General Fund – Management’s Discussion & Analysis<br />

Overview<br />

The <strong>Army</strong> General Fund, <strong>the</strong> largest <strong>Army</strong> fund, fi nances military operations, supporting services,<br />

personnel, facilities, and nearly every o<strong>the</strong>r function. A majority <strong>of</strong> <strong>the</strong> General Fund’s revenue comes from<br />

Congressional appropriations. In FY 2004, <strong>the</strong> <strong>Army</strong> received $150 billion in appropriations.<br />

Mission<br />

For 229 years, <strong>the</strong> <strong>Army</strong>’s primary mission has been warfi ghting, defending <strong>the</strong> <strong>United</strong> <strong>States</strong> and its<br />

territories, commonwealths, and possessions. Prepared at all times to fi ght and win <strong>the</strong> Nation’s wars, <strong>Army</strong><br />

Soldiers are also ready to go anywhere in <strong>the</strong> world to save lives, protect property, provide humanitarian aid,<br />

and keep <strong>the</strong> peace.<br />

While <strong>the</strong> <strong>Army</strong>’s warfi ghting mission has been <strong>the</strong> same during its 229-year history, <strong>the</strong> nature <strong>of</strong> confl ict<br />

has from time to time undergone radical transformation. When that happens, <strong>the</strong> <strong>Army</strong> changes strategy,<br />

tactics, equipment, and organizational structure. One such major change is now underway with <strong>the</strong> advent <strong>of</strong><br />
