Introduction<br />
To create a library, a series of technical,<br />
adm<strong>in</strong>istrative <strong>and</strong> f<strong>in</strong>ancial steps must be<br />
taken. This long process beg<strong>in</strong>s with<br />
plann<strong>in</strong>g, <strong>in</strong> which the nature of the library<br />
that is needed is decided <strong>and</strong> def<strong>in</strong>ed. The<br />
description of the library service is drawn up<br />
by specialist library planners. The next step<br />
is the conception <strong>and</strong> realisation of the<br />
build<strong>in</strong>g that is to house it. This requires the<br />
<strong>in</strong>tervention of an architect. An architect is<br />
tra<strong>in</strong>ed to transform needs, desires <strong>and</strong><br />
expectations <strong>in</strong>to attractive spaces which<br />
can actually be realised; spaces that <strong>in</strong>spire<br />
those who occupy them, that encourage<br />
them to behave <strong>in</strong> a certa<strong>in</strong> way. But we
