Montreal Protocol Outstanding Service Awards Inevitably, the important service provided by some international experts and entities did not fit neatly into any of the specific categories previously mentioned. Accordingly, their efforts are being recognized with the Outstanding Service Award. In recognition of outstanding service to the Parties to the Montreal Protocol and the global effort to protect the ozone layer. Mr. Mohamed T. El-Ashry is recognized for his vision and steadfast support of projects to enable countries with economies in transition to receive assistance under the Global Environment Facility and thereby to comply with the Montreal Protocol. Mr. Michel Graber is recognized for his dedication to the cause of protecting the ozone layer as a representative of Israel and as deputy executive secretary of the Ozone Secretariat from 1996 to 2004. He was officer-in-charge from 2000 to 2002, during which time the Secretariat successfully convened the twelfth and thirteenth meetings of the Parties. Ms. Iwona Rummel-Bulska is recognized for her outstanding work serving as secretary and UNEP legal advisor for the ozone meetings leading up to the negotiation of the Montreal Protocol. Mr. Peter Usher is recognized for his outstanding work in organizing the initial UNEP ozone meetings, coordinating the world plan of action on ozone and running the Coordinating Committee on the Ozone Layer to enable the sharing of expert studies. Secretariat of the Multilateral Fund for the Implementation of the Montreal Protocol is recognized for its outstanding work in developing analysis and policy proposals to enable the transparent and effective approval of projects to enable developing country compliance with the Montreal Protocol.
