For cooperati<strong>on</strong> between global stakeholders, the involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> all actors/stakeholders<br />

including buyers/end-c<strong>on</strong>sumers and producers/manufacturers was seen as<br />

essential. In additi<strong>on</strong>, existing global instruments need to be strengthened and<br />

should clearly address the obstacles hindering the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards.<br />

Participants also came to the c<strong>on</strong>clusi<strong>on</strong> that establishing dialogue is already a<br />

success in itself! It was viewed as the result <str<strong>on</strong>g>of</str<strong>on</strong>g> a l<strong>on</strong>ger-term process and it was<br />

emphasised that dialogue should commence at enterprise level and then be scaled<br />

up to include other stakeholders.<br />

Promoting and strengthening workers’ organisati<strong>on</strong>s, developing complaint mechanisms<br />

and adopting multi-stakeholder processes and systems based <strong>on</strong> a comm<strong>on</strong>ly<br />

accepted understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards were all seen as crucial prec<strong>on</strong>diti<strong>on</strong>s for<br />

the successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards, as were the development <str<strong>on</strong>g>of</str<strong>on</strong>g> legal<br />

instruments and the strengthening <str<strong>on</strong>g>of</str<strong>on</strong>g> law enforcement mechanisms by nati<strong>on</strong>al<br />

governments (e.g. including uni<strong>on</strong>s in m<strong>on</strong>itoring).<br />

After a day <str<strong>on</strong>g>of</str<strong>on</strong>g> exchanging experiences from the northern and southern perspectives,<br />

the less<strong>on</strong>s learned were that integrating the southern perspective and strengthening<br />

the overall dialogue is essential. Moreover, an h<strong>on</strong>est social dialogue together with<br />

collective bargaining were seen as crucial factors for the successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

social standards in developing countries.<br />

employers are not implementing nati<strong>on</strong>al<br />

labour laws and not respecting the principles<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> ILO C<strong>on</strong>venti<strong>on</strong>s which are the<br />

resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the government and<br />
