2.2 The list of· Agricultural Machinery and Implements as prepared by the Govt. of <strong>In</strong>dia consisted of the<br />

following items-<br />

1. Hand operated implements: -<br />

(I) Seed-cum-Fertilizers drill, (2) Seed drill, (3) Chaff cutter, (4) Wheel Hoes (5) Sprayers and<br />

Dusters, (6) Rice planter, (7) Maize Sheller, (8) Stone Roller.<br />

2. <strong>Animal</strong> operated implements: -<br />

(I) Wooden plough, (2) Steel Plough, (i) Soil stirring, (ii) Soil turning, (3) Triphali (Cultivator),<br />

(4) Disc harrow. (5) Seed-cum-fertilizer drill, (6) Seed drill, (7) Levelling karah (leveller), (8) Wet<br />

land puddler, (9) Threshers, (10) <strong>Animal</strong> Driven Cart, (II) Sugarcane crusher, (12) Tel Ghani, (13)<br />

Pershian wheel.<br />

3. Plant protection equipment's engines etc.:<br />

(I) Power operated Sprayer/duster, (2) Diesel engine pump sets (3) Electric pump sets.<br />

4. Tractor-power and other implements: -<br />

( I ) Agricultural powers tillers, ( 2) Agricultural tractors, (3) Mould board plough. (4) Disc<br />

harrow, (5) Planter, (6) Seed-cum-fertilizer drill, (7) Leveller, (8) Potato diggers, (9) Trailer, (10)<br />

Combine harvestor, (i) Tractor operated, (ii) Self propelled, (II) Threshers, (i) Paddy, (ii)<br />

Wheat, ( iii ) Multicrops, (12) Maize sheller, ( 13) Chaff cutler, (14) Sugarcane crusher,<br />

( 15) Reaper.<br />

3. Reference Date:<br />

The reference date of the census was fixed as 15 th October, 1997.<br />

4. Coverage:<br />

The whole territory of Maharashtra State was brought under the preview of the census, and no area<br />

farthest or remote was left unremunerated. The livestock and other items located in rural areas, urban municipal, nonmunicipal,<br />

cantonment areas, areas in charge of military, navy, forest areas are enumerated. <strong>In</strong> the case of coastal<br />

districts, the fishery items were enumerated separately in marine, estuarine and inland villages and towns.<br />

5. Machinery for conducting the census:<br />

5.1 With a view to achieve full coverage of the area of the State, the entire area of the State was split up<br />

into small parts or regions and the responsibility of the conduct of the census was vested in various authorities in the<br />

following manner.<br />

5.2 The Commissioner <strong>Animal</strong> <strong>Husbandry</strong>, Government of Maharashtra was the State Livestock Census<br />

Officer and he was in effective control of all census operations in the State. <strong>In</strong> the Fifteen Municipal Corporation areas<br />

namely, (l) Greater Mumbai. (2) Thane, (3)Kalyan, (4) Nashik, (5) Pune, (6) Pirnpri-Chinchwad, (7) Solapur,<br />

(8) Kolhapur, (9) Aurangabad, (10) Amaravati, (J I) Nagpur, (12) New Mumbai, (13) Nanded waghala, (14) Sangli-<br />

Miraj Kupwad, (15)Ulhasnagar, the work of enumeration and supervision was carried out by the respective municipal<br />

corporations. <strong>In</strong> the districts, (excluding the above municipal corporations.) the Chief Executive Officer of Zilla<br />

Parishadas were designated as District Livestock Census Officer and they were responsible for smooth conduct of the<br />

census in the entire area under their jurisdiction. <strong>In</strong> municipal and cantonment areas the work of primary enumeration<br />

and supervision was entrusted to the respective municipal or cantonment authorities. With the above arrangements all<br />

the major census operations were expected to be executed smoothly and without any hindrance. <strong>In</strong> the State, the block<br />

boundaries are identical with the Tahsils. Because of the above arrangements it was possible to collect the census data<br />

uninterruptedly at village, block / tahsil and district levels.<br />

5.3 As regards primary enumeration, following arrangement was puts into operation. <strong>In</strong> the Fifteen<br />

municipal corporation areas, and municipal areas the primary enumeration was carried out by the suitable municipal staff<br />

selected for the purpose by the municipalities concerned. <strong>In</strong> the villages, The primary enumeration was carried out by<br />

the Gramsevaks or similar persons working in Panchayat Samities and educated unemployed. <strong>In</strong> forest areas the primary<br />

enumeration was carried out by the forest guards or persons belonging to similar ranks.<br />

6. Arrangement for Supervision: -<br />

6.1. <strong>In</strong> the municipal corporation areas and in the urban areas the municipal authorities appointed their own<br />

staff as supervisors. <strong>In</strong> the remaining areas the extension officers (<strong>Animal</strong> <strong>Husbandry</strong>) and other Extension Officer and<br />

senior staff working in block offices or panchayat samiti offices were appointed as supervisors. The supervision and<br />

inspection program of these supervisors were arranged by the Block Development Officers in consultation with the<br />

District <strong>Animal</strong> <strong>Husbandry</strong> Officer of the District. Specific norms for inspection of the primary enumeration work of the<br />

villages enumerated were also laid down in advance.
