Modifications to the Endow <strong>Iowa</strong> Tax<br />

Credit Program were implemented<br />

that increased the tax credit to 25%,<br />

up from the 20% previously offered,<br />

for charitable contributions made to<br />

a permanent endowment fund at a<br />

qualified community foundation.<br />

While still eligible for federal tax<br />

deductions, under the modifications<br />

donors no longer qualified to receive<br />

a state charitable deduction for this<br />

special contribution. The amount<br />

available in total Endow <strong>Iowa</strong> Tax<br />

Credits increased to approximately<br />

$3.7 million annually.<br />

approximately $123,000.<br />

May 2011<br />

Through unanimous approval in the<br />

<strong>Iowa</strong> House and Senate, an increase<br />

of $800,000 was added to the base<br />

of Endow <strong>Iowa</strong>, bringing the total<br />

available in 2011 to approximately<br />

$4.5 million. The bill was signed into<br />

law by Governor Terry Branstad.<br />

County Endowment<br />

Fund Grants<br />

The County Endowment Fund Program stipulates<br />

that the countywide community foundations distribute<br />

75% of the allocated funds to charitable projects/<br />

programs within their counties. The remaining 25%<br />

is used to build the unrestricted endowment fund for<br />

that county to provide future grant support. Community<br />

foundation grantmaking is done at the local level.<br />

Each county develops its grant distribution processes<br />

and involves local citizens to review and allocate<br />

funding to charitable projects/programs that impact a<br />

broad range of a community’s wellbeing. Because of<br />

this local involvement, grant awards vary from year to<br />

year, based on current and emerging needs.<br />

Each of the 85 counties that participated in this<br />

program submitted reports to the <strong>Iowa</strong> Council of<br />

Foundations and the <strong>Iowa</strong> Economic Development<br />

Authority. These reports outline the grant award<br />

recipients and provide additional information about<br />

the community foundations; the results are outlined<br />

in the following pages.<br />

In the reports, the counties outlined the grant award<br />

recipients using a common listing to categorize each<br />

grant as either program- or capital-based, with a<br />

particular focus in one of seven categories. The chart<br />

below serves as a key for the grants outlined in each of<br />

the county reports.<br />
