Source: Canadian Business v76 i5 p88(1) Date: March 17, 2003 Not long after Raelian "scientists" claimed to have cloned a human baby, Dolly the sheep, the world's first cloned mammal, died of lung cancer — about halfway through her life expectancy — sparking yet another heated debate about the ethics of cloning. For Canada's federal government, the timing couldn't be more perfect: very soon, it's expected to pass Bill C-13, strengthening its ban on both reproductive and therapeutic human cloning — the use of cloning technology to conduct genetic research and treat disease. Ten years in the making, Bill C-13 keeps Canada in line with the US, which also bans reproductive and therapeutic cloning. (The US goes even further, however, restricting funding for stem-cell research.) Canada is a world leader in biotechnology. But laws such as Bill C-13, which passed second reading in December, could erase any edge we had — and drive our top scientists to more permissive countries like the UK and Japan. A group of Canadian scientists are trying to convince the feds to reconsider the bill: on Feb. 24, they published a statement in The Hill Times urging the government to regulate therapeutic cloning rather than ban it outright. Dr. Peter Singer, director of the University of Toronto Joint Centre for Bioethics, is a member of that group, and he talked with Canadian Business senior writer Andy Holloway about what Bill C-13 could mean for our biotech industry: Canadian Business: Why are you opposed to Bill C-13? Singer: We're arguing that therapeutic cloning ought to be treated differently from cloning to make a baby. Bill C-13 lumps them together, and that's inappropriate. It's also not in keeping with the views of Canadians. Policymakers must be careful not to let outrageous, unsubstantiated claims drive national policy development. CB: Why place any restrictions on business at all? Singer: The question for societies is always how to strike the right balance between reaping the benefits that any large technological wave can offer and managing the risks. Regulation is how we as a society say, "This is where we draw the line." The real question is what leads up to regulation. One of the worst things for business is uncertainty. Many CEOs actually prefer to know where the regulatory line is — even if it's not where they want it to be. CB: That line moves from country to country. How do we level the global playing field? Singer: It makes no sense for a country to develop a regulatory regime without some careful thought about what other countries are doing. Just as we were having conversations about regulation in Canada, the first xenotransplant [transplanting an animal organ into a human] was carried out in some rural hospital in India, where there's a weak regulatory environment. That's not to say every country has to go to the permissive edge, but to not understand this global phenomenon is a mistake. CB: Why should businesses care about bioethics? Singer: Bioethics and business have to find a way to work more closely together or it will be bad for both. It will be bad for bioethics because it will just continue in a theoretical vein. It will be bad for businesses because they won't be active participants in discussions leading to regulatory matters that will affect them. The gap between science and ethics is large, it's widening, and that is what sets the fertile ground for a showdown the likes of which we saw with genetically modified organisms. This is a new, more complex world, where innovation has a strong social and ethical flavor — maybe in a way it didn't have 10 years ago.
