In addition, the Financial Advisor submitted expenses to the <strong>Turnpike</strong> for reimbursement,<br />

to include lunches with their own Commissioners and other employees. A former <strong>Turnpike</strong><br />

Commissioner was confronted with several of the expense reports and reacted as follows, “This<br />

is the first time I’ve ever seen this and I’m shocked at what the lunches were costing. Yes, he<br />

did take me to lunch a few times. I didn’t know that it was that kind of a number because the bill<br />

never came to the table. I’ve never seen an expense bill like that that came before the<br />

commission. I would have objected to that had I known about it.”<br />

The <strong>Grand</strong> <strong>Jury</strong> found the following expenses worthy of note: (1) breakfast with another<br />

financial advisor in the amount of $134.35; (2) lunch with a <strong>Turnpike</strong> Commissioner in the<br />

amount of $134.14; (3) dinner at the Tribeca Grill in the amount of $1,012.70; and (4) hotel<br />

accommodations for the Financial Advisor, Commissioner Rubin, another Commissioner, and a<br />

former Chief Operation Officer of the <strong>Turnpike</strong> in the amount of $1,148.78.” Between June<br />

2003 and December 2009, the <strong>Turnpike</strong> reimbursed the Financial Advisor $6,913.15 in expenses,<br />

including those itemized above.<br />

Orth-Rodgers assisted with invitations for a fundraiser for Gubernatorial Candidate #2<br />

during his 2010 campaign. In preparation for that fundraiser, Hatalowich made phone calls using<br />

the Orth-Rodgers office in Mechanicsburg to generate additional support. Hatalowich used<br />

spreadsheets and consultant lists generated by the <strong>Turnpike</strong> to track the calls he made. On June<br />

30, 2010, based upon telephone records reviewed by the <strong>Grand</strong> <strong>Jury</strong>, Hatalowich contacted the<br />

following companies from the Orth-Rodgers offices:<br />
