Pilot 2 targets low wage earners who currently receive recurr<strong>in</strong>g salary payments <strong>in</strong> cash.<br />
The pilot could <strong>in</strong>volve a commercial entity (e.g., food processor) or a local or national<br />
government m<strong>in</strong>istry. The pilot would identify a set of <strong>in</strong>dividuals who would establish<br />
mobile bank accounts. They would receive tra<strong>in</strong><strong>in</strong>g on f<strong>in</strong>ancial literacy and the<br />
mechanics of access<strong>in</strong>g their accounts. A support ecosystem would be located near their<br />
place of employment. The ecosystem would <strong>in</strong>clude retail mobile money acceptance<br />
po<strong>in</strong>ts as well as bank agent cash-out po<strong>in</strong>ts. In the early stages, the implement<strong>in</strong>g<br />
