16B. (1) The Minister may make regulations for or in respect<br />

<strong>of</strong> any matter stated or required in this Part to be prescribed, and<br />

generally for the purpose <strong>of</strong> carrying out and giving effect to the<br />

provisions <strong>of</strong> this Part.<br />

(2) Every regulation shall be published in the Gazette and<br />

shall come into operation upon such publication or on such later<br />

date as may be specified in such regulation.<br />

(3) Every regulation shall as soon as convenient after its<br />

publication in the Gazette be brought before Parliament for<br />

approval. Any regulation which is not so approved shall be<br />

deemed to be rescinded as from the date <strong>of</strong> disapproval but<br />

without prejudice to anything previously done thereunder.<br />

Notification <strong>of</strong> the date on which any regulation is so deemed to<br />

be rescinded shall be published in the Gazette.<br />

17. In this Part, unless the context otherwise requires—<br />

"adopter" means the person authorized by an adoption order<br />

to adopt a child, and where such an order is made in<br />

favour <strong>of</strong> a husband and wife on their joint application,<br />

means both husband and wife;<br />

"appointed date" means the 1st day <strong>of</strong> February, 1944;<br />

"child" means a person under the age <strong>of</strong> fourteen years;<br />

"court" means the District Court having jurisdiction under<br />

section 13 to make an adoption order;<br />

"guardian" in relation to a child includes any person who, in<br />

the opinion <strong>of</strong> the court, has for the time being charge<br />

<strong>of</strong> or control over the child;<br />

"prescribed" means prescribed by regulation.<br />
