Ongoing system modification and maintenance will require a service team in Business Applications Information Technology section. This increment will allow the division to establish the business applications team necessary to maintain the case management system being developed for the Division of Senior and Disability Services. Without institutionalized support for the DS3 case management system, the division puts continued compliance with CMS directives at risk. Required information may not be retrievable for CMS reporting requirements and/or personnel will not have the management tools needed to meet CMS work performance deadlines. This will put continued approval of the long term care waiver programs operated by the division at risk of being disapproved at the federal level. Without the waiver program alternatives, all long term care will be delivered through institutional settings, such as nursing homes, at 4 to 5 times the cost of waivered services. Explanation of FY12 Capital Budget Requests Department Support Services Capital Budget Request Overview Johnson Youth Center Renovation to Meet Safety and Security Needs, Phase 1: $9,880.0 GF Pioneer Homes Deferred Maintenance, Renovation, Repair, and Equipment: $4,000.0 GF Non-Pioneer Homes Deferred Maintenance, Renovation, Repair, and Equipment: $3,020.0 ($3,000.0 GF) MH Deferred Maintenance and Accessibility Improvements: $500.0 GF/MH MH Home Modification and Upgrades to Retain Housing: $1,050.0 ($500.0 GF/MH) MH Housing Pre-development, Anchorage Assets Building: $500.0 GF/MH Total projects: 6 Total amount of Funding Requested: $18,950.0 Total amount of GF Funding Requested: $18,380.0 The Department will also be submitting a FY10 Supplemental for completion of the Department‘s Medicaid Management Information System (MMIS). Capital Budget Requests Johnson Youth Center Renovation to Meet Safety and Security Needs, Phase 1: $9,880.0 GF This request would fund the complete renovation of the existing detention unit, a new secure admissions area, and a new medical suite. The existing structure was built in the 1960s to serve as a women‘s prison. The existing layout is old, inefficient, unsafe, and unsuitable to serve as detention for youth. Pioneer Homes Deferred Maintenance, Renovation, Repair, and Equipment: $4,000.0 GF This request is for deferred maintenance and renovation projects for the state‘s six Pioneer Homes. The homes are located in Ketchikan, Sitka, Juneau, Anchorage, Palmer, and Fairbanks, and have a combined replacement value of $310.3 million. Non-Pioneer Homes Deferred Maintenance, Renovation, Repair, and Equipment: Total $3,020.0- $3,000.0 GF, 20.0 Fed This request is for deferred maintenance and renovation projects for the Department‘s 43 facilities statewide, including youth facilities, public health centers, laboratories, and behavioral health buildings.
