬<br />
tion as did subsequent measures of<br />
like character We think that this<br />
plan of action continues to be ap ¬<br />
proved and will stand as a wise<br />
and necessary method of dealing<br />
with the matter In any case the<br />
Administration would deserve the<br />
severest censure if it altered so well<br />
approved an arrangement which<br />
has stood the test of years of trial<br />
without the fullest investigation of<br />
the subject and a general consensus<br />
of opinion from competent special- ¬<br />
ists to guide them<br />
Workingmans letter is an ex- ¬<br />
cellent illustration of the readiness<br />
of some persons to undertake to en ¬<br />
A rule is attempted to bo laid<br />
down by those who appear to wor- ¬<br />
ship theories regardless of practical<br />
considerations that all vacancies in<br />
the public service should bo filled<br />
by the appointment of the person<br />
next Jbelow Now this mode of proceeding<br />
is in many instances right<br />
and proper just to individuals as<br />
wellas beneficial to the public But<br />
it is by no means always so nor<br />
even generally in such conditions as<br />
have oxisled in the public service of<br />
this country for the last year and a<br />
half<br />
The appointment of Mr Foster<br />
as Police Justice may be admitted<br />
to be an excellent one though we<br />
have never understood that clerks of<br />
courts were iu the direct line of<br />
promotion to the bench If he<br />
makes a good judge as we have no<br />
doubt he will it will be mainly by<br />
reason of his mental and moral<br />
qualifications and of a legal educa- ¬<br />
tion which ho did not get in the<br />
position ho has just vacated We<br />
presume Messrs Smith and Reist<br />
are perfectly qualified for the posi- ¬<br />
tions to which they have been re- ¬<br />
spectively advanced Such being<br />
the case their promotion is to bo<br />
commended But we denv that any<br />
possible length of service in the<br />
routine of clerical work will afford<br />
any presumptive evidence of either<br />
of them being qualified to exercise<br />
judicial functions They may or<br />
may not be but nothing can be<br />
proved either one way or the other<br />
by any such test We have nothing<br />
to say against Judge Bickertons<br />
record in his present position but<br />
the fact that he had been Police<br />
Justice for three or four yaars or<br />
even ten times as long could neither<br />
make him nor prove him qualified<br />
to deal with the higher nioro com- ¬<br />
plicated and very different questions<br />
which come before the highest legal<br />
tribunal in the Kingdom If he has<br />
proved a good judge let us bo<br />
thankful but wo suppose the hon- ¬<br />
orable gentleman himself would bo<br />
quite willing to admit that equally<br />
good appointments have often been<br />
made direct from the ranks of the<br />
profession According to these<br />
theorists a great injustice was<br />
done and the public service received<br />
a vicious blow when upon the death<br />
of Judge Fornander Judge Dayton<br />
was passed over and S B Dole<br />
Esq who had never had any judi- ¬<br />
cial experience was appointed to<br />
fill the vacancy For our own part<br />
although we have a high regard for<br />
Judge Dayton we fail to see either<br />
the injustice or the impolicy<br />
JLt may ue admitted that among<br />
those doing ordinary routine work<br />
of a similar character in any of the<br />
departments promotions should be<br />
made generally though by no means<br />
invariably in the regular line of<br />
succession But when we get out- ¬<br />
side the range of these cases of<br />
which the Clerks1 Office of the Su- ¬<br />
preme Court furnishes a very good<br />
example we shall find this much<br />
vaunted rule subject to so many and<br />
such striking exceptions as to be<br />
practically no rule at all It is a<br />
rule which men of ability and sue<br />
cess are never found adopting in<br />
their own business except in a very<br />
limited and modified way<br />
As regards most branches of the<br />
public business there is a deal of<br />
humbug about the wonderful value<br />
of<br />
lighten the public upon subjects<br />
which they do not themselves un- ¬<br />
derstand His real animus appears<br />
in his vigorous but ill directed little<br />
tirade against the Ministry He<br />
had better try again He is doubt- ¬<br />
less very much in earnest but he<br />
will hardly get np another revolu- ¬<br />
tion on the dead grass question<br />

FOREIGN GRASSES<br />
The question of grasses has not<br />
occupied tho minds of our ranchers<br />
and dairy farmers hero as much as<br />
it should havo done or rather we<br />
would say as widely as it should<br />
havo done There have been re- ¬<br />
cently some careful experiments<br />
made which havo gone far towards<br />
proving what can be done in this<br />
direction<br />
It is well known to all country<br />
residents that tho native grasses<br />
havo been steadily ousted by two<br />
foreign intruders viz Hilo grass<br />
and manienie The ordinarv ob<br />
server believes the former to bo<br />
utterly worthless and the latter to<br />
havo every good property This is<br />
not entirely true for if not too rank<br />
cattle will eat Hilo grass readily<br />
though it makes very poor beef<br />
while the latter is not by any means<br />
the best material to fatten animals<br />
upon<br />
The question has therefore come<br />
up before some of our stock raisers<br />
as to what to do to improve the feed<br />
especially has it come before thoso<br />
who have small herds runuing on<br />
limited pasture The grasses that<br />
havo been tried are cocksfoot and<br />
rye grass from England rib grass<br />
from Australia prairie and Johnson<br />
grass from America and Guinea<br />
grass from Africa besides red and<br />
Spanish clover These can all bo<br />
seen growing luxuriantly on at least<br />
two ranches in this Ivingdom There<br />
are two methods of planting One is<br />
to sow free over a field already con<br />
taining Hilo grass and manienie<br />
Wo had recently an opportunity of<br />
seeing the result of such a sowing<br />
The foreign grasses in spite of a<br />
luxuriant growth of Hilo grass were<br />
holding their own famously the<br />
cocksfoot in several places or<br />
patches having come out victorious<br />
over the Hilo grass Of course such<br />
a method of sowing is comparatively<br />
inexpensive moreover it shows what<br />
an imported grass can do fdr itself<br />
when loft to fight its own way The<br />
other method is to plough out the<br />
worthless grass froni a field harrow<br />
it well and then sow the imported<br />
grass Tho results from such a plan<br />
are much more rapidly obtained but<br />
of course the process is much too<br />
expensive to be carried out on any<br />
very large scale On small butter<br />
farms however it will be found to<br />
pay very well as by sowing at inter- ¬<br />
vals a constant supply of excellent<br />
fodder for cattle will always be on<br />
hand<br />
Not only however has the experi- ¬<br />
ment of sowing imported grasses<br />
been tried on a small scale but on<br />
one ranch a considerable tract of<br />
open land has been free sown and<br />
in spite of the fact that the cattle<br />
and horses naturally go for the<br />
new grass it is beginning to hold its<br />
own both against its animal and<br />
vegetable foes<br />
Experiments such as these are of<br />
great value to the country Wo are<br />
or havo been so wrapped up in the<br />
of practical training in the cultivation of sugar that every other<br />
service and the superlative results industry has been allowed to get<br />
of long training in subordinate along in a happy go lucky fashion<br />
positions in the same department In the last few years there has cer- ¬<br />
Very fine words certainly but they tainly been a great improvement in<br />
represent a very moderate amount our stock breeding but we are not<br />
of fact In all the ordinary routine going to keep up the best of stock<br />
positions in the public service there unless we supply it with the best of<br />
is nothing mysterious complicated feed Just as a great general once<br />
or profound Any man possessed of said that a soldier marched on his<br />
a fair degree of aptitude and good stomach so does a horse or a bullock<br />
powers of application can master the work on the same necessary mem<br />
details of such work in a short time ber We have no business to go<br />
and be just as efficient with a few abroad in the feed line every pound<br />
months of experience as ho would in of hay every portion of feed for our<br />
as many years Another class of animals ought to be raised right<br />
positions considerable in number here and can be raised here if peo- ¬<br />
and vital in importance require ple will only set about it systemati- ¬<br />
either special professional training cally<br />
or the possession of certain personal<br />
qualifications such as energy organ- ¬ The news from Washington re- ¬<br />
