Work Force Consolidation to Improve<br />

Services <strong>and</strong> Operations<br />

CAMP DENALI, <strong>Alaska</strong> ... To maximize<br />

the efficiency <strong>and</strong> effectiveness <strong>of</strong> the<br />

current state facility management, maintenance<br />

<strong>and</strong> operations work force, Brigadier<br />

General Thomas H. Katkus, adjutant<br />

general <strong>of</strong> the <strong>Alaska</strong> National Guard, has<br />

directed the consolidation <strong>of</strong> the <strong>Department</strong><br />

<strong>of</strong> <strong>Military</strong> & <strong>Veterans</strong> Affairs facility<br />

management <strong>and</strong> operations functions.<br />

Consolidation <strong>of</strong> the work force <strong>of</strong>ten<br />

means cutbacks, but in this case, no jobs<br />

will be lost; in fact, the reorganization will<br />

provide new opportunities for employees<br />

to cross-train into other fields <strong>and</strong> will give<br />

them the ability to travel throughout the<br />

state to do their jobs. Some <strong>of</strong> the jobs they<br />

perform are snow removal, l<strong>and</strong>scaping<br />

<strong>and</strong> maintenance on facilities.<br />

The kick-<strong>of</strong>f for this plan was to<br />

consolidate maintenance workers from<br />

Kulis Air National Guard Base, Bryant<br />

Army Air Field, Eielson Air Force Base <strong>and</strong><br />

Camps Carroll <strong>and</strong> Denali under one<br />

authority.<br />

“The first phase was to do a consolidated<br />

supervision, <strong>and</strong> that’s what happened,”<br />

said Jerry Walton, consolidated work force<br />

deputy director. “I became the supervisor<br />

<strong>of</strong> all the work units in those main areas in<br />

February; so now, all the activities we do<br />

have one voice <strong>and</strong> one direction instead<br />

<strong>of</strong> moving in several different directions.”<br />

Katkus named Brigadier General<br />

Deborah McManus, assistant adjutant<br />

general – <strong>Alaska</strong> Air National Guard, as<br />

director <strong>of</strong> the not-yet-named consolidated<br />

work force, <strong>and</strong> Walton as the deputy<br />

director. Together they will work to<br />

minimize the duplication <strong>of</strong> responsibilities<br />

<strong>and</strong> reporting requirements, manage<br />

DMVA facilities in the best interest <strong>of</strong> the<br />

tax payer, <strong>and</strong> provide the best possible<br />

service in support <strong>of</strong> the <strong>Alaska</strong> National<br />

Guard <strong>and</strong> DMVA missions.<br />

The consolidation <strong>of</strong> the work force is<br />

scheduled for completion in October 2011,<br />

prior to the <strong>Alaska</strong> Air National Guard’s<br />

relocation to Joint Base Elmendorf-<br />

Richardson.<br />

“I am excited to see the end result,”<br />

Katkus said. “I know at first it will be a<br />

challenge, but Brigadier General<br />

McManus, Jerry Walton <strong>and</strong> the rest <strong>of</strong> the<br />

maintenance work force supervisors will<br />

work together to make this a seamless<br />

transition for everyone, <strong>and</strong> in the end,<br />

one <strong>of</strong> the most successful changes that<br />

the DMVA has seen thus far.” ■<br />
