PURPOSE AND SCOPE OF THE DIGEST.<br />
AN EDITORIAL FOREWORD.<br />
It is the purpose of the INTERNATIONAL MILITARY DIGEST to furnish to its readers<br />
regularly a synopsis of the contents of the current issues of all the leading <strong>military</strong> periodicals<br />
of the world. It is manifest that in performing this service, the principle of selection<br />
must be applied to some extent. By specifying the leading <strong>military</strong> periodicals, it is implied<br />
that some of lesser importance are not included.<br />
The Editors feel sure that they make no mistake in assuming that the readers of the<br />
INTERNATIONAL MILITARY DIGEST will prefer that the principle of selection be applied still<br />
further. In the present issue, the attempt has been made to give <strong>digest</strong>s varying in length<br />
and completeness with the character and professional value of the articles reviewed. Some<br />
articles are covered merely by notes indicating their scope, usually in cases where the reason<br />
will be apparent. Others have been omitted entirely. In the future, it is the intention to<br />
give in somewhat greater detail <strong>digest</strong>s of articles published in those languages with which<br />
few are familiar, because reference to the original articles would be difficult or impracticable.<br />
A considerable number of the more important non-<strong>military</strong> publications will also be<br />
scrutinized, and any articles of technical <strong>military</strong> value or current <strong>military</strong> interest appearing<br />
in them will be included in'the DIGEST,<br />
PRESENT DIFFICULTY IN SECURING FOREIGN MILITARY PERIODICALS.<br />
In this initial <strong>quarterly</strong> number, it has been impossible to include <strong>digest</strong>s of articles from<br />
a considerable number of foreign periodicals which are recognized as important. This has"<br />
been due mainly to the irregularity of the mail service with European countries, which has.<br />
made it impossible in the time available to secure the issues of all the periodicals desired,<br />
The European War has also apparently caused the temporary suspension of publication of<br />
all the French and part of the British, German, and Austrian <strong>military</strong> periodicals. The<br />
status of the Russian periodicals is not yet known. This suspension will, however, be more<br />
than compensated for by their added value when these periodicals resume publication.<br />
Meantime the Editors desire to express their cordial appreciation of the assistance<br />
rendered by the Journal of the U. S. Artillery and the Field Artillery Journal for the loan<br />
of periodicals that could not otherwise have been secured in time for review in this issue.<br />
DIGESTING CARRIED BACK TO JAN. i, 1915, AS FAR AS PRACTICABLE.<br />
January 1, 1915, has been selected as the origin of the subject matter of the INTERNA<br />
TIONAL MILITARY DIGEST. It has not been possible to review all of the back issues of the<br />
periodicals taken up in the current number of the DIGEST. These will be brought up to date<br />
as soon as practicable. Such additions as may be possible will be made within the next three<br />
months to the list of periodicals under review. The <strong>digest</strong>s of these periodicals will also<br />
be carried back to January 1, the back issues being reviewed and published in the DIGEST
