Ch<strong>in</strong>a‘s fast-grow<strong>in</strong>g economy attracts <strong>in</strong>ternational participation, <strong>in</strong>clud<strong>in</strong>g exports from<br />

U.S. small and medium-sized enterprises (SMEs). Unlike large <strong>in</strong>ternational or<br />

mult<strong>in</strong>ational companies that establish operations for brand<strong>in</strong>g, market<strong>in</strong>g and various<br />

bus<strong>in</strong>ess activities <strong>in</strong> Ch<strong>in</strong>a, SMEs with limited budgets, when expand<strong>in</strong>g their bus<strong>in</strong>ess,<br />

usually start with foster<strong>in</strong>g a sales network through regional agents or distributors. Sales<br />

agents and distributors, however, can assist <strong>in</strong> keep<strong>in</strong>g track of policy and regulation<br />

updates, both locally and nationally, collect market data, and quickly respond to changes.<br />

In addition, U.S. SMEs can take advantage of exist<strong>in</strong>g networks enjoyed by their agents<br />

and distributors and expand their bus<strong>in</strong>ess through such contacts.<br />

Trad<strong>in</strong>g Companies<br />

Ch<strong>in</strong>a‘s current regulations are designed to allow manufactur<strong>in</strong>g-focused foreign<br />

<strong>in</strong>vested enterprises (FIEs) to become export trad<strong>in</strong>g companies that may purchase and<br />

export any products or technologies free from quotas, license controls or <strong>gov</strong>ernment<br />

monopoly. FIEs are able to establish trad<strong>in</strong>g companies and to obta<strong>in</strong> trad<strong>in</strong>g rights<br />

before the phase-<strong>in</strong> of distribution rights. Ch<strong>in</strong>ese companies that are registered and<br />

have RMB 1 million (US$148,000) <strong>in</strong> capitalization can obta<strong>in</strong> an import/export license.<br />

In 2005, the M<strong>in</strong>istry of Commerce (MOFCOM) issued documents outl<strong>in</strong><strong>in</strong>g the<br />

application procedures for <strong>in</strong>vestors to establish new foreign-<strong>in</strong>vested commercial<br />

enterprises (FICEs), for exist<strong>in</strong>g FICEs to open new distribution and trad<strong>in</strong>g bus<strong>in</strong>esses,<br />

and for exist<strong>in</strong>g FIEs to expand their bus<strong>in</strong>ess scope. The documents give prov<strong>in</strong>cial-<br />
