transfer of authority to local governments (decentralization).<br />

cattle breed<strong>in</strong>g bus<strong>in</strong>esses, facilitat<strong>in</strong>g registration and start-up of small farmers’ bus<strong>in</strong>esses.<br />
06. Allow<strong>in</strong>g VAT return to <strong>in</strong>dividual farmers.<br />
07. Stimulat<strong>in</strong>g and enabl<strong>in</strong>g the entry of first-class foreign banks <strong>in</strong>to the country.<br />
08. Implement<strong>in</strong>g policies that will result <strong>in</strong> lower<strong>in</strong>g the current <strong>in</strong>terest rates and provide more<br />
favourable loans to stimulate economic <strong>in</strong>vestments.<br />
09. Form<strong>in</strong>g guarantee and <strong>in</strong>vestment funds to support the start-up of small bus<strong>in</strong>esses and<br />
farm<strong>in</strong>g <strong>in</strong>itiatives.<br />
10. Draft<strong>in</strong>g and implement<strong>in</strong>g a Technology <strong>Development</strong> Policy that is market oriented and<br />
focused on firms’ <strong>in</strong>novativeness.<br />
11. Creat<strong>in</strong>g conditions for promotion of R&D as the key generator and <strong>in</strong>stigator of <strong>in</strong>novation<br />
and technology.<br />
12. Strengthen<strong>in</strong>g the <strong>in</strong>stitutional <strong>in</strong>frastructure for development and support of an <strong>in</strong>novation-<br />
friendly bus<strong>in</strong>ess climate; provid<strong>in</strong>g tax <strong>in</strong>centives and other benefits to <strong>in</strong>vestors that apply<br />
new technologies.<br />
13. Support<strong>in</strong>g transfers of technology and sett<strong>in</strong>g up “learn<strong>in</strong>g companies.”<br />
14. Establish<strong>in</strong>g an annual national <strong>in</strong>novation award for companies and <strong>in</strong>dividuals.<br />
15. Initiat<strong>in</strong>g a process of build<strong>in</strong>g a well educated and tra<strong>in</strong>ed workforce to meet the needs of<br />
bus<strong>in</strong>esses; <strong>in</strong>tegration of education with bus<strong>in</strong>ess needs.<br />
16. Implement<strong>in</strong>g the European higher education credit-transfer system; develop<strong>in</strong>g proactive<br />
curricula; provid<strong>in</strong>g high quality teachers and scholarships that contribute to creat<strong>in</strong>g higher<br />
standards for students.<br />
17. Promot<strong>in</strong>g life-long education through campaigns directed at bus<strong>in</strong>esses and aimed at<br />
rais<strong>in</strong>g the awareness of the importance of permanent tra<strong>in</strong><strong>in</strong>g and upgrad<strong>in</strong>g of the skills<br />
and knowledge of the workforce.<br />
18. Introduc<strong>in</strong>g farmers / cattle-breeders to new technologies and <strong>in</strong>ternational standards.<br />
19. Implement<strong>in</strong>g a national strategy to reta<strong>in</strong> a highly skilled workforce and enable their further<br />
development, thus prevent<strong>in</strong>g or reduc<strong>in</strong>g the “bra<strong>in</strong>-dra<strong>in</strong>.”<br />
