the world ec<strong>on</strong>omy was open to attack, the Indian ec<strong>on</strong>omy has initiate to c<strong>on</strong>centrate <strong>on</strong> the<br />

development of small industrial base, which had c<strong>on</strong>tribute positively to the India’s GDP;<br />

India’s GDP growth is better than other developing countries with the developed small<br />

industrial sector.<br />

In order to impart more vitality <str<strong>on</strong>g>and</str<strong>on</strong>g> growth to small scale sector, a separate policy statement<br />

has been announced for small, tiny <str<strong>on</strong>g>and</str<strong>on</strong>g> village enterprises <strong>on</strong> 6 th August, 1991. This policy<br />

statement was a leap-forward because it was the first time that Government had issued a<br />

separate policy statement for the small <str<strong>on</strong>g>and</str<strong>on</strong>g> decentralized sector. In the past, small scale sector<br />

merited <strong>on</strong>ly two or three paragraphs in the more general industrial policy statements. The<br />

fact that Government c<strong>on</strong>sidered it necessary to make a separate policy statement for small<br />

enterprises was a welcome recogniti<strong>on</strong> to the dynamic <str<strong>on</strong>g>and</str<strong>on</strong>g> vibrant nature of the sector. This<br />

policy statement proposed some path- breaking measures to mitigate the h<str<strong>on</strong>g>and</str<strong>on</strong>g>icaps that were<br />

faced up by small enterprises in respect. Government of India introduced a large number of<br />

innovative promoti<strong>on</strong>al measures to uplift the growth of small scale sector. Major features of<br />

the <strong>Small</strong> Industrial policy of 1991:<br />

1. Emphasis to shift from cheap credit to adequate credit.<br />

2. Equity participati<strong>on</strong> by other undertakings (both domestic <str<strong>on</strong>g>and</str<strong>on</strong>g> foreign) upto 24<br />

percent.<br />

3. Introducing of factoring services by banks.<br />

4. Marketing of mass c<strong>on</strong>sumpti<strong>on</strong> goods under comm<strong>on</strong> br<str<strong>on</strong>g>and</str<strong>on</strong>g> name.<br />

5. Setting up of sub- c<strong>on</strong>tracting exchanges.<br />

6. Establishment of technology development cell.<br />

7. Opening of quality counselling <str<strong>on</strong>g>and</str<strong>on</strong>g> technology informati<strong>on</strong> centres.<br />

8. New technology up gradati<strong>on</strong> programmes.<br />

GLOBALIZATION<br />

For the purpose of the argument in this paper, as well as underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing some of the resp<strong>on</strong>ses<br />

to globalizati<strong>on</strong>, it is important to define what mean by globalizati<strong>on</strong>. This is all the more<br />

crucial because even if we leave out the unambiguous supporters of globalizati<strong>on</strong> in its present<br />

form- those who hold that it is purely beneficial, <str<strong>on</strong>g>and</str<strong>on</strong>g> the benefits will ‘trickle down’<br />

automatically to the poor- there are still widely differing c<strong>on</strong>cepti<strong>on</strong>s of this process. Those<br />

who either oppose globalizati<strong>on</strong>, or are anxious about its potentially detrimental effects <strong>on</strong><br />

employment <str<strong>on</strong>g>and</str<strong>on</strong>g> poverty, encompass a wide political spectrum. The extreme right oppose it<br />

from the st<str<strong>on</strong>g>and</str<strong>on</strong>g>point of ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> cultural nati<strong>on</strong>alism, <str<strong>on</strong>g>and</str<strong>on</strong>g> liberals might deplore the loss<br />

of nati<strong>on</strong>al sovereignty because it reduces the effectiveness of state interventi<strong>on</strong> to regulate<br />

capital <str<strong>on</strong>g>and</str<strong>on</strong>g> labour, alleviate poverty <str<strong>on</strong>g>and</str<strong>on</strong>g> so forth.<br />
