responsibilities or limited funds. Similarly, after <strong>the</strong> political recognition of FP, <strong>the</strong> question who is<br />

responsible for oversee<strong>in</strong>g policies also needs to be answered.<br />

Brenda Boardman summarised <strong>the</strong> problem <strong>in</strong> an <strong>in</strong>terview for this dissertation: “As many o<strong>the</strong>r<br />

<strong>policy</strong> issues fuel <strong>poverty</strong> is an <strong>in</strong>terdiscipl<strong>in</strong>ary issue that does not fit <strong>in</strong>to departmental<br />

boundaries. What you need is an <strong>in</strong>terdepartmental group, with one department given <strong>the</strong> primary<br />

responsibility to get solutions [...] it could be (<strong>the</strong> department responsible for) energy, social issues<br />

or even health” (Interview Boardman) These conflicts become more complex, as <strong>the</strong> examples of<br />

Austria, Belgium <strong>and</strong> France will show, when <strong>the</strong> responsibilities <strong>and</strong> funds are also divided<br />

between national, regional or local authorities.<br />

The fact that an emerg<strong>in</strong>g <strong>policy</strong> issue will not fit <strong>in</strong>to established political structures is certa<strong>in</strong>ly not<br />

an unique characteristic of FP. However this <strong>in</strong>terdiscipl<strong>in</strong>ary uncerta<strong>in</strong>ty has implications for<br />

successful <strong>policy</strong> mak<strong>in</strong>g, as well as mak<strong>in</strong>g it hard to address <strong>and</strong> establish as a political issue <strong>in</strong><br />

<strong>the</strong> first place.<br />

4.2 Def<strong>in</strong>ition vs. target<strong>in</strong>g<br />

As illustrated <strong>in</strong> <strong>the</strong> literature review <strong>the</strong> debate about how to quantify, identify <strong>and</strong> def<strong>in</strong>e fuel<br />

<strong>poverty</strong> is complex <strong>and</strong> very <strong>policy</strong> relevant. “Any def<strong>in</strong>ition of fuel <strong>poverty</strong> will <strong>in</strong>volve political<br />

choices. So <strong>the</strong>refore it is important to dist<strong>in</strong>guish between what fuel <strong>poverty</strong> actually is - a lack<br />

energy services to meet certa<strong>in</strong> st<strong>and</strong>ards of health <strong>and</strong> culture – <strong>and</strong> underst<strong>and</strong><strong>in</strong>g how it needs to<br />

be def<strong>in</strong>ed politically to best target particular groups. These are two different th<strong>in</strong>gs.”(Interview<br />

Bouzarovski) Like Bouzarovski several academics emphasise that a dist<strong>in</strong>ction has to made<br />

between <strong>the</strong> ra<strong>the</strong>r academic discussion of def<strong>in</strong><strong>in</strong>g <strong>and</strong> quantify<strong>in</strong>g FP, <strong>the</strong> <strong>in</strong>dividuals perception<br />

of FP <strong>and</strong> eligibility criteria for <strong>policy</strong> (Waddams-Price et al 2007, Fahmy et al. 2011, Boardman<br />

While this dissertation lacks <strong>the</strong> scale for a detailed discussion of def<strong>in</strong>itions, it is important to<br />

stress <strong>the</strong> importance of target<strong>in</strong>g effectively. “It is so hard to precisely p<strong>in</strong> po<strong>in</strong>t people with a<br />
