The construction of the three Created Worlds had reached a critical juncture—materials were<br />
arriving in orbit on a regular schedule and actual construction was to begin.<br />
There would be a World built for only agriculture, one for only applied technology, and one for<br />
general exploration of learning potential—a farm, a factory, and a school.<br />
It had been decided the Worlds would be similar in size to the three inhabited Worlds but<br />
people would not live and work on the surface. The internal construction would yield much more<br />
usable space and would also protect the inhabitants <strong>from</strong> the Mother planet's plasma sheath.<br />
Beli-Pallos' glowing sheath, visible <strong>from</strong> the inhabited Worlds, didn't extend to <strong>An</strong>gla-Palli's<br />
orbit, yet the Created Worlds would be constructed in orbits within the sheath. The plasma that<br />
the outer surface of the new Worlds would shield <strong>from</strong> the inhabitants could be used to power the<br />
operations within the Worlds.<br />
It was estimated that the three Worlds would be ready for habitation within five years. In spite<br />
of the Worlds' War and the devastation it wrought, the political peace had greatly increased the<br />
growth of industry and commerce. There was enough wealth to invest in these Worlds and there<br />
was more than enough talent and technology to make them safe.<br />
In spite of the <strong>An</strong>gi system's problems, Worlds' government had made some things easy of<br />
accomplishment.<br />
<strong>An</strong>glana had communicated through Delva that she would not interfere with the construction of<br />
the new Worlds. She had also said that any illegal activities associated with them would be met<br />
with her swift action.<br />
The Worlds' Council may have become corrupted but the economic advantages of the new<br />
Worlds helped them decide to accede to <strong>An</strong>glana's ultimatum. Besides, not obeying her wishes<br />
would mean the risk of war with an entity that had shown her ability to control two planets—the<br />
gas giant, Beli-Pallos, and her own <strong>An</strong>gla-Palli.<br />

Everyone knew where Delva was.<br />
No one could approach her without <strong>An</strong>glana's permission.<br />
Delva was resting on the shore, awake, when <strong>An</strong>glana addressed her.<br />
"Delva, your daughter approaches. Shall I permit her to reach your presence?"<br />
Delva was silent for a split second, then said: "Absolutely!"<br />
Mura was walking slowly down the hill that descended to the shore.<br />
Delva began running to meet her.<br />
When face to face, standing quite still, <strong>An</strong>glana spoke through Delva:<br />
"I am speaking through your mother, Mura. She gave me permission to let you approach. Be<br />
aware that you have no power here but what I permit."<br />
Mura stood, stunned, yet said: "Mother?"<br />
"Yes, Mura. <strong>An</strong>glana can speak through me and what she said is the absolute truth."<br />
"I didn't come to harm you, mother, just to talk."<br />
"After all these years..."<br />
Delva embraced Mura and Mura could, in no way, stop herself <strong>from</strong> leaking tears.<br />
After Mura's crying began to subside, Delva led her to the shore. Once they were sitting near the<br />
water, Delva asked:<br />
"What did you come to talk about?"<br />
Mura handed Delva the message <strong>from</strong> the Council members and said:<br />
"That's for you but that's not what I want to talk about."<br />
