Dear Friend of <strong>Children</strong>,<br />
<strong>The</strong> <strong>Villages</strong>’ opportunities to “Cherish <strong>Our</strong> <strong>Children</strong>” have truly been endless throughout 2007! <strong>The</strong><br />
organization’s highly skilled and dedicated Board of Directors, staff, foster and adoptive families,<br />
volunteers, donors and community partners have vigorously sought to “champion every child’s right to<br />
a safe, permanent, and nurturing home!”<br />
<strong>The</strong> word CHERISH embodies the commitment to treasure, adore, value, respect, glorify, appreciate and<br />
hold dear the children in our homes, our lives, our neighborhoods, our communities and our nation!<br />
That’s exactly what every valued, integral partner has helped <strong>The</strong> <strong>Villages</strong> achieve. <strong>The</strong>ir support<br />
provided the foundation for <strong>The</strong> <strong>Villages</strong> to serve more than 5,520 different children and families<br />
— each with a unique need — in 2007. That’s equal to 184 classrooms of children; 84 large, full<br />
school buses; and a “hand-to-hand” chain of cherished individuals that would stretch for more than<br />
three miles!<br />
In addition, there were other exciting benchmarks that made 2007 an extraordinary year...
<strong>The</strong> Power of Two<br />
<strong>The</strong> <strong>Villages</strong> and Prevent Child Abuse Indiana worked diligently in 2007 to develop a shared<br />
relationship designed to enrich each organization’s mission and to continue to strengthen each entity’s<br />
position as leaders, educators, advocates and caregivers for children in need. <strong>The</strong> two organizations<br />
share a rich history of collaboration, similar missions and a commitment to caring for Hoosier children<br />
and families. Together, the pair boast 15 years of leadership with the dynamic Healthy Families<br />
Indiana program, embrace primary prevention as a priority, have credibility statewide and nationally<br />
as “voices for children” and have a strong history with Prevent Child Abuse America and Healthy<br />
Families America.<br />
“<strong>The</strong>se are both groups with good reputations and credibility, and they should complement each other<br />
well,” said James W. Payne, Director of the Indiana Department of Child Services.<br />
Angels in Adoption<br />
U.S. Senator Richard G. Lugar selected <strong>The</strong> <strong>Villages</strong> as a 2007 Angels in Adoption Award recipient for<br />
our commitment to Hoosier children and our advocacy work in foster care and adoption services. <strong>The</strong><br />
<strong>Villages</strong> was among the “unsung heroes” chosen from all 50 states and the District of Columbia — all<br />
of whom attended the Angels in Adoption Washington, D.C. awards ceremony and gala in in October.<br />
<strong>The</strong>re, <strong>The</strong> <strong>Villages</strong> was recognized for its leadership, commitment and passion for children.<br />
“<strong>The</strong> <strong>Villages</strong> is one of the top child and family service agencies in the country, and its work on behalf<br />
of foster and adopted children makes a significant difference in many lives,” said Senator Lugar.<br />
While everyone at <strong>The</strong> <strong>Villages</strong> was honored by the recognition, we all agree that the true angels are<br />
the children themselves — the ones who rise above the challenges in their lives to succeed in life.<br />
<strong>The</strong>y are the inspiration for the work we are so blessed to do each day.<br />
Accreditation<br />
In our current outcomes-oriented environment, organizations are increasingly called upon to<br />
demonstrate the impact of their services. <strong>The</strong> Council on Accreditation of Services for Families and<br />
<strong>Children</strong> (COA) views accreditation as a catalyst for change that builds on an organization’s strengths.<br />
In 2007, COA accredited or was in the process of accrediting more than 1,800 private and public<br />
organizations that serve more than 7 million individuals and families. Proudly, <strong>The</strong> <strong>Villages</strong> continues<br />
to be among the one (1) percent of child and family service agencies nationally accredited by<br />
the Council on Accreditation of Services for Families and <strong>Children</strong>.<br />
Wendy’s Wonderful Kids<br />
<strong>The</strong> <strong>Villages</strong> was awarded a Wendy’s Wonderful Kids grant in its Northeast Region to more effectively<br />
recruit and train adoptive families for whom finding a “forever family” is especially difficult. <strong>The</strong><br />
grant from the Dave Thomas Foundation for Adoption allowed <strong>The</strong> <strong>Villages</strong> the opportunity to hire a<br />
Wendy’s Wonderful Kids recruiter, who focuses all of her time on finding permanent, loving families for<br />
Fort Wayne-area children in foster care.<br />
Each and every day of 2007 has been directed by <strong>The</strong> <strong>Villages</strong>’ passionate belief that a healthy,<br />
nurtured child is our country’s most precious resource. Whether you are a Board Member, staff<br />
member, foster parent, adoptive parent, donor, volunteer or a community partner, you are providing<br />
healing, hope and happiness through <strong>The</strong> <strong>Villages</strong>’ “labor of love.” <strong>The</strong>re is NO better way to Cherish<br />
the <strong>Children</strong>!<br />

<strong>The</strong> <strong>Villages</strong>’ Programs<br />
Adoption<br />
Adoption offers a child a chance at a new beginning — providing that child with hope, love and<br />
a forever family. <strong>The</strong> <strong>Villages</strong> offers private, international and special needs adoptions. We provide<br />
preparation, education, placement and support throughout the adoption journey. Last year, over 100<br />
children were successfully matched with their forever family.<br />
<strong>The</strong>rapeutic Foster Care<br />
In 2007, 797 foster children were removed from their homes due to abuse or neglect and placed<br />
in a nurturing and loving home through <strong>The</strong> <strong>Villages</strong>. More than 360 foster families have received<br />
specialized training to help them provide a safe haven for children to receive care.<br />
Kinship Care<br />
<strong>The</strong> <strong>Villages</strong>’ Family Connection Network, supporting grandparents and kinship caregivers, empowers<br />
families to achieve a stable, positive family experience that will best allow children to reach their<br />
full potential. In the past year, 60 family members provided love, care and protection to 142 children<br />
through <strong>The</strong> <strong>Villages</strong>’ Kinship Care program.<br />
Healthy Families<br />
More than 2,810 families voluntarily participated in Healthy Families in the past year. <strong>The</strong>y received<br />
quality care and services from <strong>The</strong> <strong>Villages</strong> to help expectant and new parents strengthen parent-child<br />
relationships in their child’s early years. Healthy Families strives to achieve positive parenting.<br />
Family Services and Community Partners<br />
In 2007, <strong>The</strong> <strong>Villages</strong> touched the lives of more than 350 children and families through counseling,<br />
education, mentoring and support services. Together, with loving families who have dedicated<br />
themselves to making life changes, <strong>The</strong> <strong>Villages</strong> is strengthening individuals, families and communities.<br />
Transitional Living<br />
Crossing the bridge to adulthood is an intimidating path for young people. Through its Transitional<br />
Living and Pathway programs, <strong>The</strong> <strong>Villages</strong> helped 75 youth with the greatest opportunities to<br />
become independent, productive members in our society. <strong>The</strong>se young adults received life skills<br />
training in a community-based living environment, which will help them in a successful transition to<br />
self-sufficient living.<br />
<strong>Children</strong>’s Village Child Development and Education Centers<br />
<strong>Children</strong> are our most precious possession — and society’s most precious resource. It is for that reason<br />
that <strong>The</strong> <strong>Villages</strong> continues to provide quality, accredited child care and early childhood development<br />
services through our <strong>Children</strong>’s Village locations in Indianapolis and Bloomington. Four hundred fortyeight<br />
children, from six-weeks-old to kindergarten age, received emotional, intellectual and physical<br />
growth through <strong>The</strong> <strong>Villages</strong> during 2007.<br />
Prevent Child Abuse Indiana<br />
Prevent Child Abuse Indiana (PCAI) works diligently to reduce family stress, improve family<br />
functioning and increase knowledge about parenting and self-protection in order to reduce the risk of<br />
child abuse. In 2007, PCAI distributed awareness materials, provided training and offered education<br />
about child abuse prevention to 3,000 adults and 2,000 youth in 92 Indiana counties.

Each year, <strong>The</strong> <strong>Villages</strong> touches the lives of more than 1,300 children and families. Everyone is<br />
committed to our mission of strengthening all families and embracing the dignity and diversity of<br />
every child, youth and family served. It is a true blessing to be able to share some of the success<br />
stories of the children who have entered our lives and made a lasting impression in our hearts.<br />
<strong>Cherishing</strong> Resilience<br />
At the age of 15, Roy entered the home of <strong>The</strong> <strong>Villages</strong>’ therapeutic foster parents, Janie and Wendell<br />
Purchase. Abused, timid, insecure and prone to violence, he didn’t see what the Purchase’s saw in<br />
him. He didn’t see a brighter future or the way to a better life. But Janie and Wendell did. <strong>The</strong>y<br />
believed in his future and cherished the creativity and brilliance of their young foster child. Together,<br />
they encouraged Roy to apply for the Nina Mason Pulliam scholarship — a scholarship he was<br />
awarded, affording him the opportunity to attend college. At 19, Roy is in his second year at IUPUI,<br />
living on campus, studying law and volunteering with the campus ministry program. Roy is one of<br />
many <strong>Villages</strong>’ foster youth who have overcome adversity to achieve great success and demonstrate<br />
tenacious resilience!<br />
<strong>Cherishing</strong> Unconditional Love<br />
For one foster mom, providing love to medically fragile children is her passion. Especially humble,<br />
she wants to remain anonymous, but she enthusiastically shares the story of the unconditional<br />
love that motivates her to make a difference through foster care. As an infant, her foster daughter<br />
was diagnosed with Dandy-Walker Syndrome — cysts on her brain. She knew when she brought her<br />
daughter home, there would be challenges. It didn’t matter. She knew she would love the child despite<br />
her condition. Although the young child suffers from a loss of vision, significant developmental delays,<br />
hearing loss and the inability to talk, she understands the unconditional love she receives from her<br />
foster mom. After caring for her for two years, she has adopted this special child! <strong>The</strong> precious child<br />
has been given the gift of a forever family.<br />
<strong>Cherishing</strong> the Family Connection<br />
Gina Fears is an extraordinary woman who has accepted the challenge of raising her four grandchildren.<br />
With an incarcerated mother and an absent father, the children suffer from separation anxiety,<br />
abandonment and severe anger issues. For Gina, family is everything. She never questioned what<br />
needed to be done to provide a loving and safe home for her grandchildren. She may have questioned<br />
how she would be able to do it, but that answer came through the services of <strong>The</strong> <strong>Villages</strong>. Through<br />
the Family Connection Network, Gina has found the supportive services and resources she needs to help<br />
her grandchildren succeed.<br />

Mission<br />
As a Division of <strong>The</strong> <strong>Villages</strong>, Prevent Child Abuse Indiana serves as a catalyst for preventing child<br />
abuse in all its forms and thereby enhancing the quality of life for children and families in Indiana.<br />
Joining Forces<br />
Much of 2007 was spent on developing a shared relationship with <strong>The</strong> <strong>Villages</strong>, designed to strengthen<br />
and sustain the critical mission of Prevent Child Abuse. In March, Prevent Child Abuse Indiana<br />
joined <strong>The</strong> <strong>Villages</strong> as a separate division, while retaining its name, mission and role as a chapter<br />
of Prevent Child Abuse America. Together with <strong>The</strong> <strong>Villages</strong>, PCAI has continued to seek strategic<br />
partnerships and collaborations providing the Kids’ First Trust Fund Board and the Indiana Department<br />
of Child Services with the best “return on investment” of contract dollars. Additionally, the merger<br />
strengthened the visibility of PCAI through <strong>The</strong> <strong>Villages</strong>’ strong relationship with Healthy Families<br />
America and Prevent Child Abuse America.<br />
Creating Urgency<br />
Child welfare concerns in Indiana escalated to a state of crisis in 2007. <strong>The</strong> growing number of<br />
heartbreaking child abuse and neglect stories that made headlines illustrated an urgent need for<br />
parental support and intervention for at-risk families. Prevent Child Abuse Indiana championed a<br />
“think-tank” of solution-minded community leaders to work together on a new initiative called “Kids<br />
Can’t Wait,” designed to start a dialogue and community conversation to engage a broad number of<br />
vital stakeholders in this critical issue.<br />
Championing <strong>Children</strong><br />
Prevent Child Abuse Indiana continues to support its mission of preventing child abuse and<br />
enhancing the quality of life for children and families in Indiana in several ways:<br />

Education: Prevent Child Abuse Indiana works diligently to educate and empower parents and<br />
the general public by offering prevention education programs for a variety of audiences. Through<br />
educational conferences, workshops, presentations and special events, PCAI is sharing the<br />
important message that child abuse is preventable.<br />
Advocacy: Prevent Child Abuse Indiana continues to be a leading statewide voice advocating for<br />
laws, policies and programs that prevent child abuse. In 2007, PCAI advocated throughout the<br />
state by speaking to community officials, state-level elected officials and federal policy-makers,<br />
ensuring that children in Indiana have a voice and that their needs are being met.<br />
Chartered Councils: Prevent Child Abuse Indiana believes the most effective approach to<br />
reducing child abuse and neglect is to maintain a statewide network of volunteers to work on<br />
behalf of child abuse prevention in communities throughout Indiana. In 2007, Chartered Councils<br />
ensured that there is a unified and continuous voice advocating for child abuse prevention<br />
services and programs throughout Indiana.<br />
Public Awareness: Prevent Child Abuse Indiana continues to serve as the primary information<br />
resource on child abuse prevention for public officials, professionals, the media and the general<br />
public. April’s Child Abuse Prevention Month, “Cherish the <strong>Children</strong>,” provided an opportunity to<br />
raise awareness about child abuse and neglect and encouraged individuals and communities to<br />
support Hoosier children and families.
