MOTION: Mary Burns moved to accept the committee’s report. Johnnye Gibbs seconded the<br />

motion. On a voice vote, the motion passed unanimously.<br />

Government Affairs<br />

Dennis DeMers gave the Government Affairs committee report. The committee has been<br />

meeting monthly via teleconference and has been working on developing a tool for policy<br />

planning, principles for policy development, a tool that explains the policy agenda development<br />

process, and worked to create a 2010 Policy Agenda that includes broad input from the <strong>Head</strong><br />

<strong>Start</strong> Community.<br />

MOTION: Dennis DeMers moved to accept the committee’s report. Almeta Keys seconded the<br />

motion. On a voice vote, the motion passed unanimously.<br />

MOTION: Dennis DeMers moved the acceptance of the 2010 NHSA Policy Agenda. Almeta Keys<br />

seconded the motion.<br />

MOTION: Dennis DeMers moved to table the previous motion until the following day when the<br />

board members can look over the Policy agenda. On a voice vote, the motion to table passed<br />

unanimously.<br />

Resource Development and Membership<br />

Linda Meredith gave the Resource Development and Membership Committee report. The<br />

committee met via telephone in January and discussed the need to identify where NHSA was<br />

with membership data and grantee data. The committee also highlighted the importance for<br />

NHSA Board Members to assist the organization in increasing membership in their respective<br />

states and regions.<br />

MOTION: Ruth Neale moved to accept the Nominating and Membership Resources report.<br />

Raymond Cline seconded the motion. On a voice vote, the motion passed unanimously.<br />

Research and Evaluation<br />

Janis Santos gave the Research and Evaluation Committee report. The committee met via<br />

telephone in January and discussed the <strong>Head</strong> <strong>Start</strong> impact study as well as the results of several<br />

other surveys and studies that had recently been completed. Ms. Santos invited all new board<br />

members to join the committee and complemented Ben Allen on his hard work for the<br />

association and the <strong>Head</strong> <strong>Start</strong> community, in general.<br />

MOTION: Chris Austin moved to accept the committee’s report. Terrance St. Julien seconded<br />

the motion. On a voice vote, the motion passed unanimously.<br />

X. Regional Reports<br />

Ron Herndon reported that staff had received regional reports from Region V, Region VIII, and<br />

Region XII (see attached). He instructed staff to look at the reports and make<br />
