A MESSAGE FROM YOUR<br />

STATE LEAGUE PRESIDENT<br />

The <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> <strong>of</strong> <strong>New</strong> <strong>York</strong> <strong>State</strong> will be better prepared to meet the challenges <strong>of</strong> the next two years<br />

because <strong>of</strong> your commitment to our organization. I want to express my appreciation to you for your anticipated role as<br />

a delegate at our upcoming 55th biennial convention in Albany<br />

To help you to prepare for this role, included in this pre-<strong>Convention</strong> packet is the <strong>Convention</strong> agenda, the proposed<br />

LWVNYS 2013-2014 budget, the proposed program changes, the proposed bylaw changes and the proposed slate <strong>of</strong><br />

<strong>of</strong>ficers and directors for the 2013-1015 biennium. Before you come to Albany, please read these materials so that you<br />

will be prepared to act on them when the convention convenes. This advance preparation is most essential since the<br />

<strong>Convention</strong> time is so short and delegates will want to have an opportunity for interaction with one another and for<br />

caucuses. Upon your arrival at <strong>Convention</strong>, you will receive additional materials, including the treasurer’s report and<br />

summary reports <strong>of</strong> state <strong>League</strong> activities over the past year.<br />

<strong>League</strong>s whose members are committed to a specific program item or budget may wish to lobby for its passage. If you<br />

need procedural advice, the parliamentarian will be available; contact the <strong>League</strong> staff at the Registration Desk to<br />

arrange a meeting. One <strong>of</strong> the most effective ways to lobby for your choice is to set up and invite other delegates to<br />

attend a caucus. Such a caucus will help to establish parameters <strong>of</strong> the suggested change, the degree <strong>of</strong> support it can<br />

expect, and the floor strategy to help its passage. Early planning for your caucus is a must if you wish to accomplish<br />

your goals. <strong>Convention</strong> delegates are usually swayed by intelligent civil discourse, organization, timing, public<br />

relations, fair play and good humor. Just as importantly, a caucus can give its participants a feeling for when to push<br />

ahead and when to compromise or even quit. To start planning your strategy before <strong>Convention</strong>, you may wish to<br />

contact other <strong>League</strong>s who have submitted the same proposal or a similar one. This activity at <strong>Convention</strong> traditionally<br />

is both stimulating and fun. Please remember that state board members are able to attend caucuses only if specifically<br />

invited. We are also <strong>of</strong>fering times for members who would like to hold an information session on an issue or topic;<br />

members will lead these sessions to educate the participants about a particular issue.<br />

Finally, remember that <strong>Convention</strong> is a great networking opportunity. This is your chance to meet and talk with your<br />

state board and staff, as well as other local <strong>League</strong> leaders. Whether in the hospitality room, at meals, or in more<br />

formal settings, we all benefit from communicating. We are a great, integrated team working together to make the<br />

<strong>League</strong> the best it can be.<br />

We hope that the experience <strong>of</strong> convention will give you the knowledge, confidence, and connections to blaze new<br />

trails – to function as strong leaders in the quest for strong government – that which is ethical and transparent,<br />

motivated by the well being <strong>of</strong> the governed rather than the special interest <strong>of</strong> the few.<br />

FEATURED SPEAKER<br />

Mickey Edwards, Vice <strong>Pre</strong>sident, The Aspen Institute<br />

Director, Aspen-Rodel Fellowships in Public Leadership<br />

Mickey Edwards, a lecturer at Princeton University's Woodrow Wilson School <strong>of</strong> Public and<br />

International Affairs, was a Republican member <strong>of</strong> Congress from Oklahoma for 16 years<br />

(1977-92). He was a member <strong>of</strong> the House Republican leadership and served on the House<br />

Budget and Appropriations committees. Since leaving the Congress he has taught at Harvard, Georgetown, and<br />

Princeton universities and has chaired various task forces for the Constitution Project, the Brookings Institution, and<br />

the Council on Foreign Relations. In addition, he is currently an advisor to the U.S. Department <strong>of</strong> <strong>State</strong> and a member<br />

<strong>of</strong> the Princeton Project on National Security.<br />

The Aspen-Rodel Fellowship – a 24-month program focusing on promoting bipartisan problem-solving public<br />

leadership and building relationships among the nation’s emerging political leaders – provides public leaders time to<br />

step back from the daily demands <strong>of</strong> public <strong>of</strong>fice to reflect on the principles and values that underline democratic<br />

governance. Three <strong>of</strong>ficials selected for previous Rodel classes have since been elected governors <strong>of</strong> their states, seven<br />

have been elected to Congress, and one now serves as Assistant U.S. Attorney General.<br />

Mr. Edwards spoke at the LWVUS <strong>Convention</strong> in June 2012, on the issue <strong>of</strong> civil discourse and the need for<br />

nonpartisan cooperation in politics. He will continue this discussion with <strong>League</strong> members at the <strong>State</strong> <strong>Convention</strong>. His<br />

most recent book is entitled The Parties Versus the People How to Turn Republicans and Democrats into<br />

Americans, and was published in 2012.<br />

2013 Silent Auction<br />

The <strong>State</strong> <strong>League</strong> is again hosting a Silent Auction at the 2013 <strong>State</strong> <strong>Convention</strong>. Items from across the state will be<br />

available for bidding.<br />

Each local <strong>League</strong> is asked to provide an item for the Auction. Get creative! Organize a basket <strong>of</strong> goodies from<br />

boutiques, restaurants or tourist attractions in your geographic area. Or donate a craft item from a local artist. What a<br />

This caucus is presented by the Health Care Committee <strong>of</strong> the LWV <strong>of</strong> Westchester County. Our aim is to<br />

educate and advocate for passage <strong>of</strong> the state senate and assembly bill, S2078 and A5389, which provide for the<br />

establishment <strong>of</strong> the <strong>New</strong> <strong>York</strong> Health Plan, a single payer bill. Our spokesperson is Dr. Elisabeth Rosenthal,<br />

Asst. Clinical Pr<strong>of</strong>essor <strong>of</strong> Albert Einstein College <strong>of</strong> Medicine and Board member, Physicians for a National<br />

Health Program-NY Metro.<br />

Board Recommended Program<br />

Come hear more about the board-recommended program item to update our position on constitutional<br />

convention and discuss other governmental reform issues. A fact sheet on the update to the current position<br />

Human Trafficking<br />

The state <strong>League</strong> Board is asking delegates to consider a concurrence to the Ohio position on human<br />

trafficking. This is one <strong>of</strong> the items in the <strong>Women</strong>’s Equality Agenda on which the state <strong>League</strong> does not<br />

have a position. Information on this topic and position will be sent to all delegates prior to <strong>Convention</strong>, but<br />

this is the time to ask questions and discuss this issue in more detail.<br />

PROPOSED CONVENTION RULES<br />

A motion to adopt these rules will be made shortly after convention opens and a quorum has been declared.<br />

Amendments to this motion can be made at this time and require a majority vote for adoption. The rules as a whole<br />

(either amended or as given below) require a majority vote for adoption. A 2/3 vote is required to change them after<br />

they have been adopted.<br />

1. Admission to the convention floor shall be limited to those displaying authorized badges. Doors are closed<br />

promptly when each session convenes. They will be opened periodically. Doors will be closed during a vote,<br />

and no one may enter or leave.<br />

2. Seating in the <strong>Convention</strong> hall shall be divided into two areas: one for VOTING delegates and one for NON-<br />

VOTING delegates and VISITORS. All persons in the hall during sessions are requested to sit in their<br />

designated areas.<br />

3. Announcements from the platform shall be made only by the Chair, the <strong>Convention</strong> Chair, or a deputy and<br />

shall relate only to <strong>Convention</strong> business or the welfare <strong>of</strong> the delegates. Notices to be announced must be<br />

given to the secretary in writing.<br />

4. Delegates - Only delegates and members <strong>of</strong> the state board who have been assigned credentials by the<br />

credentials committee may make motions and vote.<br />

5. Alternates shall vote only when taking the place <strong>of</strong> a regular delegate, wearing a delegate's badge that has been<br />

assigned by the credentials committee, and sitting in the delegate section.<br />

6. Privileges <strong>of</strong> the Floor - Delegates, alternates and those designated by the delegate body may speak.<br />

7. Motions shall be made only by accredited delegates and members <strong>of</strong> the state board <strong>of</strong> directors. The mover<br />

shall obtain a motion form from the Page at a microphone, complete the form, and return it to the Page for<br />

distribution to the Chair, Parliamentarian, and person operating the viewgraph. The motions or amendments<br />

shall include the name and local <strong>League</strong> <strong>of</strong> the mover. There shall be no discussion or action on a motion until<br />

a copy is in the hands <strong>of</strong> the Chair. The Chair may waive this requirement.<br />

8. Debate and discussion shall be limited to those granted the privileges <strong>of</strong> the floor. Only those standing at a<br />

microphone shall be recognized to speak. The Chair shall designate "pro" and "con" microphones at<br />

appropriate times and alternately recognize delegates standing at them. Each speaker shall be limited to two<br />

minutes. This time may be extended or shortened by a two-thirds vote <strong>of</strong> the delegate body. No one shall<br />

speak for a second time on a question until all who wish to speak have spoken once. No one shall speak more<br />

than twice on a question.<br />

9. Voting - Only accredited delegates and members <strong>of</strong> the state board shall be entitled to vote. The Chair, unless<br />

otherwise directed by the delegate body, will decide which <strong>of</strong> the following methods <strong>of</strong> voting shall be<br />

employed:<br />

a. * By Voice - Delegates vote by saying aye or nay<br />

b. * By Standing - Delegates vote by standing<br />

c. * By Division <strong>of</strong> House - Delegates stand and count <strong>of</strong>f<br />

d. * By Written Ballot<br />

Absentee or proxy voting is not permitted. When a vote is in process, the doors to the <strong>Convention</strong> hall shall be<br />

closed and no one may enter or leave.<br />

10. Action Motions -An action motion is a means for the delegate body to speak in concert on a matter <strong>of</strong><br />

importance to the organization. It proposes action on a legislative or administrative matter at the state level<br />

and directs the <strong>League</strong> to take a specific action (e.g., sending a letter to the Governor). Action motions shall<br />

be referred to and considered by the action motions committee appointed by the Chair at the opening session.<br />

Action motions must be in writing on forms available at the <strong>Convention</strong> registration desk. Motions must be<br />

completed and turned in at the convention desk by noon Saturday. In order to be considered, proposers must<br />

meet to discuss their motions with the committee Saturday evening. To be recommended by the committee,<br />

the action motion must be consistent with <strong>League</strong> positions and must not conflict with ongoing advocacy<br />

work. The committee may also consider whether the action will help further an adopted <strong>League</strong> priority and<br />

whether the proposed action is likely to have a measurable impact on the outcome <strong>of</strong> the matter. Action<br />

motions recommended by the Actions Motion Committee require a majority vote for adoption. *Action<br />

motions not recommended by the committee require a two-thirds vote for adoption.<br />

11. Miscellaneous Motions - A speaker may request a Page at a microphone to use a colored card to request a<br />

point <strong>of</strong> order, a point <strong>of</strong> information, a parliamentary inquiry or a question <strong>of</strong> privilege.<br />

12. Consideration <strong>of</strong> Non-Recommended Program - Any change in the proposed state program must be presented<br />

to the <strong>Convention</strong> as a non-recommended item. These items must have been submitted by the March deadline.<br />

They must be moved for consideration immediately after the presentation <strong>of</strong> recommended state program. The<br />

mover may make a statement, limited to five minutes, explaining the reason for asking consideration. The<br />

state board shall be allowed five minutes to present its reasons for not recommending the item. Only questions<br />

<strong>of</strong> clarification may be asked. There shall be no discussion or debate at this time. After all non-recommended<br />

items have been <strong>of</strong>fered; votes on consideration on each will be taken in the order in which the items were<br />

presented to the <strong>Convention</strong>. A majority vote is necessary to consider non-recommended items.<br />

13. Adoption <strong>of</strong> program shall take place at the third convention session. Recommended items and nonrecommended<br />

items voted consideration shall be debated and voted upon in the order in which they were<br />

presented to the <strong>Convention</strong>. A 3/5 vote is required for adoption <strong>of</strong> a non-recommended item. A majority<br />

14. A Credentials report shall be given by the credentials committee at the beginning <strong>of</strong> each session. The report<br />

shall include the number <strong>of</strong> delegates, alternates, and visitors. The credentials report shall be updated as<br />

requested by the presiding <strong>of</strong>ficer <strong>of</strong> the <strong>Convention</strong> or upon motion <strong>of</strong> the <strong>Convention</strong>.<br />

15. Elections - The credentials committee shall present a final report to the <strong>Convention</strong> or the election committee<br />

before the election procedure begins.<br />

16. Promotional materials may be distributed only by delegates and alternates wearing badges and only before or<br />

after a session. Official <strong>Convention</strong> materials and promotional materials relating to <strong>Convention</strong> issues may be<br />

placed on the chairs or tables prior to the beginning <strong>of</strong> a convention session.<br />

17. Smoking is not permitted in the <strong>Convention</strong> hall.<br />

18. Rules - After adoption, these rules may be amended or suspended by a two-thirds vote. Roberts Rules <strong>of</strong><br />

Order, <strong>New</strong>ly Revised, will govern all matters not covered in the rules or in the bylaws.<br />

19. Minutes - The minutes <strong>of</strong> the LWVNYS <strong>Convention</strong> shall be approved by the LWVNYS board <strong>of</strong> directors<br />

upon recommendation <strong>of</strong> a committee appointed to review and correct the minutes.<br />

TIPS FOR DELEGATES<br />

This workbook contains the information necessary for full and informed participation in <strong>Convention</strong> debate and decision-making.<br />

Please be sure to read it and bring it to Albany with you.<br />

<strong>Convention</strong> Conduct: Sessions begin promptly. The Order <strong>of</strong> Business (Agenda) adopted at the opening session will be closely<br />

followed. In order to fulfill your responsibility to interpret and report <strong>Convention</strong> action to your own <strong>League</strong> and to represent it<br />

accurately, you should be seated before the opening time <strong>of</strong> each session and remain until recess or adjournment. Delegates are<br />

uninstructed and make decisions based on their best judgment in the light <strong>of</strong> <strong>Convention</strong> discussion. As a representative <strong>of</strong> your<br />

local <strong>League</strong>, however, you should know the thinking <strong>of</strong> your members. You should see that their opinions are adequately and<br />

fully presented during debate.<br />

Discussion and debate are the most important parts <strong>of</strong> a <strong>League</strong> <strong>Convention</strong>. However, delegates should exercise self-discipline<br />

if the time schedule is to be maintained. If a previous speaker makes your point while you are waiting to speak, either sit down or<br />

say, "I agree with the previous speaker." A delegate wishing to address the <strong>Convention</strong> should go to a microphone, wait for<br />

recognition, and then state her/his name and <strong>League</strong>.<br />

All motions must be in writing and handed to the Page at the microphone for transmittal to the Chair before the motion is made.<br />

Help the secretary to prepare <strong>Convention</strong> minutes by giving the Page copies <strong>of</strong> your statements. Proposed non-recommended<br />

items must be properly worded so delegates understand what is involved and what the implications are for state program.<br />

Caucuses are an exciting part <strong>of</strong> <strong>Convention</strong>. Attend one or more <strong>of</strong> them. Rooms will be available on Saturday evening for<br />

caucuses and other informal meetings. Contact the <strong>Convention</strong> registration desk in order to arrange for a caucus room. <strong>State</strong><br />

board members do not attend caucuses; if you would like one or more state board members to attend your caucus, you must invite<br />

them.<br />

Exchange <strong>of</strong> ideas and information among the delegates is most valuable. Split up your delegation when attending caucuses and<br />

other meetings.<br />

Program adoption begins during the first <strong>Convention</strong> session with the presentation <strong>of</strong> the program proposed by the state board.<br />

Questions for clarification only (e.g., the extent, meaning or timing <strong>of</strong> the item) may be asked at this time. The Chair will rule out<br />

<strong>of</strong> order any discussion on the merits <strong>of</strong> the item.<br />

After the state board's proposals are presented, delegates may move consideration <strong>of</strong> non-recommended items submitted by local<br />

<strong>League</strong>s during the program making process. A delegate moving a non-recommended item is limited to five minutes for its<br />

presentation.<br />

Editorial changes in recommended items (changes in language which do not change the meaning or scope <strong>of</strong> the item) should not<br />

be proposed at this time. If necessary, the Chair will rule as to whether a suggested wording constitutes an editorial change or a<br />

non-recommended item.<br />

The "PROPOSED 2013-2015 LWVNYS PROGRAM" in this <strong>Kit</strong> contains all <strong>of</strong> the "Recommended Items."<br />

(a) A delegate wishing to drop an item on the recommended program should vote against it. No motion is necessary.<br />

(b) Any expansion <strong>of</strong> present recommended items involving new study or redirection must be moved as a non-recommended item.<br />

This can only be done if the expansion is included in the list <strong>of</strong> non-recommended items circulated in the May SBR and in this<br />

workbook.<br />

All program motions will be voted on during the third session in the following sequence:<br />

1. The state board's recommended proposals.<br />

2. Non-recommended items voted consideration in the order in which they were presented to the <strong>Convention</strong>.<br />

When an item is brought up for final debate and vote, motions to amend its wording may be made. These changes may be<br />

editorial, for clarification or for emphasis, but may not limit or enlarge the scope <strong>of</strong> the item. A majority vote is required to amend<br />

and the proposed amendment is acted on before the final vote on the item is taken. If a delegate intends to move an editorial<br />

change, it would be helpful to indicate this during the free discussion period.<br />

Items recommended by the state board require a majority vote for adoption; non- recommended items require a 3/5 vote. (Bylaws,<br />

GET TO KNOW YOUR NEW BOARD OF DIRECTORS<br />

Sally Robinson –<strong>Pre</strong>sident/Issues & Advocacy<br />

Sally started in the LWV Scarsdale and served as its president while simultaneously a<br />

member <strong>of</strong> the LWVUS Task Force on Trade Policy Update. After that she was<br />

Grassroots Lobby Director and then 1 st Vice <strong>Pre</strong>sident/Advocacy and Issues in 03-04.<br />

Sally is from the small town <strong>of</strong> Waller, Texas and was the first person in her family to go<br />

to college. After graduating from college and law school on the East Coast, she moved to<br />

<strong>New</strong> <strong>York</strong> City, where she worked as a tax lawyer. After her third child was born and<br />

she moved to Scarsdale, she switched to volunteer work, primarily with the <strong>League</strong> and<br />

as Chair <strong>of</strong> the Planning Board.<br />

Sally is currently a member <strong>of</strong> the City <strong>of</strong> <strong>New</strong> <strong>York</strong> LWV where she moved in 2006 and completed a graduate<br />

tax degree at NYU Law School. As well as being on the state <strong>League</strong> Board, she is a member <strong>of</strong> the Citizens<br />

Union Foundation Board. She lives on the Upper East Side with her husband, a college and law school<br />

classmate. They have plans to spend time both in the winter (skiing) and in the summer (golf) in their new<br />

second home in Utah now that they are empty-nesters.<br />

Barbara Thomas– 1st Vice <strong>Pre</strong>sident<br />

Barbara has been a member <strong>of</strong> the LWV in Billings, MT; Bucks County, PA and Saratoga<br />

County, NY. She was elected president <strong>of</strong> the <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> <strong>of</strong> Saratoga<br />

Springs in 1990. She continued to serve as president or co-president <strong>of</strong> the league for 21<br />

years, first with the Saratoga Springs local league, and after its merger with the Southern<br />

Saratoga County league in 2000, as president <strong>of</strong> the Saratoga County league<br />

Barbara served from 2001 to 2005 on the LWVNY board as Membership Outreach Director. After that she<br />

served as a Regional Director for LWVNY until her appointment to the LWVNY board in July <strong>of</strong> 2012 as a<br />

director at large. She is a LWVNY pay equity specialist and serves on the <strong>Women</strong>’s Equality Coalition.<br />

Dare Thompson - Vice <strong>Pre</strong>sident/Member Services<br />

Dare Thompson is president <strong>of</strong> the Mid-Hudson Region league. She first became an LWV<br />

member in the early '70s in Swarthmore, PA, and was elected president soon thereafter. In<br />

1976 she and her husband and 2-year old son moved to Providence, RI where she had another<br />

son in 1977. She was RI state president for only a year when the family relocated to Clinton,<br />

NY in 1980 where she joined the LWV <strong>of</strong> Utica/Rome. During her time in central NY she<br />

served as the U-R president and also served as secretary <strong>of</strong> LWVNYS. She also served on the<br />

committee that researched the feasibility <strong>of</strong> the state league relocating from NYC to Albany<br />

(which LWVNYS soon did) and served twice on the LWVUS Long Range Planning Committee.<br />

From 1994 - 98 the family lived near Columbus, OH where she was president <strong>of</strong> her local league (Delaware Co.)<br />

and 1st VP <strong>of</strong> the state LWV. Her job as head <strong>of</strong> the arts advocacy organization for the state gave her an <strong>of</strong>fice in<br />

a building on Capitol Square, a short walk from the LWV Ohio <strong>of</strong>fice, and gave her a lot <strong>of</strong> up-close experience<br />

in state politics, including overseeing a paid lobbyist.<br />

When she moved back to NY (Ulster County) in 1998, a long commute to a job in Westchester left her little time<br />

for LWV work, although she has almost always been a board member <strong>of</strong> her current league, <strong>of</strong>ten as treasurer.<br />

When she retired from her job in arts management, she soon became local president and has been the coordinator<br />

<strong>of</strong> state coaches for the LWVUS-LWVNYS Membership and Leadership Development (MLD) program. She also<br />

does a lot <strong>of</strong> local and statewide volunteer work for the Quakers.<br />

Susan Wilson - Vice <strong>Pre</strong>sident/Development<br />

As a member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> the Hamptons <strong>League</strong>, Susan chairs the Special<br />

Events Committee. She has also served as Co-<strong>Pre</strong>sident and Fundraising Chair. She is a<br />

member <strong>of</strong> the Board <strong>of</strong> Directors <strong>of</strong> the Suffolk County <strong>League</strong> and serves as the Special<br />

Events Coordinator.<br />

She served as <strong>Pre</strong>sident <strong>of</strong> the organization, <strong>New</strong> Directions For <strong>Women</strong>, an advocacy group<br />

on eastern Long Island which provided counseling for victims <strong>of</strong> domestic violence. Susan<br />

Wilson is a Navy Veteran with a background in marketing, sales and public relations. She has received several<br />

National Marketing Awards for her innovative programs in the hotel/resort industry where she is currently<br />

employed. She is also interested in transportation issues and the environment.<br />

Susan makes her home in Southampton, <strong>New</strong> <strong>York</strong> where she was born and raised.<br />

Kay Sharp – Secretary<br />

Kay is a retired psychologist. She enjoys quilting, traveling, reading and spending time with her<br />

three grandchildren and her two German Shepherds.<br />

Kay has been a member <strong>of</strong> the Tompkins County <strong>League</strong> for nine years. During that time she<br />

served for two years as chairperson <strong>of</strong> the committee "Needs <strong>of</strong> Young Children in Tompkins<br />

County." She also served as Secretary for a 2-year term. Kay is currently <strong>Pre</strong>sident <strong>of</strong> the<br />

Tompkins County <strong>League</strong>. Her goal as <strong>Pre</strong>sident has been to increase the visibility <strong>of</strong> the <strong>League</strong><br />

in the local community. She is doing this through increased voter services, co-sponsoring monthly meetings with<br />

other community organizations, and frequent letters to the Editor <strong>of</strong> our local newspaper.<br />

Judy Middelkoop – Treasurer<br />

Judy, a CPA, joined the Schenectady County <strong>League</strong> in 2006 after retiring from the <strong>State</strong><br />

Comptroller’s Office as an auditor. Since then she chaired and co-chaired several committees,<br />

audited her league’s financial records for several years, and was 2 nd Vice <strong>Pre</strong>sident for a year<br />

until becoming treasurer in 2010. Judy also works on the “Who’s Who” Schenectady County<br />

Governmental and Political Informational booklet, chairs the Technology Committee, and<br />

helps with the webpage.<br />

Judy enjoys spending time with her grandchildren, traveling, gardening, outdoor activities, and growing orchids.<br />

Judie Gorenstein – Citizen Education/Youth Programs Director<br />

After retiring from social work, Judie was looking for something meaningful to do and joined<br />

the LWV <strong>of</strong> Huntington in 2004. She soon became a co-chair <strong>of</strong> the voter service committee at<br />

LWV <strong>of</strong> Huntington and voter service chair <strong>of</strong> LWV-Suffolk County. In 2008 she was elected<br />

president <strong>of</strong> her local league. Judie is currently serving her third term, but now as a copresident,<br />

which allows her to have more time and flexibility for position <strong>of</strong><br />

citizen/education/youth program director. Judie has been on the state board since 2010 and has<br />

been energized by her work as youth program director. Although she is very proud <strong>of</strong> the award<br />

that SIA won last year at LWVUS convention and looks forward every year to meeting the students and being<br />

part <strong>of</strong> SIA, she also is pleased with how many local leagues are developing their own programs and sharing them<br />

with other leagues. She continues to see our youth as our future .and will work towards expansion <strong>of</strong> these<br />

programs as well as citizen education.<br />

Terri Parks – Regional Director Coordinator<br />

Terri Parks has been an active member <strong>of</strong> the board <strong>of</strong> directors <strong>of</strong> the <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong><br />

<strong>of</strong> Buffalo/Niagara since she began editing its monthly bulletin, the Voter, in February 2008.<br />

She served on that <strong>League</strong>’s bylaw revision committee, budget committee, and the transition<br />

team to select an <strong>of</strong>fice manager in 2010. She was elected <strong>League</strong> president in June 2011. Terri<br />

retired after 32 years as a classroom teacher in the Ken-Ton schools.<br />

Carol Mellor – Grassroots Director<br />

Carol Mellor has recently joined the <strong>State</strong> Board <strong>of</strong> the <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> <strong>of</strong> <strong>New</strong> <strong>York</strong><br />

after having served as <strong>Pre</strong>sident <strong>of</strong> the Hamptons local for four years. A member <strong>of</strong> the<br />

Hamptons local since she moved to the East End <strong>of</strong> Long Island, she also served on the Board <strong>of</strong><br />

Directors for two years before becoming president. She has also been a member <strong>of</strong> the national<br />

study committee on the National Popular Vote.<br />

Carol is a member <strong>of</strong> the <strong>New</strong> <strong>York</strong> <strong>State</strong> Bar and also is admitted to practice before the federal<br />

courts in the Southern District <strong>of</strong> <strong>New</strong> <strong>York</strong> and the Eastern District <strong>of</strong> <strong>New</strong> <strong>York</strong>, as well as the Second Circuit<br />

Court <strong>of</strong> Appeals. Her practice has, in the past, included litigation <strong>of</strong> constitutional issues, criminal appeals work<br />

and municipal employment law. She now specializes in will, trusts and estates.<br />

Kathleen F. Stein—Member at Large<br />

Kathy helped to revive the St. Lawrence County LWV in 2009 and is currently <strong>Pre</strong>sident <strong>of</strong><br />

the SLC MAL Unit. She is also Public Policy Chair <strong>of</strong> the SLC Branch <strong>of</strong> the AAUW and the<br />

two organizations co-sponsor many events, share many members.<br />

Kathy is originally from Plymouth, Michigan and she received her B.A. from the University <strong>of</strong><br />

Michigan. She received her M.A. from the Johns Hopkins University and has over the years<br />

been an adjunct instructor at three <strong>of</strong> the four colleges in the Canton-Potsdam area where she has lived since<br />

1986. She has for the past nine years been teaching part time regularly at St. Lawrence University in Art History<br />

and the First Year Program. She studied classical ballet for twelve years, and violin, which she still plays, no<br />

doubt to the occasional annoyance <strong>of</strong> her neighbors.<br />

Lisa Scott – Chair<br />

Lisa Scott is <strong>Pre</strong>sident <strong>of</strong> the <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> <strong>of</strong> Suffolk County (ILO), a board member<br />

<strong>of</strong> the Smithtown <strong>League</strong> and is a <strong>New</strong> <strong>York</strong> <strong>State</strong> coach for the LWVUS Membership and<br />

Leadership Development initiative. Lisa is active in developing and coordinating youth programs<br />

for the Smithtown <strong>League</strong>, webmaster for LWVSC, responsible for the LWVSC’s 28 page annual<br />

Directory <strong>of</strong> Public Officials and LWVSC and Smithtown Voter bulletins, and moderates<br />

numerous candidate debates and public forums in Nassau and Suffolk counties. Lisa has served as<br />

Executive Director <strong>of</strong> the Periodical and Book Association <strong>of</strong> America for the last twelve years,<br />

and previously worked in senior management at the Hearst Corporation for 25 years, most notably as <strong>Pre</strong>sident <strong>of</strong><br />

an international periodical distribution company headquartered in <strong>New</strong> <strong>York</strong>.<br />

Lisa and her husband Don (retired) live in St. James, NY.<br />

Mary Lou Classen—Committee Member<br />

Mary Lou has been a <strong>League</strong> member for 35 years. During that time she served as Treasurer,<br />

Secretary and <strong>Pre</strong>sident <strong>of</strong> the Southern Saratoga chapter. In 1999, the Southern Saratoga<br />

chapter merged with Saratoga Springs chapter to become the Saratoga County <strong>League</strong>, Mary<br />

Lou served as Co-<strong>Pre</strong>sident and later Voter Service Chair. <strong>Pre</strong>sently, she is a Saratoga County<br />

LWV board member and on the LWVNYS Nominating Committee. She is a retired<br />

accountant from the NYS Education Department<br />

Georgia DeGregorio—Committee Member<br />

No matter how long I have been a <strong>League</strong> member, there is always something new to learn and<br />

ways to grow and new friends to make. Having been a <strong>State</strong> Board member for six years as<br />

Grassroots Director and Membership Chair as well as a National Shur Fellow for the<br />

Membership and Leadership Development program helps me to continue this adventure. I<br />

have served on our local Rochester <strong>League</strong> board and am now president. I have also been able<br />

to welcome my three daughters into the <strong>League</strong>. Besides <strong>League</strong> commitments, I enjoy<br />

membership in the Osher Lifelong Living Institute at Rochester Institute <strong>of</strong> Technology. We<br />

just finished Ulysses under the inspired guidance <strong>of</strong> a Dubliner who is a fellow member. And each week I am<br />

responsible for the services at church. In my spare time, I love to travel.<br />

PROPOSED BYLAWS AMENDMENT<br />

The <strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> <strong>of</strong> <strong>New</strong> <strong>York</strong> <strong>State</strong> Board <strong>of</strong> Directors recommends the following change to the<br />

LWVNYS Bylaws. The recommendation will be voted upon at the state <strong>Convention</strong>. At <strong>Convention</strong>, a proposal may<br />

be amended on the floor provided the change does not go beyond the original intent <strong>of</strong> the amendment. A two-thirds<br />

vote will be required to adopt any <strong>of</strong> these amendments.<br />

Material to be deleted is in brackets [ ], in bold and underlined; material to be added is in bold and in italics.<br />

There are three changes proposed and they are all changes in grammar, not content:<br />

Article VIII, Section 4:<br />

Delete: [The record in the state <strong>of</strong>fice <strong>of</strong> paid-up voting members as <strong>of</strong> January 1 <strong>of</strong> the year <strong>of</strong> the<br />

convention shall determine the <strong>of</strong>ficial membership count for this purpose.]<br />

LEAGUE OF WOMEN VOTERS OF NEW YORK STATE BYLAWS<br />

AS AMENDED MAY 2009<br />

Article VIII<br />

<strong>Convention</strong><br />

Sec. 4 Representation. The members <strong>of</strong> the LWVUS who are organized into recognized local <strong>League</strong>s, ILOs, and<br />

MAL units in the state <strong>of</strong> <strong>New</strong> <strong>York</strong> shall be entitled to voting representation at the convention as follows: each local<br />

<strong>League</strong> shall be represented by the president or an alternate. In addition to the president or alternate, each local <strong>League</strong><br />

is entitled to one delegate for the first 40 members. <strong>League</strong>s having more than 40 members shall be entitled to one<br />

delegate for each additional 40 members or major fraction there<strong>of</strong>. [The record in the state <strong>of</strong>fice <strong>of</strong> paid-up voting<br />

members as <strong>of</strong> January 1 <strong>of</strong> the year <strong>of</strong> the convention shall determine the <strong>of</strong>ficial membership count for this<br />

purpose.] Membership numbers will be determined by the number indicated in the <strong>of</strong>ficial January LWVUS<br />

membership count report for the year <strong>of</strong> the convention. Each recognized ILO shall be entitled to one voting delegate<br />

PROPOSED 2013-2015 LWVNYS PROGRAM<br />

The LWVNYS board reviewed the program recommendations submitted by local <strong>League</strong>s and recommends one new<br />

study, one concurrence and one update for 2013-2015. Sixteen <strong>League</strong>s responded by the deadline to the request for<br />

recommendations. Specific responses to non-recommended suggestions are detailed below.<br />

The <strong>Convention</strong> Process for Adopting Program<br />

As specified in the LWVNYS Bylaws, proposed changes for program must be submitted to the LWVNYS Board at<br />

least three months prior to the convention. The board shall consider the recommendations and shall formulate a<br />

proposed program. A majority vote shall be required for the adoption <strong>of</strong> the proposed program. Any recommendation<br />

for the program submitted to the board at least three months prior to the convention, but not proposed by the board,<br />

may be adopted by the convention, provided consideration is ordered by a majority vote and the proposal for adoption<br />

receives a three-fifths vote.<br />

Summary <strong>of</strong> Public Policy Positions (replacing the old Positions in Brief) as provided in the program planning<br />

materials and at the start <strong>of</strong> Impact on Issues is merely a convenient way to access some <strong>of</strong> our more significant full<br />

positions. The wording <strong>of</strong> Summary <strong>of</strong> Public Policy Positions, or the omission <strong>of</strong> a position, does not change board<br />

understanding or implementation <strong>of</strong> our positions. Therefore direction to the board was recommended as the<br />

appropriate approach to implement a recommendation for a change in the wording <strong>of</strong> Summary <strong>of</strong> Public Policy<br />

Positions, as opposed to a recommendation for a change in position.<br />

Many leagues also suggested specific areas in which they would like to have more information or areas in which they<br />

would like the state <strong>League</strong> to play a more active role in supporting local <strong>League</strong> advocacy. Many <strong>of</strong> these<br />

suggestions are appropriately considered in the context <strong>of</strong> suggestions for our Legislative Agenda in the fall.<br />

RECOMMENDED ITEMS<br />

1. The Board is recommending a study on Term Limits for legislature and statewide <strong>of</strong>ficials if a chair and a working<br />

committee is found. The suggestion for a study or update on this subject was submitted by Albany, Brookhaven, East<br />

Nassau, Rensselaer, Schenectady, and Syracuse. It should appropriately be considered as a new study, not an update<br />

because our original state position was based on a national position not a state study. The 1992 LWVUS <strong>Convention</strong><br />

authorized state and local <strong>League</strong>s to use national positions and principles to take action against term limits for state or<br />

local <strong>of</strong>fice holders. The language adopted by the convention is permissive only; that is, it allows state and local<br />

<strong>League</strong>s to apply the national position in opposition to term limits at other levels, but it does not require opposition to<br />

term limits at other levels. It does not supersede positions arrived at by study and consensus at the state or local <strong>League</strong><br />

level that may support term limits for state or local <strong>of</strong>fice.<br />

In 1996 the LWVNYS Board decided it was time for the state to take a position on term limits as several local <strong>League</strong>s<br />

had already done so. Although the state board had the authority to adopt such a position without referring this matter to<br />

the membership, delegates to Council 1996 voted to concur with opposition to term limits for state legislators and<br />

statewide <strong>of</strong>fice.<br />

2. The Board is also recommending an update <strong>of</strong> our current position on Constitutional <strong>Convention</strong> with an<br />

emphasis on the method <strong>of</strong> delegate selection. Our current position was adopted in 1993. The issue will come up again<br />

in 2017, the mandatory every 20 year referendum on the subject. One <strong>of</strong> the conditions stated in the position for<br />

<strong>League</strong> support involve specific changes in the current constitutionally mandated way that delegates are selected. It is<br />

very unlikely that all these changes will happen because they would have to pass the Legislature initially. There has<br />

been some interest expressed both inside and outside the <strong>League</strong> in supporting a constitutional convention as a way <strong>of</strong><br />

fixing Albany. Under our current position, in all likelihood we would never be able to support a constitutional<br />

convention. This update would be very limited in scope and background research would be done by the state <strong>of</strong>fice.<br />

3. The Board is recommending a concurrence with a 2012 Ohio state position on Human Trafficking (attached) to<br />

be conducted immediately post-<strong>Convention</strong>, preferably within two weeks. If enough <strong>League</strong>s respond within this twoweek<br />

period, we will be able to use the position during this Legislative session.<br />

NON-RECOMMENDED ITEMS<br />

The LWVNYS Board has reviewed and does not recommend the following concurrence, studies and updates proposed<br />

by local leagues items at this time. In addition to the specific reasons given for not recommending each proposal, the<br />

Board recognizes limitations <strong>of</strong> both leadership and resources.<br />

CONCURRENCE PROPOSED<br />

LWVUS position on tax policy—Buffalo/Niagara. <strong>State</strong> and local leagues cannot use the LWVUS tax policy as a<br />

basis for action; they must do their own study.<br />

NEW STUDIES PROPOSED<br />

Election Law<br />

Conduct a study to determine if open primaries would be beneficial to the democratic process in <strong>New</strong> <strong>York</strong> <strong>State</strong>-<br />

Saratoga. We anticipate this might be considered as part <strong>of</strong> a future study on ballot access and election law.<br />

Government<br />

Conduct a study to take a position on whether a Constitutional <strong>Convention</strong> would be beneficial to state governance-<br />

Saratoga. <strong>State</strong> Board is recommending an update to our position on a Constitutional <strong>Convention</strong>.<br />

<strong>State</strong> Finances<br />

Study on how funding issues impact the quality <strong>of</strong> education-Chemung. Education finance has been the subject <strong>of</strong><br />

several recent studies.<br />

How lottery funds impact the education finance budget-Syracuse. Education Finance has been the subject <strong>of</strong> several<br />

recent studies.<br />

Re-evaluate the need for strongest oversight <strong>of</strong> public authorities-Syracuse. Covered under current position.<br />

Health Care<br />

Study death with dignity acts to determine if <strong>League</strong> wants to take a position to support proactive end <strong>of</strong> life<br />

interventions-Schenectady. Limited interest.<br />

<strong>Women</strong>’s Issues<br />

Job titles and their contribution to pay inequality-Albany. Covered under current position<br />

Human Trafficking-<strong>New</strong> Castle. Recommended as a concurrence with Ohio state position.<br />

An update is a study <strong>of</strong> limited scope to re-evaluate a position in light <strong>of</strong> new information, changed circumstances<br />

and/or a conflict with another position. The aim is to consider position changes.<br />

<strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> Ohio did a study last year and adopted the following position:<br />

<strong>League</strong> <strong>of</strong> <strong>Women</strong> <strong>Voters</strong> Ohio believes that:<br />

HUMAN TRAFFICKING POSITION<br />

1. Human forced labor and sex trafficking should be stopped through legislation and changes in public policy.<br />

2. Victims <strong>of</strong> human trafficking should be provided with services on an as-needed basis to facilitate integration into<br />

the community, including but not limited to counseling, drug and alcohol treatment, safe housing, physical and mental<br />

health care, legal representation, job training, ESL/GED/education and employment assistance.<br />

3. Minors who have been commercially sexually exploited or forced into slave labor should be legally considered as<br />

victims and given special physical and mental health care.<br />

4. Cooperation and collaboration among state and local agencies is necessary to enforce prohibitions and prosecute<br />

traffickers and other <strong>of</strong>fenders (consumers).<br />

5. There should be aggressive enforcement <strong>of</strong> laws dealing with traffickers and <strong>of</strong>fenders (consumers).<br />

6. Strategies to reduce the demand for commercial sex and forced labor trafficking should be employed by law<br />

enforcement agencies and the courts (an example would be court-ordered attendance at “john schools”).<br />

7. Training and education <strong>of</strong> the public, law enforcement, and service providers should be widely available.<br />

8. Funding (state and local) should be provided as necessary to treat victims, prosecute traffickers and consumers, and<br />

enhance awareness <strong>of</strong> the issue through training.<br />

The Constitutional <strong>Convention</strong> Question is on the Horizon: Reviewing<br />

the <strong>League</strong>’s Position on Delegate Selection<br />

Why the issue <strong>of</strong> a constitutional convention matters:<br />

Under the <strong>New</strong> <strong>York</strong> <strong>State</strong> constitution, there are two ways the constitution can be amended: (1) passage <strong>of</strong> an<br />

amendment by two consecutively elected legislatures and (2) a constitutional convention. In either case proposed<br />

amendments do not become effective until approved by the voters <strong>of</strong> <strong>New</strong> <strong>York</strong> <strong>State</strong> via a referendum.<br />

Article XIX <strong>of</strong> the <strong>New</strong> <strong>York</strong> <strong>State</strong> constitution provides for two methods <strong>of</strong> calling a constitutional convention: (1)<br />

the legislature, at its discretion, may place a call for a constitutional convention on the ballot at any time and (2) Since<br />

1957 and every 20 years thereafter, voters are asked via a mandatory referendum, “Shall there be a convention to<br />

revise the constitution and amend the same?”<br />

The mandatory referendum on the question <strong>of</strong> holding a constitutional convention is the only process <strong>of</strong> constitutional<br />

change in <strong>New</strong> <strong>York</strong> that bypasses the legislature. <strong>Voters</strong> will next see this referendum on the ballot in 2017.<br />

What is LWVNY’s current position on the constitutional convention? (For complete LWVNY position, please<br />

see Impact on Issues)<br />

The <strong>League</strong> does not support or oppose the holding <strong>of</strong> a state constitutional convention. However, in 1997, the<br />

<strong>League</strong> opposed holding a constitutional convention because the legislature had failed to reform the delegate<br />

selection process sufficiently to ensure <strong>New</strong> <strong>York</strong>ers would be equitably and fairly represented in convention<br />

deliberations. On the issue <strong>of</strong> delegate selection, the <strong>League</strong> believes that<br />

racial, socioeconomic minorities<br />

The candidates’ positions on issues and convention goals should be widely publicized to enable voters to<br />

cast informed votes at their election and<br />

<strong>Pre</strong>sent <strong>of</strong>fice holders should not be eligible to serve as delegates; however, they might be considered as<br />

consultants.<br />

What is the current delegate selection process?<br />

Under Article XIX <strong>of</strong> the <strong>New</strong> <strong>York</strong> <strong>State</strong> constitution, the constitutional convention delegate selection process is as<br />

follows: After voters decide in favor <strong>of</strong> a convention, the voters <strong>of</strong> every senate district shall elect three delegates<br />

at the next ensuing general election, and the voters <strong>of</strong> the state voting at the same election shall elect fifteen<br />

delegates-at-large. In case <strong>of</strong> a vacancy, by death, resignation or other cause, <strong>of</strong> any district delegate elected to the<br />

convention, such vacancy shall be filled by a vote <strong>of</strong> the remaining delegates representing the district in which such<br />

vacancy occurs. If such vacancy occurs in the <strong>of</strong>fice <strong>of</strong> a delegate-at-large, such vacancy shall be filled by a vote <strong>of</strong><br />

the remaining delegates-at-large<br />

Can the current delegate selection process be brought into line with the <strong>League</strong>’s position?<br />

Article XIX provides for the number <strong>of</strong> delegates, the districts from which they are elected, and the time frame for<br />

their election, but does not include any provisions for or restrictions upon delegate selection beyond that. Changes to<br />

the delegate selection process that would remove partisanship from the process, potentially increase diversity <strong>of</strong> the<br />

delegates, improve minority representation, and limit or ban <strong>of</strong>fice holders could be made via the legislature without a<br />

constitutional amendment (see Constitutional <strong>Convention</strong> Delegate Selection: Current Legislative Proposals for more<br />

info). In addition, though the <strong>League</strong>’s position on diversity <strong>of</strong> delegates may suggest support for quotas, creating a<br />

more diverse delegate body that reflects the <strong>New</strong> <strong>York</strong> <strong>State</strong> population does not necessarily have to be achieved via<br />

advocating for a quota system. Diversity <strong>of</strong> delegates could be encouraged via other reforms, such as public financing<br />

<strong>of</strong> delegate campaigns , ballot access reforms, and reforming the multi-member district system (where voters vote for<br />

multiple candidates) <strong>of</strong> electing delegates.<br />

However, because the constitution mandates the specific number <strong>of</strong> delegates to be elected, a constitutional<br />

amendment would be needed to achieve a “delegate body <strong>of</strong> workable size” or any number other than that specified in<br />

the constitution. Thus, without such an amendment, based on current <strong>League</strong> position, the <strong>League</strong> would not be able<br />

to support a constitution convention, even if other reforms are made to the delegate selection process.<br />

On behalf <strong>of</strong> the Budget Committee, composed <strong>of</strong> Sharon Lindsay (LWV <strong>of</strong> Westchester), Maggie Moehringer (LWV<br />

Albany), Polly Kuhn (LWVNYS Board), Carol Mellor (LWVNYS Board) and ex <strong>of</strong>ficio members, Sally Robinson,<br />

LWVNYS <strong>Pre</strong>sident, and Laura Ladd Bierman, Executive Director <strong>of</strong> LWVNYS, I present the proposed 2013-2014<br />

LWVNYS Budget.<br />

On the following pages are the 2013-14 LWVNYS Education Foundation budget and the 2013-14 Proposed LWVNYS<br />

budget. In keeping with the Bylaws <strong>of</strong> both organizations, the Education Foundation (EF) budget has been approved at<br />

the March 2013 meeting <strong>of</strong> the state Board; the EF budget is included here for information only. The delegates are<br />

required to adopt a 2013-14 budget for the LWVNYS (<strong>League</strong>).<br />

In the past few years, the <strong>League</strong>’s expenses have been significantly reduced to stay within reduced income.<br />

Membership has decreased and the state <strong>League</strong> has been committed to NOT increasing PMP, but we can’t continue to<br />

cut expenses and it is clear that we need to bring more staff and resources into the state <strong>of</strong>fice in order to remain a<br />

viable voice for good government in NYS. A stronger state <strong>of</strong>fice will also help to support our local <strong>League</strong>s more and<br />

hopefully reduce the number that are disbanding or are on the brink <strong>of</strong> disbanding. We believe that with increased<br />

emphasis on development, we can increase the income <strong>of</strong> the EF and the <strong>League</strong>.<br />

The EF continues to receive more <strong>of</strong> the donations, grants, etc because <strong>of</strong> its ability to provide tax deductibility <strong>of</strong><br />

donations. On an operating level, money needs to be moved from the EF to the <strong>League</strong> because the <strong>League</strong> has most <strong>of</strong><br />

the expenses, including all salaries for work done for both the EF and the <strong>League</strong>.<br />

In the past, the EF and <strong>League</strong> had a contract (Fee for Service) for which the EF paid the <strong>League</strong> a set monthly fee for<br />

administration <strong>of</strong> the EF (included direct mail, acknowledgments <strong>of</strong> donations, building issues as the EF owns the<br />

building, etc). For the last 2 years, the <strong>League</strong> and EF also had a contract for the EF to reimburse the <strong>League</strong> for actual<br />

educational costs incurred by the <strong>League</strong> on behalf <strong>of</strong> the EF. Based on recommendations from the auditor, it would be<br />

preferable if the EF reimbursed the <strong>League</strong> for these educational expenses and actual administrative expenses instead<br />

<strong>of</strong> a set monthly fee.. In this proposed budget, the Fee for Service (LWV income account #4650 and EF expense<br />

account 5650-1) has been eliminated and the Program Reimbursement account (LWV income account #4125 and EF<br />

expense account #5125) has been significantly increased. This account (EF Reimbursement) will have 2 subaccounts<br />

to distinguish between educational reimbursements and administrative reimbursements. Each month, the total <strong>of</strong> each<br />

category based on actual expenses that month in the <strong>League</strong> will be transferred from the EF to the <strong>League</strong>.<br />

The state <strong>League</strong> has not done a very good job in the last decade <strong>of</strong> acknowledging donors and recruiting new donors<br />

other than the basic IRS thank you letters. We believe that with increased emphasis on development, we can<br />

significantly increase the income <strong>of</strong> the EF and <strong>League</strong>. In April, we hired a part time communication and<br />

development person for the first time. We are also participating for the first time in the Fellowship program <strong>of</strong> the<br />

SUNY Center for <strong>Women</strong> in Government and Civil Society which places women with graduate degrees in state <strong>of</strong>fices<br />

and nonpr<strong>of</strong>its to learn more about governmental operations. Our goal is to make these 2 positions (part time<br />

Communication and Development Coordinator and fulltime Program and Policy Coordinator) permanent in the 2013-<br />

14 budget and future budgets.<br />

We believe that we can increase contributions with the commitment from the Board and additional staff time and<br />

expertise. The addition <strong>of</strong> a program person will enhance the state <strong>League</strong>’s ability to provide timely research,<br />

testimony, educational programs, etc. The state <strong>League</strong> cannot remain a strong resource for all <strong>New</strong> <strong>York</strong>ers on<br />

election, governmental and other issues, without the necessary staff capacity.<br />

With the over-budget EF direct mail income this year and increased donations by members and the state board, we<br />

anticipate a large surplus in the EF at the end <strong>of</strong> 2012-13 year <strong>of</strong> $57,784. The majority <strong>of</strong> the donations that account<br />

for the surplus were given on the basis <strong>of</strong> the need to immediately and permanently increase staff capacity. We expect<br />

to continue to increase our donations, we are planning to organize the UN Event (fundraiser) again in the fall 2013 and<br />

hopefully with the new staff, we will have more time to obtain corporate or community funding for our youth<br />

programs, especially Students Inside Albany Conference, and other programs. While we have not budgeted any new<br />

grant money, we will pursue foundation funding for our general good government work similar to the grant we<br />

received <strong>of</strong> $19,000 for the campaign finance project in 2012.<br />

We have increased significantly the Reimbursement account from the EF (expense account #5125) to the <strong>League</strong><br />

(income account #4125). In the current year, we expect to bring almost $40,000 over in educational reimbursements<br />

and $28,000 in the Fee for Service (LWV account #4650 and EF account #5650) which relates to the administrative<br />

expenses for the EF. Looking at the past two years <strong>of</strong> EF administrative expenses, we project the administrative<br />

reimbursement will be higher when it is based on actual expenses. We also expect that approximately 80% <strong>of</strong> the new<br />

Communication and Development Coordinator and the new Program and Policy Coordinator’s salary will be<br />

reimbursed by the EF for either programs or administration. Therefore, we budgeted the new Reimbursement account<br />

at $128,000.<br />

The current year’s surplus <strong>of</strong> $57,784 will be applied to the 2013-2014 fiscal year. With this use <strong>of</strong> the surplus and the<br />

increased reimbursement from the EF, the <strong>League</strong>’s budget can be balanced with the new staff positions included. The<br />

EF budget also is projected to have almost $5,000 surplus at the end <strong>of</strong> 2014.<br />

Most <strong>of</strong> the rest <strong>of</strong> the proposed budget for both EF and LWV are similar to the last couple <strong>of</strong> years. We have included<br />

the full state expense for Vote 411 licenses as the state <strong>League</strong> is committed to implementing this program statewide<br />

on a fulltime basis. We hope to find other ways to fund this program in the future but for now, we assume the state will<br />

cover the cost.<br />
