an inquiry concerning whether HUD could assist the<br />

St<strong>at</strong>e of Florida, Deborah Dean told her th<strong>at</strong><br />

DeBartolomeis would have to contact Thomas Demery<br />

because Dean did not have th<strong>at</strong> authority.<br />
