LLIN Intervention in <strong>Orissa</strong> – Successes and Challenges<br />

The successful distribution of LLIN encouraged the<br />

State <strong>to</strong> upscale LLIN intervention in 2010-11. This<br />

process documentation provides an account of LLIN<br />

distribution along with steps and remedial measures<br />

that were taken at different levels. The community’s<br />

response provides valuable input as also highlights<br />

challenges faced through powerful success s<strong>to</strong>ries.<br />

While Section I deals with the context and gives an<br />

overview, Section II shows how the LLIN distribution<br />

plan unfolded, creating efficiencies in the State-<strong>to</strong>-<br />

District distribution chain. Extensive case studies<br />

of three districts illustrate their experiences in LLIN<br />

distribution as representative samples. Section III<br />

outlines the journey from the State <strong>to</strong> the village<br />

level in planning and co-ordination and Section IV<br />

on Behaviour Change Communication that adopted<br />

a multipronged approach <strong>to</strong> publicise, sensitise and<br />

inform LLIN users on the maintenance and usage<br />

of LLIN.<br />

The document aims <strong>to</strong> serve as a reference point for<br />

anyone seeking an insight as <strong>to</strong> how a State with<br />

high incidence of malaria and limited resource could<br />

use a simple model <strong>to</strong> reach an item of need <strong>to</strong> the<br />

poorest, most impacted section of the population. The<br />

initiative, by virtue of being one of short duration<br />

but yielding high impact and on-ground results, is an<br />

example that can be replicated in any similar setting.<br />
