In 2011, the youth at Larkin Street Youth<br />
Services also sweep streets. As a part of<br />
the HIRE program youth learn employment<br />
skills and often join the San Francisco<br />
Department of Public Works and neighborhood business groups to get neighbor-<br />
hoods clean. The sweeping is not only job training, but it is an attempt to fight<br />
the stigma that all homeless people are messy and lazy. While the literal street<br />
sweeping continues, the <strong>Vanguard</strong> youth of the 60’s used sweeping to combat police<br />
discrimination and the very practices that became law in 2010 with the passage of<br />
Prop N, known as the sit/lie law.<br />
