tape, sunroof dra<strong>in</strong> hose, washer tube, w<strong>in</strong>dow mold<strong>in</strong>g,<br />

wea<strong>the</strong>r strip, door mold<strong>in</strong>g roof mold<strong>in</strong>g, floor mat, seat<br />

<strong>in</strong>dustry <strong>in</strong>itiatives to reduce<br />

Phthalate exposure <strong>in</strong> Auto <strong>in</strong>teriors<br />

<strong>the</strong> Japanese Automobile Manufacturers Association<br />

(JAMA) has vowed to reduce <strong>the</strong> presence<br />

of volatile organic chemicals <strong>in</strong> <strong>cars</strong> typically associated<br />

with “new car smell.” As JAMA notes, VoCs<br />

are viewed as “one of <strong>the</strong> reasons beh<strong>in</strong>d <strong>the</strong> sick<br />

house dilemma,” <strong>and</strong> possibly harm<strong>in</strong>g human<br />

respiratory health.<br />

one of <strong>the</strong> VoCs targeted by JAMA is Di-2ethylhexyl<br />

phthalate or DEhP, which we found at<br />

highest levels <strong>in</strong> our study sampl<strong>in</strong>g. JAMA has set a<br />

voluntary maximum st<strong>and</strong>ard of 7.6 parts per billion <strong>in</strong><br />

<strong>the</strong> air of car <strong>in</strong>teriors. The st<strong>and</strong>ard, consistent with<br />

a recommendation from <strong>the</strong> Japanese M<strong>in</strong>istry of<br />

health, labor <strong>and</strong> Welfare, will take effect <strong>in</strong> model<br />

year 2007 <strong>for</strong> all automobiles manufactured <strong>and</strong><br />

sold <strong>in</strong> Japan.<br />

In a second <strong>in</strong>itiative, <strong>the</strong> TUV Rhe<strong>in</strong>l<strong>and</strong> Group <strong>in</strong><br />

Cologne, an <strong>in</strong>dustry body controll<strong>in</strong>g <strong>and</strong> approv<strong>in</strong>g<br />

quality st<strong>and</strong>ards of <strong>in</strong>dustrial <strong>and</strong> consumer products,<br />

has established an “Allergy-Free” certificate <strong>for</strong> automobile<br />

<strong>in</strong>teriors. The certificate has importance even<br />

<strong>for</strong> car owners <strong>and</strong> passengers who do not have allergies.<br />

As Motor Trend magaz<strong>in</strong>e reported, “an important<br />

part of <strong>the</strong> TUV tests consisted of extensively analyz<strong>in</strong>g<br />

passenger compartment air quality <strong>and</strong> <strong>the</strong>reby<br />

exam<strong>in</strong><strong>in</strong>g <strong>the</strong> concentration of organic substances<br />

such as <strong>for</strong>maldehyde, phenols, phthalates, or<br />

solvents.” 83<br />

The TUV st<strong>and</strong>ard <strong>for</strong> total phthalates <strong>in</strong> vehicle<br />

<strong>in</strong>teriors is 30 micrograms per cubic meter. At least<br />

one domestic U.S. manufacturer has already obta<strong>in</strong>ed<br />

a TUV allergy-free certificate: Ford <strong>for</strong> its Focus<br />

C-MAX. It is clearly possible <strong>for</strong> automakers to comply<br />

with <strong>the</strong> st<strong>and</strong>ard by refra<strong>in</strong><strong>in</strong>g from <strong>the</strong> use of PVC<br />

plastics or o<strong>the</strong>r materials requir<strong>in</strong>g phthalate<br />

additives.<br />

targeted <strong>the</strong> “… elim<strong>in</strong>ation or reduction of materials<br />

(such as pVC) that have high chlor<strong>in</strong>e content.” 81<br />

Among automakers, toyota appears to be mak<strong>in</strong>g<br />

<strong>the</strong> most progress towards a comprehensive susta<strong>in</strong>able<br />

plastics program. <strong>in</strong> a previous ecology Center report,<br />

Mov<strong>in</strong>g Toward Susta<strong>in</strong>able Plastics, toyota was recognized<br />

<strong>for</strong> sett<strong>in</strong>g clear, comprehensive <strong>and</strong> measurable<br />

goals <strong>for</strong> susta<strong>in</strong>able plastics, <strong>and</strong> committ<strong>in</strong>g to reduc<strong>in</strong>g<br />

its use of pVC. 82<br />

recommendations<br />

this study strongly supports <strong>the</strong> cont<strong>in</strong>ued phase-out<br />

of pBDes <strong>and</strong> new government <strong>in</strong>itiatives that target<br />

deca-BDe <strong>for</strong> phase-out at <strong>the</strong> earliest possible date. it<br />

should also spur automakers to make greater ef<strong>for</strong>ts to<br />

pursue susta<strong>in</strong>able plastics that do not require <strong>the</strong> addition<br />

of toxic phthalates <strong>in</strong> car <strong>in</strong>teriors. <strong>the</strong> presence<br />

of pBDes <strong>and</strong> phthalates <strong>in</strong> automobile <strong>in</strong>teriors, when<br />

coupled with <strong>the</strong> many o<strong>the</strong>r sources of exposure to <strong>the</strong>se<br />

compounds <strong>in</strong> daily life, is both troubl<strong>in</strong>g <strong>and</strong> unnecessary<br />

when <strong>alternatives</strong> exist <strong>for</strong> many applications <strong>and</strong><br />

are already <strong>in</strong> use by some automakers.<br />

Fortunately, car owners can also take some direct<br />

actions to m<strong>in</strong>imize any health risks from pBDes <strong>in</strong><br />

car <strong>in</strong>teriors. some of <strong>the</strong>se actions will also reduce risks<br />

associated with <strong>the</strong> o<strong>the</strong>r <strong>in</strong>terior car pollutants. Because<br />

high temperatures <strong>in</strong> car <strong>in</strong>teriors appear to contribute<br />

to <strong>the</strong> breakdown of deca-BDe <strong>in</strong>to compounds that<br />

studies demonstrate pose significant health risks, actions
