6.5 Standard Offer; Standard Product
There have been some teething problems in these programmes due to overlaps
between them. Current thinking is to decide which would be the most efficient
and effective route to follow in order to get the fastest turnaround time.
A marketing blurb has been done and is on the Eskom IDM website. There are
simple steps to follow, and we could make a link to this on our website.
Mr Etzinger asked that anybody experiencing any hiccups on these programmes,
or wishing to make suggestions, should please contact him.
6.6 Heat pump rebate
14 suppliers have now been registered. The delay was that SABS do not have
standards for heat pumps. Eskom specialists have looked at the quality of the
suppliers and on this basis have approved certain suppliers. A formal
accreditation process from SABS should be ready within about 3 – 4 months.
6.7 SWH rebate review
Currently these rebates are subject to revision. This will be announced in the
near future. The take-up of this programme is growing very fast. Of the 40 000
installed and applied for during the past three years, a total of 10 000 have been
done in February alone.
One issue receiving attention is that local content must be built into the rebate.
6.8 Downlighters workshop.
This workshop (that was held on 31 March) focussed on this lighting technology.
The next big wave after CFLs will be LEDs.
6.9 Demand Response Programme.
This used to be called Demand Market Participation with Key customers. Eskom
now want to expand this to smaller customers that would be able to participate by
means of aggregating sufficient capacity to qualify. A memo on this matter is
posted on the Eskom website. It is likely that this opportunity could stimulate a
whole new service industry of agents that could act on behalf of several smaller
customers to effect this aggregation and metering.
This system is currently working well in the US. At the “Right Price” anything can
be switched off. Mr Etzinger emphasised that the grid needs an additional
1600MW by January next year!
Eskom will contract this with an international agency that has done this
worldwide. They will then negotiate with indiviuduals to join. A two part tariff
system is being considered, consisting of a fixed chare as well as a running
charge.
