A MESSAGE FROM YOUR 

STATE LEAGUE PRESIDENT 

The League of Women Voters of New York State will be better prepared to meet the challenges of the next two years 

because of your commitment to our organization. I want to express my appreciation to you for your anticipated role as 

a delegate at our upcoming 55th biennial convention in Albany 

To help you to prepare for this role, included in this pre-Convention packet is the Convention agenda, the proposed 

LWVNYS 2013-2014 budget, the proposed program changes, the proposed bylaw changes and the proposed slate of 

officers and directors for the 2013-1015 biennium. Before you come to Albany, please read these materials so that you 

will be prepared to act on them when the convention convenes. This advance preparation is most essential since the 

Convention time is so short and delegates will want to have an opportunity for interaction with one another and for 

caucuses. Upon your arrival at Convention, you will receive additional materials, including the treasurer’s report and 

summary reports of state League activities over the past year. 

Leagues whose members are committed to a specific program item or budget may wish to lobby for its passage. If you 

need procedural advice, the parliamentarian will be available; contact the League staff at the Registration Desk to 

arrange a meeting. One of the most effective ways to lobby for your choice is to set up and invite other delegates to 

attend a caucus. Such a caucus will help to establish parameters of the suggested change, the degree of support it can 

expect, and the floor strategy to help its passage. Early planning for your caucus is a must if you wish to accomplish 

your goals. Convention delegates are usually swayed by intelligent civil discourse, organization, timing, public 

relations, fair play and good humor. Just as importantly, a caucus can give its participants a feeling for when to push 

ahead and when to compromise or even quit. To start planning your strategy before Convention, you may wish to 

contact other Leagues who have submitted the same proposal or a similar one. This activity at Convention traditionally 

is both stimulating and fun. Please remember that state board members are able to attend caucuses only if specifically 

invited. We are also offering times for members who would like to hold an information session on an issue or topic; 

members will lead these sessions to educate the participants about a particular issue. 

Finally, remember that Convention is a great networking opportunity. This is your chance to meet and talk with your 

state board and staff, as well as other local League leaders. Whether in the hospitality room, at meals, or in more 

formal settings, we all benefit from communicating. We are a great, integrated team working together to make the 

League the best it can be. 

We hope that the experience of convention will give you the knowledge, confidence, and connections to blaze new 

trails – to function as strong leaders in the quest for strong government – that which is ethical and transparent, 

motivated by the well being of the governed rather than the special interest of the few.

FEATURED SPEAKER 

Saturday, June 1, 7:30 pm 

Mickey Edwards, Vice President, The Aspen Institute 

Director, Aspen-Rodel Fellowships in Public Leadership 

Mickey Edwards, a lecturer at Princeton University's Woodrow Wilson School of Public and 

International Affairs, was a Republican member of Congress from Oklahoma for 16 years 

(1977-92). He was a member of the House Republican leadership and served on the House 

Budget and Appropriations committees. Since leaving the Congress he has taught at Harvard, Georgetown, and 

Princeton universities and has chaired various task forces for the Constitution Project, the Brookings Institution, and 

the Council on Foreign Relations. In addition, he is currently an advisor to the U.S. Department of State and a member 

of the Princeton Project on National Security. 

The Aspen-Rodel Fellowship – a 24-month program focusing on promoting bipartisan problem-solving public 

leadership and building relationships among the nation’s emerging political leaders – provides public leaders time to 

step back from the daily demands of public office to reflect on the principles and values that underline democratic 

governance. Three officials selected for previous Rodel classes have since been elected governors of their states, seven 

have been elected to Congress, and one now serves as Assistant U.S. Attorney General. 

Mr. Edwards spoke at the LWVUS Convention in June 2012, on the issue of civil discourse and the need for 

nonpartisan cooperation in politics. He will continue this discussion with League members at the State Convention. His 

most recent book is entitled The Parties Versus the People How to Turn Republicans and Democrats into 

Americans, and was published in 2012. 

2013 Silent Auction 

The State League is again hosting a Silent Auction at the 2013 State Convention. Items from across the state will be 

available for bidding. 

Each local League is asked to provide an item for the Auction. Get creative! Organize a basket of goodies from 

boutiques, restaurants or tourist attractions in your geographic area. Or donate a craft item from a local artist. What a

to let us know what you would like to donate to the Silent Auction. Donations are tax deductible as they are made to 

the Education Foundation.

Transportation connects every part of our lives. How does transportation policy affect our lives now? And 

how will the decisions we make now impact the lives of our grandchildren? Gladys Gifford, transportation 

specialist with LWVNYS, will lead a discussion to help Leaguers advocate for policies that will create 

sustainable transportation modes for our future.

Energy Choices: Extreme Technologies for Extracting Fossil Fuels vs. Conservation, 

Efficiency and Renewables 

The focus is twofold: 1) update on the extraction of shale gas in NY State, review of its effect on agriculture, 

health and climate change, and pending legislation; 2) global and local examples of projects involving 

energy conservation and use of renewable resources.

Medicare for Everyone – How to Insure All New Yorkers and Save Money 

This caucus is presented by the Health Care Committee of the LWV of Westchester County. Our aim is to 

educate and advocate for passage of the state senate and assembly bill, S2078 and A5389, which provide for the 

establishment of the New York Health Plan, a single payer bill. Our spokesperson is Dr. Elisabeth Rosenthal, 

Asst. Clinical Professor of Albert Einstein College of Medicine and Board member, Physicians for a National 

Health Program-NY Metro.

Board Recommended Program 

Come hear more about the board-recommended program item to update our position on constitutional 

convention and discuss other governmental reform issues. A fact sheet on the update to the current position 

on constitutional convention is also included in this Pre-Convention Kit.

Human Trafficking 

The state League Board is asking delegates to consider a concurrence to the Ohio position on human 

trafficking. This is one of the items in the Women’s Equality Agenda on which the state League does not 

have a position. Information on this topic and position will be sent to all delegates prior to Convention, but 

this is the time to ask questions and discuss this issue in more detail.

PROPOSED CONVENTION RULES 

A motion to adopt these rules will be made shortly after convention opens and a quorum has been declared. 

Amendments to this motion can be made at this time and require a majority vote for adoption. The rules as a whole 

(either amended or as given below) require a majority vote for adoption. A 2/3 vote is required to change them after 

they have been adopted. 

1. Admission to the convention floor shall be limited to those displaying authorized badges. Doors are closed 

promptly when each session convenes. They will be opened periodically. Doors will be closed during a vote, 

and no one may enter or leave. 

2. Seating in the Convention hall shall be divided into two areas: one for VOTING delegates and one for NON- 

VOTING delegates and VISITORS. All persons in the hall during sessions are requested to sit in their 

designated areas. 

3. Announcements from the platform shall be made only by the Chair, the Convention Chair, or a deputy and 

shall relate only to Convention business or the welfare of the delegates. Notices to be announced must be 

given to the secretary in writing. 

4. Delegates - Only delegates and members of the state board who have been assigned credentials by the 

credentials committee may make motions and vote. 

5. Alternates shall vote only when taking the place of a regular delegate, wearing a delegate's badge that has been 

assigned by the credentials committee, and sitting in the delegate section. 

6. Privileges of the Floor - Delegates, alternates and those designated by the delegate body may speak. 

7. Motions shall be made only by accredited delegates and members of the state board of directors. The mover 

shall obtain a motion form from the Page at a microphone, complete the form, and return it to the Page for 

distribution to the Chair, Parliamentarian, and person operating the viewgraph. The motions or amendments 

shall include the name and local League of the mover. There shall be no discussion or action on a motion until 

a copy is in the hands of the Chair. The Chair may waive this requirement. 

8. Debate and discussion shall be limited to those granted the privileges of the floor. Only those standing at a 

microphone shall be recognized to speak. The Chair shall designate "pro" and "con" microphones at 

appropriate times and alternately recognize delegates standing at them. Each speaker shall be limited to two 

minutes. This time may be extended or shortened by a two-thirds vote of the delegate body. No one shall 

speak for a second time on a question until all who wish to speak have spoken once. No one shall speak more 

than twice on a question. 

9. Voting - Only accredited delegates and members of the state board shall be entitled to vote. The Chair, unless 

otherwise directed by the delegate body, will decide which of the following methods of voting shall be 

employed: 

a. * By Voice - Delegates vote by saying aye or nay 

b. * By Standing - Delegates vote by standing 

c. * By Division of House - Delegates stand and count off 

d. * By Written Ballot 

Absentee or proxy voting is not permitted. When a vote is in process, the doors to the Convention hall shall be 

closed and no one may enter or leave.

10. Action Motions -An action motion is a means for the delegate body to speak in concert on a matter of 

importance to the organization. It proposes action on a legislative or administrative matter at the state level 

and directs the League to take a specific action (e.g., sending a letter to the Governor). Action motions shall 

be referred to and considered by the action motions committee appointed by the Chair at the opening session. 

Action motions must be in writing on forms available at the Convention registration desk. Motions must be 

completed and turned in at the convention desk by noon Saturday. In order to be considered, proposers must 

meet to discuss their motions with the committee Saturday evening. To be recommended by the committee, 

the action motion must be consistent with League positions and must not conflict with ongoing advocacy 

work. The committee may also consider whether the action will help further an adopted League priority and 

whether the proposed action is likely to have a measurable impact on the outcome of the matter. Action 

motions recommended by the Actions Motion Committee require a majority vote for adoption. *Action 

motions not recommended by the committee require a two-thirds vote for adoption. 

11. Miscellaneous Motions - A speaker may request a Page at a microphone to use a colored card to request a 

point of order, a point of information, a parliamentary inquiry or a question of privilege. 

12. Consideration of Non-Recommended Program - Any change in the proposed state program must be presented 

to the Convention as a non-recommended item. These items must have been submitted by the March deadline. 

They must be moved for consideration immediately after the presentation of recommended state program. The 

mover may make a statement, limited to five minutes, explaining the reason for asking consideration. The 

state board shall be allowed five minutes to present its reasons for not recommending the item. Only questions 

of clarification may be asked. There shall be no discussion or debate at this time. After all non-recommended 

items have been offered; votes on consideration on each will be taken in the order in which the items were 

presented to the Convention. A majority vote is necessary to consider non-recommended items. 

13. Adoption of program shall take place at the third convention session. Recommended items and nonrecommended 

items voted consideration shall be debated and voted upon in the order in which they were 

presented to the Convention. A 3/5 vote is required for adoption of a non-recommended item. A majority 

vote is required for recommended items. Amendments to wording for editorial purposes, clarification, or 

emphasis may be made at this point but may not change the scope or meaning of the item. 

14. A Credentials report shall be given by the credentials committee at the beginning of each session. The report 

shall include the number of delegates, alternates, and visitors. The credentials report shall be updated as 

requested by the presiding officer of the Convention or upon motion of the Convention. 

15. Elections - The credentials committee shall present a final report to the Convention or the election committee 

before the election procedure begins. 

16. Promotional materials may be distributed only by delegates and alternates wearing badges and only before or 

after a session. Official Convention materials and promotional materials relating to Convention issues may be 

placed on the chairs or tables prior to the beginning of a convention session. 

17. Smoking is not permitted in the Convention hall. 

18. Rules - After adoption, these rules may be amended or suspended by a two-thirds vote. Roberts Rules of 

Order, Newly Revised, will govern all matters not covered in the rules or in the bylaws. 

19. Minutes - The minutes of the LWVNYS Convention shall be approved by the LWVNYS board of directors 

upon recommendation of a committee appointed to review and correct the minutes.

TIPS FOR DELEGATES 

This workbook contains the information necessary for full and informed participation in Convention debate and decision-making. 

Please be sure to read it and bring it to Albany with you. 

Convention Conduct: Sessions begin promptly. The Order of Business (Agenda) adopted at the opening session will be closely 

followed. In order to fulfill your responsibility to interpret and report Convention action to your own League and to represent it 

accurately, you should be seated before the opening time of each session and remain until recess or adjournment. Delegates are 

uninstructed and make decisions based on their best judgment in the light of Convention discussion. As a representative of your 

local League, however, you should know the thinking of your members. You should see that their opinions are adequately and 

fully presented during debate. 

Discussion and debate are the most important parts of a League Convention. However, delegates should exercise self-discipline 

if the time schedule is to be maintained. If a previous speaker makes your point while you are waiting to speak, either sit down or 

say, "I agree with the previous speaker." A delegate wishing to address the Convention should go to a microphone, wait for 

recognition, and then state her/his name and League. 

All motions must be in writing and handed to the Page at the microphone for transmittal to the Chair before the motion is made. 

Help the secretary to prepare Convention minutes by giving the Page copies of your statements. Proposed non-recommended 

items must be properly worded so delegates understand what is involved and what the implications are for state program. 

Caucuses are an exciting part of Convention. Attend one or more of them. Rooms will be available on Saturday evening for 

caucuses and other informal meetings. Contact the Convention registration desk in order to arrange for a caucus room. State 

board members do not attend caucuses; if you would like one or more state board members to attend your caucus, you must invite 

them. 

Exchange of ideas and information among the delegates is most valuable. Split up your delegation when attending caucuses and 

other meetings. 

Program adoption begins during the first Convention session with the presentation of the program proposed by the state board. 

Questions for clarification only (e.g., the extent, meaning or timing of the item) may be asked at this time. The Chair will rule out 

of order any discussion on the merits of the item. 

After the state board's proposals are presented, delegates may move consideration of non-recommended items submitted by local 

Leagues during the program making process. A delegate moving a non-recommended item is limited to five minutes for its 

presentation. 

Editorial changes in recommended items (changes in language which do not change the meaning or scope of the item) should not 

be proposed at this time. If necessary, the Chair will rule as to whether a suggested wording constitutes an editorial change or a 

non-recommended item. 

The "PROPOSED 2013-2015 LWVNYS PROGRAM" in this Kit contains all of the "Recommended Items." 

(a) A delegate wishing to drop an item on the recommended program should vote against it. No motion is necessary. 

(b) Any expansion of present recommended items involving new study or redirection must be moved as a non-recommended item.

All program motions will be voted on during the third session in the following sequence: 

1. The state board's recommended proposals. 

2. Non-recommended items voted consideration in the order in which they were presented to the Convention. 

When an item is brought up for final debate and vote, motions to amend its wording may be made. These changes may be 

editorial, for clarification or for emphasis, but may not limit or enlarge the scope of the item. A majority vote is required to amend 

and the proposed amendment is acted on before the final vote on the item is taken. If a delegate intends to move an editorial 

change, it would be helpful to indicate this during the free discussion period. 

Items recommended by the state board require a majority vote for adoption; non- recommended items require a 3/5 vote. (Bylaws,

GET TO KNOW YOUR NEW BOARD OF DIRECTORS 

Sally Robinson –President/Issues & Advocacy 

Sally started in the LWV Scarsdale and served as its president while simultaneously a 

member of the LWVUS Task Force on Trade Policy Update. After that she was 

Grassroots Lobby Director and then 1 st Vice President/Advocacy and Issues in 03-04. 

Sally is from the small town of Waller, Texas and was the first person in her family to go 

to college. After graduating from college and law school on the East Coast, she moved to 

New York City, where she worked as a tax lawyer. After her third child was born and 

she moved to Scarsdale, she switched to volunteer work, primarily with the League and 

as Chair of the Planning Board. 

Sally is currently a member of the City of New York LWV where she moved in 2006 and completed a graduate 

tax degree at NYU Law School. As well as being on the state League Board, she is a member of the Citizens 

Union Foundation Board. She lives on the Upper East Side with her husband, a college and law school 

classmate. They have plans to spend time both in the winter (skiing) and in the summer (golf) in their new 

second home in Utah now that they are empty-nesters. 

Barbara Thomas– 1st Vice President 

Barbara has been a member of the LWV in Billings, MT; Bucks County, PA and Saratoga 

County, NY. She was elected president of the League of Women Voters of Saratoga 

Springs in 1990. She continued to serve as president or co-president of the league for 21 

years, first with the Saratoga Springs local league, and after its merger with the Southern 

Saratoga County league in 2000, as president of the Saratoga County league 

Barbara served from 2001 to 2005 on the LWVNY board as Membership Outreach Director. After that she 

served as a Regional Director for LWVNY until her appointment to the LWVNY board in July of 2012 as a 

director at large. She is a LWVNY pay equity specialist and serves on the Women’s Equality Coalition. 

Dare Thompson - Vice President/Member Services 

Dare Thompson is president of the Mid-Hudson Region league. She first became an LWV 

member in the early '70s in Swarthmore, PA, and was elected president soon thereafter. In 

1976 she and her husband and 2-year old son moved to Providence, RI where she had another 

son in 1977. She was RI state president for only a year when the family relocated to Clinton, 

NY in 1980 where she joined the LWV of Utica/Rome. During her time in central NY she 

served as the U-R president and also served as secretary of LWVNYS. She also served on the 

committee that researched the feasibility of the state league relocating from NYC to Albany 

(which LWVNYS soon did) and served twice on the LWVUS Long Range Planning Committee. 

From 1994 - 98 the family lived near Columbus, OH where she was president of her local league (Delaware Co.) 

and 1st VP of the state LWV. Her job as head of the arts advocacy organization for the state gave her an office in 

a building on Capitol Square, a short walk from the LWV Ohio office, and gave her a lot of up-close experience 

in state politics, including overseeing a paid lobbyist. 

When she moved back to NY (Ulster County) in 1998, a long commute to a job in Westchester left her little time 

for LWV work, although she has almost always been a board member of her current league, often as treasurer. 

When she retired from her job in arts management, she soon became local president and has been the coordinator 

of state coaches for the LWVUS-LWVNYS Membership and Leadership Development (MLD) program. She also 

does a lot of local and statewide volunteer work for the Quakers.

Susan Wilson - Vice President/Development 

As a member of the Board of Directors of the Hamptons League, Susan chairs the Special 

Events Committee. She has also served as Co-President and Fundraising Chair. She is a 

member of the Board of Directors of the Suffolk County League and serves as the Special 

Events Coordinator. 

She served as President of the organization, New Directions For Women, an advocacy group 

on eastern Long Island which provided counseling for victims of domestic violence. Susan 

Wilson is a Navy Veteran with a background in marketing, sales and public relations. She has received several 

National Marketing Awards for her innovative programs in the hotel/resort industry where she is currently 

employed. She is also interested in transportation issues and the environment. 

Susan makes her home in Southampton, New York where she was born and raised. 

Kay Sharp – Secretary 

Kay is a retired psychologist. She enjoys quilting, traveling, reading and spending time with her 

three grandchildren and her two German Shepherds. 

Kay has been a member of the Tompkins County League for nine years. During that time she 

served for two years as chairperson of the committee "Needs of Young Children in Tompkins 

County." She also served as Secretary for a 2-year term. Kay is currently President of the 

Tompkins County League. Her goal as President has been to increase the visibility of the League 

in the local community. She is doing this through increased voter services, co-sponsoring monthly meetings with 

other community organizations, and frequent letters to the Editor of our local newspaper. 

Judy Middelkoop – Treasurer 

Judy, a CPA, joined the Schenectady County League in 2006 after retiring from the State 

Comptroller’s Office as an auditor. Since then she chaired and co-chaired several committees, 

audited her league’s financial records for several years, and was 2 nd Vice President for a year 

until becoming treasurer in 2010. Judy also works on the “Who’s Who” Schenectady County 

Governmental and Political Informational booklet, chairs the Technology Committee, and 

helps with the webpage. 

Judy enjoys spending time with her grandchildren, traveling, gardening, outdoor activities, and growing orchids. 

Judie Gorenstein – Citizen Education/Youth Programs Director 

After retiring from social work, Judie was looking for something meaningful to do and joined 

the LWV of Huntington in 2004. She soon became a co-chair of the voter service committee at 

LWV of Huntington and voter service chair of LWV-Suffolk County. In 2008 she was elected 

president of her local league. Judie is currently serving her third term, but now as a copresident, 

which allows her to have more time and flexibility for position of 

citizen/education/youth program director. Judie has been on the state board since 2010 and has 

been energized by her work as youth program director. Although she is very proud of the award 

that SIA won last year at LWVUS convention and looks forward every year to meeting the students and being 

part of SIA, she also is pleased with how many local leagues are developing their own programs and sharing them 

with other leagues. She continues to see our youth as our future .and will work towards expansion of these 

programs as well as citizen education.

Terri Parks – Regional Director Coordinator 

Terri Parks has been an active member of the board of directors of the League of Women Voters 

of Buffalo/Niagara since she began editing its monthly bulletin, the Voter, in February 2008. 

She served on that League’s bylaw revision committee, budget committee, and the transition 

team to select an office manager in 2010. She was elected League president in June 2011. Terri 

retired after 32 years as a classroom teacher in the Ken-Ton schools. 

Carol Mellor – Grassroots Director 

Carol Mellor has recently joined the State Board of the League of Women Voters of New York 

after having served as President of the Hamptons local for four years. A member of the 

Hamptons local since she moved to the East End of Long Island, she also served on the Board of 

Directors for two years before becoming president. She has also been a member of the national 

study committee on the National Popular Vote. 

Carol is a member of the New York State Bar and also is admitted to practice before the federal 

courts in the Southern District of New York and the Eastern District of New York, as well as the Second Circuit 

Court of Appeals. Her practice has, in the past, included litigation of constitutional issues, criminal appeals work 

and municipal employment law. She now specializes in will, trusts and estates. 

Kathleen F. Stein—Member at Large 

Kathy helped to revive the St. Lawrence County LWV in 2009 and is currently President of 

the SLC MAL Unit. She is also Public Policy Chair of the SLC Branch of the AAUW and the 

two organizations co-sponsor many events, share many members. 

Kathy is originally from Plymouth, Michigan and she received her B.A. from the University of 

Michigan. She received her M.A. from the Johns Hopkins University and has over the years 

been an adjunct instructor at three of the four colleges in the Canton-Potsdam area where she has lived since 

1986. She has for the past nine years been teaching part time regularly at St. Lawrence University in Art History 

and the First Year Program. She studied classical ballet for twelve years, and violin, which she still plays, no 

doubt to the occasional annoyance of her neighbors.

Lisa Scott – Chair 

Lisa Scott is President of the League of Women Voters of Suffolk County (ILO), a board member 

of the Smithtown League and is a New York State coach for the LWVUS Membership and 

Leadership Development initiative. Lisa is active in developing and coordinating youth programs 

for the Smithtown League, webmaster for LWVSC, responsible for the LWVSC’s 28 page annual 

Directory of Public Officials and LWVSC and Smithtown Voter bulletins, and moderates 

numerous candidate debates and public forums in Nassau and Suffolk counties. Lisa has served as 

Executive Director of the Periodical and Book Association of America for the last twelve years, 

and previously worked in senior management at the Hearst Corporation for 25 years, most notably as President of 

an international periodical distribution company headquartered in New York. 

Lisa and her husband Don (retired) live in St. James, NY. 

Mary Lou Classen—Committee Member 

Mary Lou has been a League member for 35 years. During that time she served as Treasurer, 

Secretary and President of the Southern Saratoga chapter. In 1999, the Southern Saratoga 

chapter merged with Saratoga Springs chapter to become the Saratoga County League, Mary 

Lou served as Co-President and later Voter Service Chair. Presently, she is a Saratoga County 

LWV board member and on the LWVNYS Nominating Committee. She is a retired 

accountant from the NYS Education Department 

Georgia DeGregorio—Committee Member 

No matter how long I have been a League member, there is always something new to learn and 

ways to grow and new friends to make. Having been a State Board member for six years as 

Grassroots Director and Membership Chair as well as a National Shur Fellow for the 

Membership and Leadership Development program helps me to continue this adventure. I 

have served on our local Rochester League board and am now president. I have also been able 

to welcome my three daughters into the League. Besides League commitments, I enjoy 

membership in the Osher Lifelong Living Institute at Rochester Institute of Technology. We 

just finished Ulysses under the inspired guidance of a Dubliner who is a fellow member. And each week I am 

responsible for the services at church. In my spare time, I love to travel.

PROPOSED BYLAWS AMENDMENT 

The League of Women Voters of New York State Board of Directors recommends the following change to the 

LWVNYS Bylaws. The recommendation will be voted upon at the state Convention. At Convention, a proposal may 

be amended on the floor provided the change does not go beyond the original intent of the amendment. A two-thirds 

vote will be required to adopt any of these amendments. 

Material to be deleted is in brackets [ ], in bold and underlined; material to be added is in bold and in italics. 

There are three changes proposed and they are all changes in grammar, not content: 

Article VIII, Section 4: 

Delete: [The record in the state office of paid-up voting members as of January 1 of the year of the 

convention shall determine the official membership count for this purpose.] 

Add: Membership numbers will be determined by the number indicated in the official January LWVUS 

membership count report for the year of the convention. 

LEAGUE OF WOMEN VOTERS OF NEW YORK STATE BYLAWS 

AS AMENDED MAY 2009 

Article VIII 

Convention 

Sec. 4 Representation. The members of the LWVUS who are organized into recognized local Leagues, ILOs, and 

MAL units in the state of New York shall be entitled to voting representation at the convention as follows: each local 

League shall be represented by the president or an alternate. In addition to the president or alternate, each local League 

is entitled to one delegate for the first 40 members. Leagues having more than 40 members shall be entitled to one 

delegate for each additional 40 members or major fraction thereof. [The record in the state office of paid-up voting 

members as of January 1 of the year of the convention shall determine the official membership count for this 

purpose.] Membership numbers will be determined by the number indicated in the official January LWVUS 

membership count report for the year of the convention. Each recognized ILO shall be entitled to one voting delegate 

to be elected by its board of directors. Each MAL unit shall be entitled to one voting delegate to be chosen by its 

members.

PROPOSED 2013-2015 LWVNYS PROGRAM 

The LWVNYS board reviewed the program recommendations submitted by local Leagues and recommends one new 

study, one concurrence and one update for 2013-2015. Sixteen Leagues responded by the deadline to the request for 

recommendations. Specific responses to non-recommended suggestions are detailed below. 

The Convention Process for Adopting Program 

As specified in the LWVNYS Bylaws, proposed changes for program must be submitted to the LWVNYS Board at 

least three months prior to the convention. The board shall consider the recommendations and shall formulate a 

proposed program. A majority vote shall be required for the adoption of the proposed program. Any recommendation 

for the program submitted to the board at least three months prior to the convention, but not proposed by the board, 

may be adopted by the convention, provided consideration is ordered by a majority vote and the proposal for adoption 

receives a three-fifths vote. 

Summary of Public Policy Positions (replacing the old Positions in Brief) as provided in the program planning 

materials and at the start of Impact on Issues is merely a convenient way to access some of our more significant full 

positions. The wording of Summary of Public Policy Positions, or the omission of a position, does not change board 

understanding or implementation of our positions. Therefore direction to the board was recommended as the 

appropriate approach to implement a recommendation for a change in the wording of Summary of Public Policy 

Positions, as opposed to a recommendation for a change in position. 

Many leagues also suggested specific areas in which they would like to have more information or areas in which they 

would like the state League to play a more active role in supporting local League advocacy. Many of these 

suggestions are appropriately considered in the context of suggestions for our Legislative Agenda in the fall. 

RECOMMENDED ITEMS 

1. The Board is recommending a study on Term Limits for legislature and statewide officials if a chair and a working 

committee is found. The suggestion for a study or update on this subject was submitted by Albany, Brookhaven, East 

Nassau, Rensselaer, Schenectady, and Syracuse. It should appropriately be considered as a new study, not an update 

because our original state position was based on a national position not a state study. The 1992 LWVUS Convention 

authorized state and local Leagues to use national positions and principles to take action against term limits for state or 

local office holders. The language adopted by the convention is permissive only; that is, it allows state and local 

Leagues to apply the national position in opposition to term limits at other levels, but it does not require opposition to 

term limits at other levels. It does not supersede positions arrived at by study and consensus at the state or local League 

level that may support term limits for state or local office. 

In 1996 the LWVNYS Board decided it was time for the state to take a position on term limits as several local Leagues 

had already done so. Although the state board had the authority to adopt such a position without referring this matter to 

the membership, delegates to Council 1996 voted to concur with opposition to term limits for state legislators and 

statewide office. 

2. The Board is also recommending an update of our current position on Constitutional Convention with an 

emphasis on the method of delegate selection. Our current position was adopted in 1993. The issue will come up again 

in 2017, the mandatory every 20 year referendum on the subject. One of the conditions stated in the position for 

League support involve specific changes in the current constitutionally mandated way that delegates are selected. It is 

very unlikely that all these changes will happen because they would have to pass the Legislature initially. There has 

been some interest expressed both inside and outside the League in supporting a constitutional convention as a way of 

fixing Albany. Under our current position, in all likelihood we would never be able to support a constitutional 

convention. This update would be very limited in scope and background research would be done by the state office.

3. The Board is recommending a concurrence with a 2012 Ohio state position on Human Trafficking (attached) to 

be conducted immediately post-Convention, preferably within two weeks. If enough Leagues respond within this twoweek 

period, we will be able to use the position during this Legislative session. 

NON-RECOMMENDED ITEMS 

The LWVNYS Board has reviewed and does not recommend the following concurrence, studies and updates proposed 

by local leagues items at this time. In addition to the specific reasons given for not recommending each proposal, the 

Board recognizes limitations of both leadership and resources. 

CONCURRENCE PROPOSED 

LWVUS position on tax policy—Buffalo/Niagara. State and local leagues cannot use the LWVUS tax policy as a 

basis for action; they must do their own study. 

NEW STUDIES PROPOSED 

Election Law 

Conduct a study to determine if open primaries would be beneficial to the democratic process in New York State- 

Saratoga. We anticipate this might be considered as part of a future study on ballot access and election law. 

Government 

Conduct a study to take a position on whether a Constitutional Convention would be beneficial to state governance- 

Saratoga. State Board is recommending an update to our position on a Constitutional Convention. 

State Finances 

Study on how funding issues impact the quality of education-Chemung. Education finance has been the subject of 

several recent studies. 

How lottery funds impact the education finance budget-Syracuse. Education Finance has been the subject of several 

recent studies. 

Re-evaluate the need for strongest oversight of public authorities-Syracuse. Covered under current position. 

Health Care

League of Women Voters Ohio did a study last year and adopted the following position: 

League of Women Voters Ohio believes that: 

HUMAN TRAFFICKING POSITION 

1. Human forced labor and sex trafficking should be stopped through legislation and changes in public policy. 

2. Victims of human trafficking should be provided with services on an as-needed basis to facilitate integration into 

the community, including but not limited to counseling, drug and alcohol treatment, safe housing, physical and mental 

health care, legal representation, job training, ESL/GED/education and employment assistance. 

3. Minors who have been commercially sexually exploited or forced into slave labor should be legally considered as 

victims and given special physical and mental health care. 

4. Cooperation and collaboration among state and local agencies is necessary to enforce prohibitions and prosecute 

traffickers and other offenders (consumers). 

5. There should be aggressive enforcement of laws dealing with traffickers and offenders (consumers). 

6. Strategies to reduce the demand for commercial sex and forced labor trafficking should be employed by law 

enforcement agencies and the courts (an example would be court-ordered attendance at “john schools”). 

7. Training and education of the public, law enforcement, and service providers should be widely available. 

8. Funding (state and local) should be provided as necessary to treat victims, prosecute traffickers and consumers, and 

enhance awareness of the issue through training.

The Constitutional Convention Question is on the Horizon: Reviewing 

the League’s Position on Delegate Selection 

Why the issue of a constitutional convention matters: 

Under the New York State constitution, there are two ways the constitution can be amended: (1) passage of an 

amendment by two consecutively elected legislatures and (2) a constitutional convention. In either case proposed 

amendments do not become effective until approved by the voters of New York State via a referendum. 

Article XIX of the New York State constitution provides for two methods of calling a constitutional convention: (1) 

the legislature, at its discretion, may place a call for a constitutional convention on the ballot at any time and (2) Since 

1957 and every 20 years thereafter, voters are asked via a mandatory referendum, “Shall there be a convention to 

revise the constitution and amend the same?” 

The mandatory referendum on the question of holding a constitutional convention is the only process of constitutional 

change in New York that bypasses the legislature. Voters will next see this referendum on the ballot in 2017. 

What is LWVNY’s current position on the constitutional convention? (For complete LWVNY position, please 

see Impact on Issues) 

The League does not support or oppose the holding of a state constitutional convention. However, in 1997, the 

League opposed holding a constitutional convention because the legislature had failed to reform the delegate 

selection process sufficiently to ensure New Yorkers would be equitably and fairly represented in convention 

deliberations. On the issue of delegate selection, the League believes that 

A delegate body of workable size should be elected by a fair, nonpartisan process 

In accord with League principles, delegates should reflect our society with representation of women, ethnic, 

racial, socioeconomic minorities 

The candidates’ positions on issues and convention goals should be widely publicized to enable voters to 

cast informed votes at their election and 

Present office holders should not be eligible to serve as delegates; however, they might be considered as 

consultants. 

What is the current delegate selection process? 

Under Article XIX of the New York State constitution, the constitutional convention delegate selection process is as 

follows: After voters decide in favor of a convention, the voters of every senate district shall elect three delegates 

at the next ensuing general election, and the voters of the state voting at the same election shall elect fifteen 

delegates-at-large. In case of a vacancy, by death, resignation or other cause, of any district delegate elected to the 

convention, such vacancy shall be filled by a vote of the remaining delegates representing the district in which such 

vacancy occurs. If such vacancy occurs in the office of a delegate-at-large, such vacancy shall be filled by a vote of 

the remaining delegates-at-large 

Can the current delegate selection process be brought into line with the League’s position? 

Article XIX provides for the number of delegates, the districts from which they are elected, and the time frame for 

their election, but does not include any provisions for or restrictions upon delegate selection beyond that. Changes to 

the delegate selection process that would remove partisanship from the process, potentially increase diversity of the 

delegates, improve minority representation, and limit or ban office holders could be made via the legislature without a 

constitutional amendment (see Constitutional Convention Delegate Selection: Current Legislative Proposals for more 

info). In addition, though the League’s position on diversity of delegates may suggest support for quotas, creating a

more diverse delegate body that reflects the New York State population does not necessarily have to be achieved via 

advocating for a quota system. Diversity of delegates could be encouraged via other reforms, such as public financing 

of delegate campaigns , ballot access reforms, and reforming the multi-member district system (where voters vote for 

multiple candidates) of electing delegates. 

However, because the constitution mandates the specific number of delegates to be elected, a constitutional 

amendment would be needed to achieve a “delegate body of workable size” or any number other than that specified in 

the constitution. Thus, without such an amendment, based on current League position, the League would not be able 

to support a constitution convention, even if other reforms are made to the delegate selection process.

On behalf of the Budget Committee, composed of Sharon Lindsay (LWV of Westchester), Maggie Moehringer (LWV 

Albany), Polly Kuhn (LWVNYS Board), Carol Mellor (LWVNYS Board) and ex officio members, Sally Robinson, 

LWVNYS President, and Laura Ladd Bierman, Executive Director of LWVNYS, I present the proposed 2013-2014 

LWVNYS Budget. 

On the following pages are the 2013-14 LWVNYS Education Foundation budget and the 2013-14 Proposed LWVNYS 

budget. In keeping with the Bylaws of both organizations, the Education Foundation (EF) budget has been approved at 

the March 2013 meeting of the state Board; the EF budget is included here for information only. The delegates are 

required to adopt a 2013-14 budget for the LWVNYS (League). 

In the past few years, the League’s expenses have been significantly reduced to stay within reduced income. 

Membership has decreased and the state League has been committed to NOT increasing PMP, but we can’t continue to 

cut expenses and it is clear that we need to bring more staff and resources into the state office in order to remain a 

viable voice for good government in NYS. A stronger state office will also help to support our local Leagues more and 

hopefully reduce the number that are disbanding or are on the brink of disbanding. We believe that with increased 

emphasis on development, we can increase the income of the EF and the League. 

The EF continues to receive more of the donations, grants, etc because of its ability to provide tax deductibility of 

donations. On an operating level, money needs to be moved from the EF to the League because the League has most of 

the expenses, including all salaries for work done for both the EF and the League. 

In the past, the EF and League had a contract (Fee for Service) for which the EF paid the League a set monthly fee for 

administration of the EF (included direct mail, acknowledgments of donations, building issues as the EF owns the 

building, etc). For the last 2 years, the League and EF also had a contract for the EF to reimburse the League for actual 

educational costs incurred by the League on behalf of the EF. Based on recommendations from the auditor, it would be 

preferable if the EF reimbursed the League for these educational expenses and actual administrative expenses instead 

of a set monthly fee.. In this proposed budget, the Fee for Service (LWV income account #4650 and EF expense 

account 5650-1) has been eliminated and the Program Reimbursement account (LWV income account #4125 and EF 

expense account #5125) has been significantly increased. This account (EF Reimbursement) will have 2 subaccounts 

to distinguish between educational reimbursements and administrative reimbursements. Each month, the total of each 

category based on actual expenses that month in the League will be transferred from the EF to the League. 

The state League has not done a very good job in the last decade of acknowledging donors and recruiting new donors 

other than the basic IRS thank you letters. We believe that with increased emphasis on development, we can 

significantly increase the income of the EF and League. In April, we hired a part time communication and 

development person for the first time. We are also participating for the first time in the Fellowship program of the 

SUNY Center for Women in Government and Civil Society which places women with graduate degrees in state offices 

and nonprofits to learn more about governmental operations. Our goal is to make these 2 positions (part time 

Communication and Development Coordinator and fulltime Program and Policy Coordinator) permanent in the 2013- 

14 budget and future budgets. 

We believe that we can increase contributions with the commitment from the Board and additional staff time and 

expertise. The addition of a program person will enhance the state League’s ability to provide timely research, 

testimony, educational programs, etc. The state League cannot remain a strong resource for all New Yorkers on 

election, governmental and other issues, without the necessary staff capacity.

With the over-budget EF direct mail income this year and increased donations by members and the state board, we 

anticipate a large surplus in the EF at the end of 2012-13 year of $57,784. The majority of the donations that account 

for the surplus were given on the basis of the need to immediately and permanently increase staff capacity. We expect 

to continue to increase our donations, we are planning to organize the UN Event (fundraiser) again in the fall 2013 and 

hopefully with the new staff, we will have more time to obtain corporate or community funding for our youth 

programs, especially Students Inside Albany Conference, and other programs. While we have not budgeted any new 

grant money, we will pursue foundation funding for our general good government work similar to the grant we 

received of $19,000 for the campaign finance project in 2012. 

We have increased significantly the Reimbursement account from the EF (expense account #5125) to the League 

(income account #4125). In the current year, we expect to bring almost $40,000 over in educational reimbursements 

and $28,000 in the Fee for Service (LWV account #4650 and EF account #5650) which relates to the administrative 

expenses for the EF. Looking at the past two years of EF administrative expenses, we project the administrative 

reimbursement will be higher when it is based on actual expenses. We also expect that approximately 80% of the new 

Communication and Development Coordinator and the new Program and Policy Coordinator’s salary will be 

reimbursed by the EF for either programs or administration. Therefore, we budgeted the new Reimbursement account 

at $128,000. 

The current year’s surplus of $57,784 will be applied to the 2013-2014 fiscal year. With this use of the surplus and the 

increased reimbursement from the EF, the League’s budget can be balanced with the new staff positions included. The 

EF budget also is projected to have almost $5,000 surplus at the end of 2014. 

Most of the rest of the proposed budget for both EF and LWV are similar to the last couple of years. We have included 

the full state expense for Vote 411 licenses as the state League is committed to implementing this program statewide 

on a fulltime basis. We hope to find other ways to fund this program in the future but for now, we assume the state will 

cover the cost.
