A recent University of Michigan<br />

survey showed that 40 perce it of the<br />

state's drivers and front seat passen-<br />

gers are continuing to buckle up,<br />

more than 18 months after the law<br />

went into effect.<br />

That figure represent a decrease<br />

from the nearly 60 percent who used<br />

belts during the law's July 1985<br />

enactment, but a U-M Transporta-<br />

tion Research Institu e s;x)kesman<br />

said it more than do.iblfs the per-<br />

centage of drivers and passengers,<br />

who used belts before ne law was<br />

adopted.<br />

Southeastern Mjchi? in's 50.1 per-<br />

cent compliance leve' is among the<br />

state's highest, acco' Jing to survey<br />

results.<br />

While local figure weren't avail-<br />

able, police spokesmen generally<br />

tabbed compliance as fair to good.<br />

"I would say it's been fair. It<br />

In Livonia, compliance was judged<br />

slightly higher.<br />

Compliance appears lowest in<br />

Redford Township.<br />

"The majority of people I see are<br />

not wearing them," Police Cpl. Wil-<br />

Redford, however, borders De-<br />

troit, which posted the lowest com-<br />

pliance rate — 29.1 percent —<br />

shown by the transportation re-<br />

search institute survey.<br />

Researchers observed 12,283 vehi-<br />

cles at 240 intersections across the<br />

state between Dec. 1-21.<br />

Among their findings:<br />

• Safety device use is highest<br />

among those aged 3 and under but<br />

nearly two-thirds of child restraint<br />

devices were improperly used.<br />

• Among adults, complaince<br />

ranged from 38 1 percent for those<br />

aged 16-29 to 53.1 percent for those<br />

60 and older.<br />

• Occupants of small and mid-<br />

sized cars were the most likely to<br />

buckle up, while pickup truck driv-<br />

ers and passengers were the least<br />

likely.<br />

Drivers and front-seat passengers<br />

are required to wear safety belts but<br />

the law is designed to increase use,<br />

not punish offenders. Drivers can't<br />

be tickted unless stopped for another<br />

offense.<br />

"The ticketing is really to educate<br />

the public." said Plymouth Police<br />

Chief Richard Myers.<br />

Decreased insurance payments of-<br />

fered to belt-wearers are another in-<br />

centive.<br />

But police say the best reason to<br />

wear belts is for the protection they<br />

offer.<br />

"We had an accident the other day<br />

— one killed and two injured — and<br />

none of them were wearing belts,"<br />

<strong>Canton</strong> Township Information Offi-<br />

cer David Boljesie said.<br />
