6 UN n e w s l e t t e r N e p a l Millennium Development Goals: Needs Assessment for Nepal 2010 launched The main driver for meeting the MDG targets is national commitment “ The Government of Nepal fully intends to take ownership and leadership of development strategies. The Government plans to adopt forward-looking macroeconomic policies that promote sustainable development and lead to sustained, employment-centric, inclusive and equitable, broadbased economic growth.” Dr. Dinesh Chandra Devkota, Vice Chairperson of the National Planning Commission KATHMANDU, 24 August — The National Planning Commission of Nepal and the UNDP launched the Millennium Development Goals: Needs Assessment for Nepal 2010 in a programme held today stressing prioritized strategic intervention is necessary to achieve MDG targets. With existing efforts, most of the MDG targets set for 2015 are likely to be met. However, of the total 48 indicators, some will be difficult to achieve by 2015. These include, www.un.org.np, kathmandu.unic.org UNITED NATIONS IN NEPAL reducing the proportion of the population below a minimum level of dietary energy consumption, the proportion of underweight children aged 6–59 months, proportion of stunted children aged 6–59 months, survival rate to Grade 5, literacy rate for 15–24 year olds, proportion of births attended by skilled birth attendants, universal access to reproductive health, and proportion of population using an improved sanitation facility. Vice Chairperson of the National Planning Commission Dr. Dinesh Chandra Devkota said, ―The Government of Nepal fully intends to take ownership and leadership of development strategies. The Government plans to adopt forward -looking macroeconomic policies that promote sustainable development and lead to sustained, employment-centric, inclusive and equitable, broad-based economic growth.‖ The Report points out that during the period 2011 and 2015, a total of NRs 1,395.8 billion ($ 19.66 billion) is required to achieve the targets. Out of this requirement, a gap of NRs 451.4 billion ($6.36 billion) is estimated, which is 32.34 percent of the total needs. The Report further recommends that all programme implementing partners should focus on small holder farmers, food security, employment centric interventions, UN Information Centre Kathmandu

This achievement is nothing short of extraordinary given the country‘s post-conflict status and the country‘s difficult political and economic environment.‖ He added however that, ‖While the progress in the indicators at the national, aggregated level is impressive, as always, we cannot lose sight of what lies beneath. We need to continue to dig deeper to see if these positive changes have been equitable across regions, ethnic groups, and gender. We are yet to see if the significant rise in average household income has also led to reductions in inequality.‖ Experts pointed out that in the context of shifting global priorities towards fighting global recession and climate change implications, the Government has to make greater efforts to manage resources for meeting the MDG targets by the year 2015. Therefore Nepal will have to show higher development aid effectiveness to attract global funds. The MDG Needs Assessment for Nepal is a joint initiative taken by National Planning Commission and the United Nations Development Programme (UNDP) to estimate the resources needed and identify gaps for achieving Nepal‘s MDG targets within the next five years (2011– 2015). www.un.org.np, kathmandu.unic.org UNITED NATIONS IN NEPAL 7
