7. The Worlds' Council will enact any Worlds' Laws deemed important to maintain Worlds' Peace.<br />

8. The World's Council will be the Court of Last Resort for all World's disagreements.<br />

9. The World's Council will develop a World's Protective Force to enforce its mandates.<br />

Over time, the Leadership Councils did receive a general, popular assent to these terms.<br />

Over time, the first Worlds' Council was formed and began its work to institute Territorial, Regional, and<br />

Local Councils.<br />

Over time, the Worlds' peoples began to feel a glimmer of hope.
