16B. (1) The Minister may make regulations for or in respect
of any matter stated or required in this Part to be prescribed, and
generally for the purpose of carrying out and giving effect to the
provisions of this Part.
(2) Every regulation shall be published in the Gazette and
shall come into operation upon such publication or on such later
date as may be specified in such regulation.
(3) Every regulation shall as soon as convenient after its
publication in the Gazette be brought before Parliament for
approval. Any regulation which is not so approved shall be
deemed to be rescinded as from the date of disapproval but
without prejudice to anything previously done thereunder.
Notification of the date on which any regulation is so deemed to
be rescinded shall be published in the Gazette.
17. In this Part, unless the context otherwise requires—
"adopter" means the person authorized by an adoption order
to adopt a child, and where such an order is made in
favour of a husband and wife on their joint application,
means both husband and wife;
"appointed date" means the 1st day of February, 1944;
"child" means a person under the age of fourteen years;
"court" means the District Court having jurisdiction under
section 13 to make an adoption order;
"guardian" in relation to a child includes any person who, in
the opinion of the court, has for the time being charge
of or control over the child;
"prescribed" means prescribed by regulation.
