Parking Matters (continued)<br />

PERMIT AND PASSHOLDER<br />

OBLIGATIONS<br />

It is the responsibility <strong>of</strong> all permit and<br />

passholders to:<br />

● Ensure permits and passes are clearly<br />

displayed in the front window <strong>of</strong> the<br />

relevant vehicle.<br />

● Comply fully with all <strong>University</strong> parking<br />

rules.<br />

NON-COMPLIANCE WITH<br />

PARKING RULES<br />

Failure to comply with these rules may<br />

result in any or all <strong>of</strong> the following:<br />

Warning<br />

The <strong>University</strong> reserves the right to affix a<br />

warning notice to any vehicles in breach<br />

<strong>of</strong> the rules.<br />

Fixed Penalty Fine<br />

The <strong>University</strong> reserves the right to affix<br />

a £25 penalty notice to any vehicle which<br />

causes a significant obstruction or hazard<br />

through breach <strong>of</strong> the rules.<br />

Withdrawal<br />

The <strong>University</strong> may, for persistent<br />

<strong>of</strong>fenders, withdraw a permit or pass on<br />

a temporary or permanent basis either<br />

from the individual or from the school/<br />

unit concerned.<br />

In addition to the above,<br />

● persistent <strong>of</strong>fenders will be liable<br />

to, as well as the loss <strong>of</strong> parking rights,<br />

established institutional disciplinary<br />

procedures.<br />

● where access is compromised for<br />

emergency or service vehicles, the<br />

<strong>University</strong> reserves the right to contact<br />

the police who may remove the vehicle<br />

at the owner’s expense.<br />

● the <strong>University</strong> also reserves the right<br />

to dispose <strong>of</strong> vehicles abandoned on<br />

<strong>University</strong> premises with the owner liable<br />

for the full cost <strong>of</strong> removal.<br />

APPEALS<br />

Appeals against fixed penalties must be<br />

made in writing to Human Resources<br />

within ten working days <strong>of</strong> the day the<br />

fixed penalty is issued. If the appeal<br />

is upheld, the fixed penalty will be<br />

withdrawn. If the appeal is lost, the fixed<br />

penalty must be paid within ten days <strong>of</strong><br />

the appeal decision. The same process<br />

will apply to appeals against withdrawal<br />

<strong>of</strong> parking facilities.<br />

NON-PAYMENT OF<br />

FIXED PENALTIES<br />

Non-payment <strong>of</strong> a fixed penalty by a<br />

member <strong>of</strong> staff or student will result in<br />

disciplinary procedures being initiated.<br />

Information concerning a violation <strong>of</strong> any<br />

<strong>of</strong> the <strong>University</strong>’s vehicle parking rules<br />

will be recorded and remain on record<br />

for a period <strong>of</strong> twelve months.<br />

EXPENSES AND<br />

ALLOWANCES<br />

Under <strong>University</strong> and Inland Revenue<br />

rules, travel to work expenses are<br />

neither reclaimable nor chargeable as an<br />

allowance against taxable earnings.<br />

<strong>St</strong>aff are encouraged to walk, cycle,<br />

use public transport, or <strong>University</strong><br />

services/vehicles between <strong>University</strong><br />

sites. As a result, public transport costs<br />

will be reimbursed and a cycle mileage<br />

allowance will be provided for intersite<br />

travel, but no other allowances will<br />

be provided for such travel except in<br />

exceptional circumstances.<br />

CHARGES &<br />

PARKING PROVISION<br />

Parking permits and passes are currently<br />

free <strong>of</strong> charge, but the replacement <strong>of</strong><br />

permits and passes will incur a reasonable<br />

administrative charge.<br />

PARKING PROVISION<br />

Parking provision is under review across<br />

the <strong>University</strong>. In line, however, with its<br />

Environment <strong>St</strong>rategy, the <strong>University</strong> will<br />

not, unless obliged to do so, be making<br />

any further provision for parking within<br />

the town centre.<br />
