The 21 Marinas on the lake offer a variety of accommodations,<br />

boat rentals, campgrounds and restaurants, along with<br />

cleanest lakes in North America and continues to work<br />

<strong>Norris</strong> <strong>Lake</strong> - Paradise Found <strong>Norris</strong> Dam Area<br />

Nestled in the foothills of the Cumberland Mountains about<br />

20 miles north of Knoxville, just off I-75, lies <strong>Norris</strong> <strong>Lake</strong>.<br />

Well known for its fishing, skiing and boating on its deep<br />

clean waters, the lake consists of two major rivers and<br />

numerous creeks. It extends 56 miles up the Powell River<br />

and 73 miles into the Clinch River. Since the lake is not fed<br />

by another major dam, the water is cleaner and once the<br />

sun begins to warm the water in spring, it tends to maintain<br />

a steady warm temperature until fall.<br />

Recreational use of <strong>Norris</strong> <strong>Lake</strong> exceeds that of any other<br />

TVA tributary lake. At normal summer pool, with the lake<br />

level at 1020 (sea level), there are over 34,000 acres of<br />

surface water. Endless fun-filled activities await including<br />

boating, watersports, fishing, swimming, scuba diving and<br />

relaxing. <strong>Norris</strong> <strong>Lake</strong> has over 56 species of fish and is well<br />

known for its striper fishing. An abundance of wildlife can<br />

be seen around the lake including deer, turkey, great blue<br />

herons and eagles, along with cows and horses grazing<br />

around the shoreline in some places.<br />

Along the 809 miles of shoreline, many activities can<br />

be enjoyed like golfing, hiking, horseback riding, rock<br />

climbing, cliff jumping and camping. The shoreline includes<br />

over 50 miles of islands, numerous picnic areas, caves,<br />

cliffs, beaches and gradual sloping shorelines. With<br />

hundreds of secluded coves, 3 state parks, 2 wildlife management<br />

areas and 59 public access sites, it’s no wonder<br />

<strong>Norris</strong> <strong>Lake</strong> has become a favorite vacation destination.<br />

The marinas of <strong>Norris</strong> <strong>Lake</strong> offer all kinds of boat rentals,<br />

accommodations; including on the lake, lake front and lake<br />

view, a great selection of food at their restaurants, groceries,<br />

snacks and supplies to make your vacation complete.<br />

Some marinas have live bands, karaoke and theme parties<br />

on the weekends, along with party rooms available for<br />

reunions, weddings and business functions. Don’t miss<br />

all the marinas’ firework shows around the 4th of July, the<br />

Crownline and Malibu gatherings, holiday parties and<br />

get-togethers on the lake. "Fire on the Water" at Sequoyah<br />

The <strong>Norris</strong> Dam Area encompasses the Clinch River from<br />

the dam to the 19 day marker at Loyston Point, along with<br />

Big Creek and Cove Creek. The <strong>Norris</strong> Dam Marina<br />

overlooks the lake where Cove Creek meets the Clinch<br />

River at the dam. Cove Creek flows from Cove <strong>Lake</strong> State<br />

Park to the dam. Along Cove Creek there are two marinas,<br />

Twin Cove Marina and Mountain <strong>Lake</strong> Marina. The <strong>Norris</strong><br />

Dam State Park and the Cove Creek Wildlife area border<br />

Cove Creek where it meets the Clinch River. The <strong>Norris</strong><br />

Dam State Park also borders the Clinch River up past Big<br />

Creek before you get to Sequoyah Marina. Farther up is<br />

the Anderson County Park located where the Clinch and<br />

Powell Rivers merge. Stardust Marina is just around the<br />

corner from the merge on the Clinch River (day marker 9).<br />

Big Creek flows from before the Campbell County Park<br />

just outside of LaFollette to the Clinch River. Indian River<br />

Marina and Whitman Hollow Marina are both located on<br />

Big Creek.<br />

<strong>Norris</strong> Dam, the first project built by the Tennessee Valley<br />

Authority (TVA), was started in 1933. Named for George<br />

W. <strong>Norris</strong>, a U.S. Senator from Nebraska who was the<br />

author of the legislation that created the TVA. The dam<br />

was completed in 1936 and the lake was filled by 1937.<br />

At 265 feet tall and 1,860 feet long, <strong>Norris</strong> Dam provides<br />

flood control and recreation; generates hydroelectricity<br />

and helps improve navigation of the Tennessee River. The<br />

waters of <strong>Norris</strong> <strong>Lake</strong> have over 800 miles of shoreline<br />

including dozens of islands. With a surface area of more<br />

than 34,000 acres and depths over 200 feet, <strong>Norris</strong> <strong>Lake</strong><br />

holds about 830 billion gallons of water. The dam has two<br />

turbine hydroelectric generators that can produce up to<br />

100,800 kilowatts of electric.The spill waters offer great<br />

trout fishing, and eventually flow into the Ohio River.<br />

<strong>Norris</strong> Dam State Park surrounds the dam with many<br />

facilities and activities including hiking trails, playgrounds,<br />

tennis courts, swimming pools and recreational programs.<br />

Campgrounds, picnic areas and cabin rentals are also<br />

available. There is a visitors center on one side of the dam<br />

and an overlook on the other side that provides a great<br />

vista for photos. A picnic area is at the base of the dam.<br />

The clear deep waters of <strong>Norris</strong> <strong>Lake</strong> create<br />

a perfect habitat for rockfish, walleye, catfish<br />

largemouth, smallmouth, bluegill and crappie.<br />

Famous for its trophy-size stripers, walleye<br />

and catches of black crappie, <strong>Norris</strong> <strong>Lake</strong><br />

has become a favorite destination for anglers<br />

across the country.<br />

License Information<br />

A Tennessee fishing license is required if<br />

you take fish or attempt to take fish (including<br />

crayfish) by any method or if you assist<br />

someone else to do so. Non-residents have<br />

a choice of annual, 10-day or 3-day fishing<br />

license, for either all fish or no trout. If you<br />

are under 13, you do not need a license.<br />

Annual fishing licenses go on sale February<br />

18, the start of prime fishing and are valid<br />

until the last day of February the following<br />

year. Licenses are available by phone, on the<br />

web, by mail or from the county court clerks,<br />

some sporting goods stores, hardware stores<br />

and marinas. To purchase a license or for<br />

more information, call 888-814-8972 or visit<br />

www.tnwildlife.org. If purchased by<br />

phone, an authorization number will allow<br />

you to fish immediately. Call the marinas for<br />

information on local fishing tournaments,<br />

area guides and other tips.<br />

Spotted bass<br />

Small white spinners, plastic grubs on<br />

leadhead jigs, doll flies, and crawfish<br />

crankbaits are all excellent.<br />

Largemouth bass<br />

Use Crankbaits, top water lures, Flukes,<br />

Bass Assassins, spinners, and Carolinarigged<br />

lizards during April, May, and<br />

early June.<br />

Smallmouth bass<br />

Good lures for <strong>Norris</strong> smallmouth are Silver<br />

Buddies, 1/4 oz (or smaller) doll flies, doll<br />

flies tipped with minnows, float-and-fly rigs,<br />

and large shiners. On windy days in late<br />

winter, cast small crankbaits to wind-swept,<br />

rocky banks. In early spring smallmouth<br />

spawn on gravel points which reach out<br />

into the main channels. Spinners or pig’n<br />

jigs fished at night on steep, boulder-strewn<br />

banks catch good smallmouth year-‘round.<br />

Crappie<br />

Quality angling is best in the back of major<br />

embayments such as Big Sycamore Creek,<br />

Davis Creek and Big Creek. Upper river<br />

sections above Point 15 (Powell) and<br />

Point 31 (Clinch) are also good. Fish close<br />

to the brush piles or downed trees in the<br />

winter, early spring or late fall months. Small<br />

minnows, plastic grubs, flies tipped with<br />

minnows, and small crankbaits work best.<br />

Walleye<br />

During river runs, troll or jig with minnowtipped<br />

doll flies, Sparkle Tails, AC Shiners,<br />

Rapalas, or Shad Raps. In late spring, night<br />

anglers cast crankbaits into flooded weeds.<br />

Trolling with Jet Lures tipped with night<br />

crawlers, spinner-and-night crawler rigs,<br />

or with deep running Long-Billed Rebels<br />

and Model 911 RedFins is popular by the<br />

end of May on the lower end. Night fishing<br />

with jigging spoons, alewife or shad accounts<br />

for good catches in the summer.<br />

<strong>Norris</strong> <strong>Lake</strong> Fish Habitat Enhancement<br />

The TWRA and volunteers from the public sector, have worked to improve fish habitat in <strong>Norris</strong><br />

<strong>Lake</strong> for many years. More than 21,000 structures have been placed in the lake since 1992.<br />

A wide variety of fish attractors have been used in an attempt to concentrate fish for anglers.<br />

These include brush piles which are used by many game fish, and stake beds which are primarily<br />

for concentrating crappie. These attractors work well, but must continually be refurbished. Bald<br />

cypress and black willow trees have been planted in drawdown areas to create additional, long<br />

lasting habitat. Shoreline seeding of grasses during the winter drawdown has the potential of<br />

creating spawning habitat and cover for young fish. Inconsistent water levels, however, have<br />

rendered any shoreline seeding projects impractical. Spawning benches have been constructed<br />

to provide habitat for smallmouth bass reproduction.<br />

Powell River Area<br />

The Powell River is one of the two rivers that makes up<br />

<strong>Norris</strong> <strong>Lake</strong>. It meets the Clinch River about 10 miles<br />

northeast of the dam around Anderson County Park at day<br />

marker 9. It extends 56 miles northeastward eventually<br />

flowing under 25E just south of Cumberland Gap. The<br />

Powell River offers scenic views of the Cumberland<br />

Mountains to the northwest and the Chuck Swan Wildlife<br />

Management Area to the southeast.<br />

The Powell River offers many full service marinas offering<br />

everything you need from lodging and restaurants to boat<br />

rentals and repairs. Shanghai Resort is located at day<br />

marker 10, not far from where Cedar Creek meets the<br />

Powell River. Between day markers 10 and 11 is Deerfield<br />

Resort, Deerfield Cove Marina and The Tiki Club where<br />

you can enjoy a drink and a bite to eat. Just around the<br />

next corner is Springs Dock Resort. Flat Hollow Marina<br />

Resort and Blue Springs Dock are both a little further<br />

down on the Powell River around day marker 14. The<br />

Powell River continues over 25 more miles past a car ferry<br />

and through a lot of undisturbed areas, great for skiing.<br />

There are two major creeks that feed into the Powell<br />

River, Cedar Creek and Davis Creek. Sugar Hollow Marina<br />

is the only dock on Cedar Creek and is close to the Cedar<br />

Creek Bridge. Davis Creek enters the Powell River at<br />

day marker 12 behind an Island where it is easy to miss.<br />

Powell Valley Resort is located at day marker 13 on Davis<br />

Creek where Doakes Creek splits off. The view of the<br />

Cumberland Mountains from Davis Creek is awesome.<br />

There are many secluded coves in the Chuck Swan<br />

Wildlife Management Area that borders a lot of The<br />

Powell River. For an exciting day, hike into the Chuck<br />

Swan Wildlife Management Area and discover the lookout<br />

tower (GPS 36.37210,-83.89310) or Panther Cave. It’s a<br />

good idea to take a gps so you don’t get lost.<br />

The Powell River has a lot of wildlife if you keep your<br />

eyes open. Along the shores watch out for deer, great<br />

blue heron, bald eagles and turkeys. Sometimes you may<br />

catch an eagle swooping down to catch a fish or a deer<br />

swimming across the lake and of course fish jumping.<br />

and bookstore. Spectacular overlooks,<br />

unique rock formations, cascading waterfalls,<br />

found in the park's 24,000 acres.<br />

Fly Fish on the Clinch River<br />

Many experienced anglers consider the<br />

Clinch tail waters that flows 13 miles from<br />

<strong>Norris</strong> Dam, to be the finest trout fisheries<br />

in the Country. The clear, shallow, slowmoving<br />

Clinch demands a stealthy<br />

approach, delicate presentation, small flies<br />

and draf-free drifts. To consistently catch<br />

its wild, wary rainbow and brown trout<br />

requires concentration, careful execution<br />

and patience.<br />

Lower Clinch River<br />

The Lower Clinch River Watershed is located in East Tennessee and includes parts of<br />

Anderson, Campbell, Grainger, Knox, Loudon, Morgan, Roane, and Union Counties.<br />

Legend has it that settlers named the waterway “Clinch” based on stories that a Native<br />

American was chasing a white man across the river and "clenched" the native, drowning<br />

him. Alternative explanations include an early explorer falling off his raft yelling “Clench<br />

me.” There are numerous historical references to the Clinch’s River and the Pellissippi<br />

River (the Native American name meaning “winding waters”).<br />

LMU Museum<br />

Located in Harrogate on the beautiful campus<br />

of Lincoln Memorial University, the<br />

Abraham Lincoln Library and Museum<br />

houses one of the most diverse Lincoln and<br />

Civil War collections in the country with<br />

many rare items, books and artifacts.<br />

Approximately 30,000 books, manuscripts,<br />

pamphlets, photographs, paintings and<br />

sculptures tell the story of President<br />

Lincoln and the Civil War period. The museum<br />

is open on the major summer holidays<br />

and is closed for Thanksgiving, Christmas<br />

and New Year's Day. The Library and<br />

Cumberland Gap<br />

Nestled at the foot of the Cumberland<br />

Mountains inside Cumberland Gap National<br />

Historical Park. A breathtaking beauty and<br />

charming "Mayberry" atmosphere will greet<br />

you as you come into town. First known as<br />

the "Gateway to the West", then as the<br />

strong hold during the Civil War,<br />

Cumberland Gap is now known for everything<br />

from its specialty shops to the<br />

National Historical Park. Cumberland Gap<br />

is a great place to spend the day, or even<br />

spend a weekend. Some of the local attractions<br />

include the Bicycle Museum, the Iron<br />

Furnace, the Wedding Chapel, and walking<br />

Powell River<br />

The Powell River Watershed in East Tennessee is located in Campbell, Claiborne,<br />

Hancock, and Union Counties. It is named for a man called Powell who apparently<br />

carved his name into many of the trees of the area while accompanying the exploration<br />

party of Dr. Thomas Walker in the mid-eighteenth century. His name appeared so<br />

frequently on trees in the valley of this river that later explorers and early pioneers<br />

came to call the stream "Powell's River" and the valley "Powell's Valley".<br />

The Royal Blue WMA, Chuck Swan WMA,<br />

and Coal Creek OHB are a favorite destination<br />

for ATV Riders. Big Ridge State Park<br />

and Savage Gardens are naturalist parks<br />

abundant in wildlife and rare seasonal wild<br />

flowers such as jack in the pulpit. Each<br />

season is a tapestry of color. Spring brings<br />

the pinks, whites and purples of flowering<br />

dogwood, red bud and violets. During the<br />

summer, the canopy of green provides<br />

shade, as well as fern guarded streams and<br />

blackberry picking. Fall is majestic when<br />

the oaks, maples, poplars and hickory turn<br />

the area orange, red and yellow with color.<br />

Hatfield Knob’s Elk Herd<br />

A really cool elk herd of 400 majestic creatures<br />

graces the Royal Blue Management<br />

Area just off Hwy 25W. Hatfield Knob is<br />

where the public can witness the power<br />

and grace of 1,000lb animals native to<br />

Appalachia until the late 1800s. Thanks to<br />

monumental restoration efforts elk roam<br />

native lands again. Cars, trucks and ATVs<br />

Loyston Sea<br />

Loyston was located in the Clinch/Powell river valley in Union County. When the valley<br />

was inundated by the closing of the dam to create <strong>Norris</strong> <strong>Lake</strong>, Loyston was lost to the<br />

depths of the water. The town was built by John Loy in the early 19th century and was<br />

an important trading center for local farmers. By the 1930s, Loyston had a population<br />

of about 70 residents, and consisted of a post office and several small businesses<br />

when <strong>Norris</strong> Dam construction began. Loyston Sea is located in a 1 mile wide<br />

section of the lake along the shores of Big Ridge State Park.<br />

There are archery and shooting ranges at<br />

several of the Wildlife Management Areas,<br />

as well as a 3D archery and tournaments<br />

held at the Union County Archery Range.<br />

Tazewell Speedway is open for speed<br />

and fun Saturday Nights from April to late<br />

September. The dirt track offers a unique<br />

type of racing with many classes of cars.<br />

of trail miles from Kentucky to Alabama.<br />

Sharp”s Fort- Big Ridge<br />

In 1761, a group of long hunters hunted in the Clinch and Powell valleys from a station camp<br />

in southwestern Virginia. The long hunting expeditions of the 1760s were followed by a flood<br />

of settlers in the 1770s and 1780s. In the waning years of the American Revolution, small forts<br />

sprang up throughout the Tennessee Valley to provide migrants with rest stops and protect<br />

local settlers from hostile Cherokee attacks. In the 1780s, a German pioneer named Henry<br />

Sharp established Sharp's Station on the banks of the Clinch in what is now the northern section<br />

of Big Ridge State Park. Peter Graves, a settler living at Sharp's Station, was ambushed and<br />

killed atop Big Ridge while turkey hunting in November of 1794. Sharp's Station itself was<br />

attacked the following month, although the settlers successfully fought off the attackers.<br />

As a boat owner or operator, YOU are responsible for your safety, the safety of your<br />

passengers, and the safety of other boaters. Always be aware and alert when driving.<br />

Never give your boat or PWC to an inexperienced operator – be responsible.<br />

• Know and obey the laws of the state and the rules of the road.<br />

• Anyone born after 1-1-89 who operates a boat or PWC without an adult<br />

must have taken a Coast Guard approved boating education course and<br />

have their certificate aboard.<br />

• Distribute your load evenly and do not overload your boat.<br />

• Have Personal Flotation Devices (PFDs) READILY AVAILABLE for everyone.<br />

• Children 12 and under must wear a Personal Flotation Device while underway.<br />

Be sure children’s PFDs fit properly.<br />

• Provide everyone with an appropriate size PFD before leaving the dock.<br />

• NEVER follow directly behind other boats or PWCs.<br />

• Always be aware of other boats around you. LOOK in all directions before turning<br />

or changing course.<br />

• SLOW DOWN BEFORE approaching docks, boats, swimmers, shore, bridges or<br />

any object. Always maintain a safe speed depending on your surroundings.<br />

• PWC/wave runners cannot be operated between sunset and sunrise.<br />

Clinch River East<br />

The Clinch River East Area consist of the Clinch River<br />

starting just past Stardust Marina around day marker 9<br />

and continues past Loyston Point (day marker 19)<br />

where the lake opens up to the widest part. On the big<br />

open lake up Mill Creek you will find Waterside Marina<br />

to the southwest. Along the northwestern shore the<br />

Chuck Swan Wildlife Management Area borders the<br />

lake. In this part of the lake, there are over a dozen<br />

islands to be found. Be careful, there is also a lot of<br />

shallow areas especially up Lost Creek past Sunset<br />

Bay, just watch the channel.<br />

Big Ridge State Park is almost completely surrounded<br />

by <strong>Norris</strong> <strong>Lake</strong> between day markers 21 and 22 with<br />

many secluded and protective coves. The Big Ridge<br />

Dam overflows the parks lake into <strong>Norris</strong> <strong>Lake</strong>.<br />

Going up the Clinch River just past the big open lake<br />

through a small passage and close to even more<br />

islands, Hickory Star Marina sits on the southern shore.<br />

<strong>Lake</strong>view Marina, and Beach Island Marina are further<br />

up a few miles around day markers 27 and the 33<br />

bridge. Again watch the channel through these areas<br />

to keep safe.<br />

Stop in at Bubba Brew Sports Bar and Grill at Beach<br />

Island Marina to catch the game or for good food and<br />

drinks. Bubba is one of the few places on the lake that<br />

serves liquor.<br />

Past the 33 bridge is Cedar Grove Marina by day<br />

marker 28. Straight Creek Dock is just around the<br />

corner before you get to Lone Mountain Shores. Lone<br />

Mountain Boat Dock is between day marker 30 and 31<br />

close to Big Sycamore Creek. Woodlake Golfcourse<br />

and <strong>Norris</strong> <strong>Lake</strong> Landing is also close to Lone Mountain<br />

Boat Dock.<br />

<strong>Norris</strong> <strong>Lake</strong> continues to wind back and forth up the<br />

Clinch River for over 15 more undisturbed miles till it<br />

flows under 25E where it becomes too shallow to navigate.<br />

On some shores you may see cows and horses<br />

grazing the fields and wadding in the lake.<br />

Watersports on <strong>Norris</strong><br />

<strong>Norris</strong> <strong>Lake</strong> has become a favorite among waterskiers,<br />

wake boarders, kneeboarders and jet skiers. Thanks to<br />

an abundance of coves and corners to break the wind,<br />

the lake provides mile after mile of smooth water. Some<br />

of the best ski water anywhere, referred to as “glass”,<br />

can be found on the lake along with ski courses for those<br />

looking for a challenge.<br />

If you or your kids like to be pulled behind a boat on a<br />

tube or other inflatables, you can always find an open<br />

part of the lake to have fun. Most marinas rent ski boats,<br />

personal water crafts, pontoon boats, skis, wakeboards<br />

and towable tubes for that great day on the lake.<br />

On <strong>Norris</strong> <strong>Lake</strong> you will probably see people water<br />

skiing, wakeboarding, kneeboarding, surfing, trick skiing,<br />

wakeskating, barefoot skiing and riding an air chair or<br />

on one of many different inflatable toys and tubes being<br />

towed behind a boat. On Fathers’ Day every year one<br />

family (husband, wife and 3 kids) all ski at the same<br />

time behind one boat.<br />

One of the best thrills as a boater is to get someone up<br />

on waterskis or on a wakeboard for the first time. To see<br />

the expression on a kids face, or even an adults who just<br />

learned to ski is a site to see. If you do not know how to<br />

ski, ask someone at the dock. Boaters are some of the<br />

nicest people and you can probable find someone to<br />

take the time to help you or your kids learn.<br />

Another great way to see the lake is on a personal<br />

water craft (PWC). These watercrafts can be called Jet<br />

Ski’s, Waverunners or Seadoos. Many of the marinas<br />

have these for rent by the hour or for a full day. This is a<br />

great way to explore the lake. Most PWC’s are powerful<br />

enough to pull a skier. With a very little wake to cross<br />

behind a PWC, it can be easy and a lot of fun to go back<br />

and forth. If you have never ridden one, make sure you<br />

get proper driving and safety instructions before you<br />

leave the dock. They can be a lot of fun, but if you do not<br />

know how to operate them properly, they can be very<br />

dangerous. Be safe, be smart and have a great time!<br />

Lone Mountain Marina offers camping,<br />

boating, skiing, and fishing. Pontoon<br />

boat rentals, boat slip rentals,<br />

houseboat buoys and campsites are<br />

also available. There is a full store, which<br />

offers groceries, gas, fishing supplies,<br />

bait, beer, and licenses. Services include<br />

boat cleaning and boat repair.<br />

A certified mechanic is on call, and there<br />

is a concrete launch ramp for boats.<br />

Lone Mountain Marina was established<br />

over 60 years ago and has been under<br />

the same management for 28 years.<br />

The marina is four miles east of<br />

Tazewell, 35 miles north of Knoxville,<br />

and 60 miles northwest of Pigeon Forge<br />

and Gatlinburg, Tennessee. Lone<br />

Mountain Marina is adjacent to the beau-<br />

tiful Woodlake Golf Club, an 18-hole<br />

championship course with full pro shop.<br />
