<strong>Protection</strong> <strong>Isl<strong>and</strong></strong> <strong>and</strong> <strong>San</strong> <strong>Juan</strong> <strong>Isl<strong>and</strong></strong>s <strong>National</strong> <strong>Wildlife</strong> <strong>Refuges</strong> CCP/WSP<br />

process. A Notice of Intent (NOI) was published in the Federal Register on August 14, 2007, to invite the<br />

public to participate in the planning process <strong>and</strong> solicit their comments. Additional outreach efforts<br />

during initial scoping (Aug 2007-April 2008) emphasized face-to-face meetings with key state <strong>and</strong> federal<br />

agencies, marine resource committees, federally elected officials, tribal governments, non-governmental<br />

organizations, <strong>and</strong> the research community. After initial public scoping, preliminary management options<br />

were presented at two public open house meetings in September 2008, <strong>and</strong> additional agency coordination<br />

occurred. A Notice of Availability of the Draft CCP/WSP/EA was published in the Federal Register on<br />

August 18, 2010 followed by a 30-day public comment period. The Service also distributed planning<br />

updates, initiated news releases, <strong>and</strong> gave presentations at community <strong>and</strong> other non-governmental<br />

organizations to inform the public, invite discussion <strong>and</strong> solicit feedback. Planning issues, preliminary<br />

management alternatives <strong>and</strong> internal <strong>and</strong> public drafts of the CCP <strong>and</strong> this final CCP were developed<br />

taking into consideration comments received throughout the planning process. Additional information<br />

regarding public involvement activities is located in Appendix K.<br />
