9. CONSTRUCTION OF STRATEGIC ROADS
ALONG INDO-NEPAL AND INDO-BHUTAN
BORDERS
Indo-Nepal border
The Government has approved a proposal for
construction/upgradation of 1377 Km (173 Km in
Uttrakhand, 640 Km in Uttar Pradesh and 564 Km
in Bihar) of border roads along Indo-Nepal border.
The construction activity is scheduled to
commence from 1 st April, 2011.
Indo-Bhutan border
The Government has approved a proposal for
construction of 313 Km of border roads in Assam
along Indo-Bhutan border. The construction
activity is scheduled to commence from 1 st April,
2011.

2011, it was urged to both the
Governments to pass joint orders for
pension liabilities for onward years from
Mar 2009. They have agreed to sort this
issue mutually for each year hence forth.
• In the meeting of 10 May 2011, UKD
expressed no desire to go ahead for
division of Boards/Corporations. They
have been asked to respond in writing to
demand raised by UP.
30.6.2011 • After the meeting of 4 th March 2011
with Chief Secretaries of Bihar and
Jharkhand at the level of HS, a draft
order for division of pension liabilities
has been sent to Comptroller & Auditor
General, as per the provisions of the
Act.

The proposed Communal Violence (Prevention,
Control and Rehabilitation of Victims) Bill, 2011
Notice for consideration and passing of the Communal
Violence (Prevention, Control and Rehabilitation) Bill,
2005 introduced in Rajya Sabha on 5.12.2005, was
given on several occasions, the last being in February
2010, but the Bill could not be taken up for
consideration on those occasions. Thereafter, several
suggestions/ recommendations from civil society
groups were received and examined. The NAC are
currently examining the proposals and MHA expects to
get their recommendations soon. Thereafter, after
examination, the revised Bill will be placed before the
competent authority for approval and then introduced
in Parliament in the Monsoon Session.

Plan to cover Jalandhar after that. It is
proposed to conduct an impact study after
100% coverage in four police stations of
Ludhiana.
Current Position: The project is in PPP
mode. FICCI initially agreed to set up five
CCCs in Rajasthan, Tamil Nadu,
Maharashtra, Haryana and Orissa. It
offered to set up another 100 CCCs within
six months of the pilots. It, however, failed
to find sponsors and has been able to tieup
for only three CCCs so far. MoU has
been signed with Maharashtra and Tamil
Nadu and is under process with Delhi.
Mumbai Police has declined to set-up
Community Counseling Center on the
ground that they are already running
CCCs.
No CCC is on ground so far. Since FICCI
has failed to find sponsors MHA has
agreed to fund the balance two pilots in the
review meeting of NPM projects held at
MHA on 13.01.2011.
Funds have been sought for three CCCs in
Orissa, Rajasthan and Haryana vide NPM
letter No. 41/6/2009-NPM/BPR&D, dated

Current Position: The purpose is to
initiate pro-active police response
management by providing modern Control
Room, computerized dispatch, GPS fitted
Vehicles; integration with Fire Brigade,
Ambulance etc. Chennai, Hyderabad,
Srinagar and Guwahati were short listed
for the pilots.
Agreement has been signed between MHA
and OST for preparation of DPR for
Hyderabad city in March 2011.OST has
restarted their work. DPR will be submitted
within September.
Current Position: Mission for Geo Spatial
Applications, (GoI) had been asked to
prepare a DPR for the pilot project in
Assam. Since Mission for GSA has not
made any progress on the preparation of
DPR, it was decided in the meeting on 13 th
January 2011 that MM will study the
AFNET-the network of the Air Force and
the networks of BSF and CRPF as well and

Since the provision of mobile forensic vans
is being taken up in the modernization of
Forensic science Directorate, the same has
been deleted from the project.

four tier structure viz P.S. level, sub
division level, district level and regional
level. It was also suggested that that Scene
of Crime Officers should not be hired on
contract basis but should be regular

January 2011. It proposes an effective beat
system wherein every urban police station
will be divided into certain number of beats,
which will be manned by 3-4
Constables/Head Constables to be
deputed, so as to ensure that at least one
of them is available in the beat all the time.
(b) At the beat level efforts should be made
to enroll 100-200 citizen volunteers as
'Police Mitra. (c) At the beat level 10-15
leading citizens will form the community
liaison group (CLG). (d) Every Police
station will also have 30-40 member strong
CLGs consisting representatives of the
beat level CLGs as well as several coopted
members. (e) There will be a
community police training and
documentation centre at all state Hqrs.
In rural areas one Constable will visit a
beat village twice a week.
